Industrial Authority held unannounced meeting last night

The VDT has a story this morning about an Industrial Authority meeting last night, Two new industries announced by Kay Harris. That’s a bit of a surprise, since they didn’t have that date on their own web page and they didn’t post an agenda. Also, I saw both VLCIA Executive Director Andrea Schruijer and their Chairman Roy Copeland speak Monday night, and neither of them said a word about their meeting date being changed to the next night.

Here’s some irony in the VDT’s story:

Schruijer also discussed the Authority’s plans to move ahead with the Strategic Planning Process right after the first of the year. Following the Community Assessment which was conducted over the summer, the next phase is a full fledged commitment to begin the planning process.

The intention, according to Schruijer and Copeland, is to include community partners in the process as the assessment showed that many in the community think that the various entities work at odds with each other, rather than on the same page, when it comes to economic development.

This issue has a lot of peculiarities. The city engineer was quoted as saying he hoped Radney Plumbing, Inc. could be chosen for the project since the company had provided them a low price on similar work. Whatever happened to the bid procedure that is supposed to proceed any new construction activity regardless of personal preferences. Is this an impromptu public/private partnership where bidding gives way to cronyism? Oops, seems like I recently read that PPP’s were now being called beneficial corporations. Either way they are blatant fascism (mixing government & private business)& we don’t need them in Lowndes County. Under proper bidding procedures it would have been imposible for a contractor to have been given a go ahead by any mythical person. The project is expected to cost $132,000 of tax payer money & I think we deserve proper bid procedures to be certain we are getting maximum benefit from our expenditures.

I have no comment on the statement the pipe needed to be put in the ground so it would not go to waste other than I never new water/sewer pipe had a short expiraton date. Perhaps we should ask how so many feet of pipe were left over from another project since I’m sure 12″ pipe is not cheap. Does our project estimator need to sharpen his pencil?

It seems County Commission Chairman Paulk questions “the wisdom of spending that much taxpayer money without any prospect of income in the near future’. I’m glad someone is concerned about the taxpayers. Since it has been acknowledged we citizens have an interest in the obvious four way fiasco between city, county, private contractor & private landowners,I trust the VDT will continue to keep us informed of all the facts as they surface.

Valdosta water project on county land, with no city or county approval

It seems the City of Valdosta is installing a mile of water and sewwer pipe on county land without approval or prior knowledge of the Lowndes County government. Or, cats and dogs not playing well together. And, given that the Valdosta City Council apparently didn’t approve it either, cats not playing well together. Who is in charge of herding the cats?

David Rodock wrote in the VDT 23 November 2011, City project on county land

Without City Council approval, the installation of 5,600 linear feet of water/sewer pipe is being installed on Racetrack Road, at the very edge of annexed City property.
County says City didn’t notify. City says did.

This part is particularly interesting:

City Engineer Pat Collins said they had sent the county a letter and had not started on the project. He also said the city hoped to bring the project before council on Dec. 8, so they could make use of approximately 1,000 feet of 12 inch pipe leftover from a previous project.
So “not started” apparently includes digging ditches and installing 12 inch water mains. And “approval” means ask the Valdosta City Council after that’s already been done. And never ask the Lowndes County Commission, despite this project being on county land.

What do you see when you zoom in on traffic fatalities in Lowndes County, Georgia? Lots of road deaths on roads recently paved, for one thing.

The national view is very interesting, but let’s look at Lowndes County:

I don’t know what that adds up to, but it looks to me like a lot of dead people, and in just nine years, from 2001 to 2009. Far more dead people than killed by terrorism.

Citizens at Lowndes County Commission 7 November 2011

Five citizens spoke up at the 7 November 2011 Lowndes County Commission Regular Session. Some got answers, some got excuses, and some got fingerpointing. And one illustrated how the Commission doesn’t follow its own rules.

  • George Boston Rhynes asked about Open record requests and jail deaths and got the same excuses he’s heard elsewhere: nobody seems to be responsible for supplying information to the public about what’s going on in the Lowndes County Jail.

