Port St. Joe biomass developer gives up

Another biomass plant bites the dust, this time less than 200 miles southwest of here in Port St. Joe, Florida.

Tim Croft wrote for the Star Thursday, Developer pulls out of energy center project

Citing an inability to secure financing Rentech, Inc., the developer of the Northwest Florida Renewable Energy Center has pulled out of the project.
What project? Down at the fourth paragraph the article finally says:
…a 55 megawatt energy plant to be built in Port St. Joe.

The plant, as proposed, would produce steam to drive generators to produce electricity, the fuel source woody biomass, or forest residue. Progress Energy had an agreement in place to purchase electricity from the plant.

Marijuana prohibition had nothing to do with smoking it

It had everything to do with the king of yellow journalism newspapers not wanting competition for his yellow paper and the king of the new plastics not wanting competition with them: competition from hemp.

Kathleen Murphy wrote for the Washington Free Press 3 June 2009 about How Marijuana Became Illegal,

As the methods for processing hemp into paper and plastics were becoming more readily available and affordable, business leaders including William Randolph Hearst and DuPont stood to lose fortunes. They did everything in their power to have it outlawed. Luckily for Hearst, he was the owner of a chain of newspapers. DuPont’s chief financial backer Andrew Mellon (also the Secretary of the Treasury during President Hoover) was responsible for appointing Harry J. Anslinger, in 1931 as the head of the Federal Bureau of Narcotics and Dangerous Drugs.

Are you gonna get the parents involved? —Roy Taylor @ LCBOE 4 October 2011

Roy Taylor said his grandson graduated from Lowndes County High. He must be a lot older than he seems, since LCHS closed about 1968 when it was combined with Hahira High School to create Lowndes High School.

He did have a good point, though (paraphrasing): 80% of prisoners are less than 30 years old.

  • $60,000 a year to keep a person in prison.
  • $30,000 a year to keep them in college.
His question:
Are you gonna get the parents involved?
Lowndes County Schools Supt. Smith responded that they are working diligently through Community Partners in Education to do that. He also talked about Valdosta and Lowndes schools already improving their graduation rates. And school, home, and community as three legs of a stool.

Neighborhoods matter more than schools?

Where you live makes more difference to your education than where you go to school, says a news study, backed up by an older study.

Maureen Downey blogged for AJC 5 October 2011, Forget school vouchers. The route to improving education may be housing vouchers.

School voucher proponents argue that kids need a way out of failing schools, but research increasingly suggests that it would be more effective to provide them a way out of failing neighborhoods.

Should we consider giving poor families in low-performing school zones housing vouchers that they could use to relocate in the zone of a school performing above the area median?

Reinstating Glass-Steagall

Reinstating Glass-Steagall appears to be a very popular possibility, although all I can find is an unscientific online poll (87% for). You may wonder: what is Glass-Steagall?

Here are extracts from a timeline by PBS’s Frontline, The Long Demise of Glass-Steagall,

“In 1933, Senator Carter Glass (D-Va.) and Congressman Henry Steagall (D-Ala.) introduce the historic legislation that bears their name, seeking to limit the conflicts of interest created when commercial banks are permitted to underwrite stocks or bonds. In the early part of the century, individual investors were seriously hurt by banks whose overriding interest was promoting stocks of interest and benefit to the banks, rather than to individual investors. The new law bans commercial banks from underwriting securities, forcing banks to choose between being a simple lender or an underwriter (brokerage). The act also establishes the Federal Deposit Insurance Corporation (FDIC), insuring bank deposits, and strengthens the Federal Reserve’s control over credit.”

Hey John, I appreciate your summary of the latest meeting on consolidation. I was on the Chamber sponsored consolidation committee back in 1993-94. The same folks pushing the effort then are pushing it now. Back then, nothing about improving education was ever mentioned; it was all about banking and real estate. Only two educators back then were on the committee, the two superintendents from the school systems, and we were never asked our opinions on anything. We were totally ignored.

Yes, we educators were ingored back then and there is no doubt in my mind that this group pushing for consolidation is ignoring opinions of educators now. I believe the “dollar bill” mentality of a handful of folks is the driving force behind this effort, and I don’t mean the tax payers. Of course, this is just my opinion; I could be wrong.

