Conservation records @ LCC 2012-03-13

Update 21 May 2012: Fixed meeting date. See also Planning Commission discussion of this item.

An issue of conservation records came up at the 28 February 2012 13 March 2012 Lowndes County Commission meeting, regarding a rezoning at Lake Alapaha, in far northeast Lowndes County, near the Alapaha River.

County Planner Jason Davenport described the problem, which came up in a request to rezone a piece of property that was partly zoned RA (Residential Agriculture) and partly Conservation:

We did get help from the clerk’s office to try to clear up when this property was zoned and why it was zoned conservation. I just don’t have anything [unintelligible]. We have minutes that say one thing and a zoning map that says another.

He said they had had limited time to investigate, and had not been able to resolve this issue.

That issue is still on the table. I would just remind you that in the grand scheme it is a minor issue.

Commissioner Richard Raines made the motion:

For my part I’m for rezoning the entire property RA and eliminating the conservation.

And that’s what they did. Which raises issues of what we should do.

Planning Commission meets tonight

The organization that considers every rezoning request for Lowndes County or any of the cities of Valdosta, Dasher, Hahira, or Lake Park, the Greater Lowndes Planning Commission, meets tonight, 5:30 PM, 29 August 2011. This appointed body decides nothing, but it does make recommendations to the elected governing body of the appropriate county or city, which does take those recommendations into account before deciding. If you want to rezone, or if there’s rezoning near you, you would do well to go to the Planning Commission meeting before it gets to your local elected body.

The Planning Commission’s remit is not just rezoning cases. According to the City of Valdosta’s writeup:

The mission of the Greater Lowndes Planning Commission (GLPC) is to look beyond short-term solutions in planning for the future of the Greater Lowndes community; to improve the public health, safety, convenience and welfare; and to provide for the social, economic and physical development of communities on a sound and orderly basis, within a governmental framework and economic environment which fosters constructive growth and efficient administration.

Hahira City Council Meeting —Barbara Stratton 4 August 2011

Received today, and I saw the owl chortling with glee at the prospect of reports on another local council. -jsq
The LAKE blog has been doing an excellent job of publishing what is happening in various Valdosta and Lowndes County public meetings. I have been attending the Hahira City Council meetings for several months now and decided I would start posting a monthly blog summary of council meetings so Hahira residents will be aware of what is happening in their city. This is not intended to be an official documentation and citizens should depend on the official meeting minutes and/or discuss issues with city officials.

It was announced that a hearing had been advertised to discuss changing the millage rate for the city and it was decided the mileage rate would remain the same with no increase.

The review of bills/budget overages were approved by the council.

Addendum to the summary – Per history records, on Feb. 15, 2011 the Valdosta Daily Times printed an article about a special meeting of concerned citizens and Hahira city officials which discussed several agenda items relating to the city’s trash services. U.S. has plenty of solar energy everywhere —Jennifer DeCesaro of DoE

Jennifer DeCesaro of the U.S. Department of Energy (DoE) said she liked showing a map of U.S. insolation outside the U.S. southwest because then she could point out that Spain has not as good resources and a larger solar market, while Germany, the world leader in deployed solar, has solar resources like the state of Alaska. So the U.S. has plenty of solar energy everywhere.

She made a few other comparisons between U.S. and Germany. U.S.: 30% investment tax credit. Germany: National Feed-in Tariff.

She talked about SunShot: the Apollo mission of our time. It aims to reduce solar costs by 75% by the end of the decade, making solar cost-competitive with fossil fuels without subsidy.

The Council of Hamlets meets tonight in Valdosta!

The Valdosta City Council regular meeting is tonight. You remember them, the council that may or may not be able to say whether or not they can or cannot speak during, at the end of, or after their council meetings. Tonight they appoint people to boards that decide who can put up how big a sign, and that spend millions in your tax money.

I want to see if Mayor Fretti will keep to his word to expand the Wiregrass Solar plant.

Also, maybe now this city council can do what Gretna, Florida, did: put out a proclamation saying there will be no biomass plant. Or they could sit on their hands some more and wait until some Sonny finds a way to do it anyway.

They have lots of other stuff on their agenda for tonight, including an appointment to the Zoning Board of Appeals (ZBOA), and an appointment to the Valdosta-Lowndes County Parks & Recreation Authority.

ZBOA decides on variances to Valdosta’s LDR and Lowndes County’s ULDC, including sign variances, much to the annoyance of some local entitled rich people and of McDonald’s.

Parks & Rec receives 1.5 mil of tax money, about $4.5 million dollars a year, more than the Valdosta-Lowndes County Industrial Authority (VLCIA). Parks and Rec board members get to spend that tax money that you pay.

ULDC Update Redraft for Monday’s Planning Commission

The Technical Review Committee (TRC) has reviewed the ULDC update and has produced a final draft for the Planning Commission, which meets Monday 25 October 2010 at 5:30 PM, still at the old county commission chambers at 325 W. Savannah Avenue.

What is a Condominium?

Regarding condominiums and zoning in the Lowndes County ULDC, Georgia condominium law basically says that zoning can’t deny condos if some other form of ownership is permitted. If there’s a five acre minimum, only one condo unit could fit in that five acres, but with community membership with the other condos on the associated property.. For example, on an 18 acre piece of property, the maximum number of units would be 3 or 4.

Of course, a condominium doesn’t have to be a dwelling unit. As Gary Stock points out The key feature is joint ownership:

“A condominium is not a building. It is a form of ownership.”
it could be a horse farm, a hunting camp, a fishing club, or other. There usually needs to be a general common area, then some limited common areas with building envelopes for condo unit owners to use to build buildings (or maybe buildings are already there). The catch is that because a condominium is all one piece of property jointly owned, drawing limited common areas and building envelopes doesn’t require zoning approval.