  • John Robinson asked about Contracts on the south side related to Title VI of the Civil Rights Act of 1964 and to Title III Section 3 of the HUD program and got a clarification from the Chairman that the county has no Title III projects.

  • John S. Quarterman asked the Commission to video meetings like the Lowndes Board of Education does, and got a slightly different excuse this time than the many previous times he’s made similar requests.

  • Matt Portwood asked the Commission or the individual Commissioners to state a position on school consolidation and was told they weren’t going to. The VDT printed that much the next morning, the morning of the election with the referendum on school consolidation. They did not print Chairman Paulk’s allusion to his already-known support for FVCS in opposing consolidation, but LAKE published a video with that on Election Day, and you can see it here.

  • Tony Daniels wanted to know How can we pursue happiness when we don’t even have a job? and had several recommendations for how the various local elected and appointed bodies could go about getting us more jobs. He also illustrated that the Commissions ordinance on Citizens Wishing to Be Heard is, as we’ve discovered on many previous occasions, merely guidelines at the whim of the Chairman.

I’m glad GBR spoke up for Sam Allen. The VDT article falsely stated that he had changed his mind about VDT support between Tuesday night & Wednesday when he spoke at the news release. I was standing beside Sam when he complemented one reporter after she interviewed him following the election returns at the Bd of Elections Tuesday night. The compliments were for her individual professionalism only as he stated to her that he appreciated that she always put exactly what he said in the paper. I agreed with his statements & complimented her also, because I have observed her professionalism in other venues & it is a refreshing change for some of the VDT reporting heritage.

We have just had a very divisive issue —Ken Klanicki @ VCC 10 November 2011

Ken Klanicki expressed concerns about Sam Allen’s speech the previous day on the steps of City Hall. He had only read about it in the VDT, which of course has space limits. You can see and hear Sam Allen’s speech for yourself, thanks to George Rhynes. Ken Klanicki also wanted to know who approved the use of City Hall for that speech. Ken probably didn’t know from the VDT that Mayor Sonny Vickers was standing beside Sam Allen at the time, but you can see that for yourself.

Dr. Michael Noll, longtime opponent of the Industrial Authority’s formerly proposed biomass plant, asked that same board at their most recent meeting:
What can we do as a community to better cooperate, to better communicate?
He also referred to the school consolidation issue and to the nuclear vs. renewable energy issue among the reasons he gave, along with some suggestions on how to proceed, and said he would take the same message to other bodies.

Same old “unification” disinformation from the Chamber and CUEE

This is what CUEE Referendum Supporters apparently support, and why I call on them to stand up and say whether they are for or against it: the same old disproved disinformation sent again yesterday by a CUEE board member from the Chamber’s own email address to Chamber members. If you support CUEE, you support this disinformation campaign instead of real research that shows consolidation would do nothing to improve education, it would raise everyone’s taxes, and it would not help attract industry. Instead, it would seriously damage public education.

This is not a time to be silent. Which side are you on? CUEE and the Chamber’s propaganda campaign? Or public education, and you will vote no?

CUEE Board Member “Jud Rackley, CPA” emailed yesterday from chamber@valdostachamber.com, subject “The Truth About School Taxes and Unification”, including:

I’ve heard several people say school unification will cause a significant tax increase. Yet, no one seems to know why this would happen. It appears this rumor is based on a document circulated by the Lowndes County Board of Education.
Dr. Troy Davis spelled out why taxes would increase, based on actual tax statements, plus information from the Lowndes County Tax Assessors’ office and the actual budgets of the Valdosta and Lowndes County School Systems. See also former Valdosta School Superintendent Sam Allen’s partial list of massive layoffs, service cuts, and school closings caused by reduced income because of less federal and state funding, and increased costs due to bussing. And the formal statements against consolidation approved overwhelmingly by both school boards. In addition to these statements by people with actual experience in school administration, see also the extensive statement against consolidation by the Valdosta City Council, and even the VDT turned against this consolidation effort. If that’s not enough, David Mullis has compiled all the research into a convenient Grassroots Handbook Against School Consolidation.