We have two excellent school systems now in one county. Here is the method that I propose for a merger: if and when one of our school systems gets to a point where it cannot provide quality education for it’s students, let that school system’s school board approach the other school board and begin discussions on consolidation or some other remedy. Why should some bank or real estate company be the driving force behind consolidation. Maybe kids should be put ahead of lining the pockets of a few business owners. And the most important thing to remember about this action is: once Valdosta gives up the charter for it’s school system, it’s over and done with; good or bad, it’s over; Valdosta can never get it back. Think about that!

CUEE demolishes its own case

CUEE still doesn’t have a plan for improving education. When asked for any concrete examples of education improving because of school consolidation, not one person could come up with one: not CUEE, not the Chamber, not their invited experts. Their invited experts established that consolidation in Troup County not only didn’t save money, it required a bond issue. And it took four or five years of the hardest work they’d ever done, even though they couldn’t give any evidence that it improved education. It was like that on almost every point: the Chamber and CUEE either couldn’t answer the simplest questions, or even more frequently demolished their own case.

The last question asked to give an example of any company that had declined to come in because of multiple school systems. Not only could nobody give an example, but someone, I believe it was Walter Hobgood, stood up at the podium and said when he was working for a large company he had never encountered a case where they looked at the number of school systems.

Lowndes County: commuter rail hub

Look at all those other railroads converging on Valdosta in that GFRR project proposal map. Valdosta is a historical rail hub for passenger traffic to Atlanta, Savannah, Jacksonville, Orlando, Thomasville, Tallahasssee, and beyond. All the tracks are still in place and still in use for freight. With some rolling stock and a few deals with the railroads, Valdosta and Lowndes County could become again a passenger rail hub with a mass transit system for local commuting to jobs and for long distance travel.

Add a bus system and local commuting becomes very practical. People could take the train to town and catch a bus to work. Many people could walk or take a bicycle to their work from the train station. This could work the other way around, too. People could live in Valdosta and work in Ray City or Lakeland or Hahira or Lake Park or Clyattville and not have to drive to get there. That would save a lot of wasted time and wasted fuel.

This kind of mass transit would attract the knowledge-based workers we supposedly want around here. Including jobs our high school and college graduates could take, so they wouldn’t have to move elsewhere.

And upgrading the railroads, building stations, building and refurbishing houses and apartments near the stations, etc., would employ a lot of construction workers; probably as many as road projects and sprawling subdivision projects, but without the sprawl.

Georgia and Florida Railway (GFRR) – Valdosta to Willacoochee Rehabilitation $6.25 million T-SPLOST

Now here’s a T-SPLOST project I like: upgrading the railroad that runs from Valdosta to Moody AFB and on to Ray City and Nashville in Berrien County, and Willacoochee in Atkinson County. This proposal is to aid freight, but with this upgrade to the track, the same track would be even more readily usable for passenger rail. That same track was used for passenger travel up into the 1950s. My mother used to catch the train at Barretts (just north of Moody) to go visit her relatives in Pearson (a bit east of Willacoochee).

It’s true the project sheet talks about “potential customers in the region”:

This project will provide for more efficient train operations along the rail corridor to accommodate the increase rail traffic serving the existing and potential customers in the region.
However, rail promotes development in existing population centers and at stations, unlike all along automobile roadways.

Time to divest from private prison companies

It’s time to stop private prison profiteering by refusing to take their profit: divest private prison company stock from personal, pension, and church funds.

There’s no need to speculate that private prison companies have incentive to keep more people locked up: CCA says so. Kanya D’Almeida wrote for IPS 24 August 2011, ‘Profiteers of Misery’: The U.S. Private Prison Industrial Complex:

CCA’s 2010 annual report states categorically that, “The demand for our facilities and services could be adversely affected by the relaxation of enforcement efforts, leniency in conviction or parole standards and sentencing practices or through the decriminalization of certain activities that are currently proscribed by our criminal laws — for instance, any changes with respect to drugs and controlled substances or illegal immigration could affect the number of persons arrested, convicted, and sentenced, thereby potentially reducing demand for correctional facilities to house them.”

CCA continues, “Legislation has been proposed in numerous jurisdictions that could lower minimum sentences for some non-violent crimes and make more inmates eligible for early release based on good behaviour, (while) sentencing alternatives under consideration could put some offenders on probation who would otherwise be incarcerated. Similarly, reductions in crime rates or resources dedicated to prevent and enforce crime could lead to reductions in arrests, convictions and sentences requiring incarceration at correctional facilities.”
