Annexation and watershed monitoring @ Hahira 2014-04-03

The rezoning and annexation previously recommended by the Planning Commission and discussed by the Lowndes County Commission.

And there’s a Proposal for Long-term Watershed Monitoring from TTL, which may or may not be related to the flood risk management study or flood mapping previously discussed by the city of Valdosta and the Lowndes County Commission.

Curiously, both Wikipedia and the Hahira City Council’s own web page seem to think Wayne Bullard is still mayor. I read in the VDT that Bruce Cain was sworn in as mayor in January.

Videos: Lake Park annexation dropped and apartment rezoning unpopular @ GLPC 2014-03-31

The annexation request for The Gardens was withdrawn (perhaps because the Lowndes County Commission had already explored options for modifying it or just not annexing it), and the rezoning for the Brookhaven apartments was very unpopular, both for Lake Park, plus a Zoning Ordinance change. The twin Hahira cases to rezone and then annex a lot on the east edge of town sailed through. No city of Valdosta cases this time.

Videos: Mostly Paving and Bridges @ LCC 2014-03-24

Yesterday morning they discussed a turnkey government website service. And an annexation request by the City of Hahira. And they may actually be serious about coming into the 21st century with online county services.

Turns out the road resurfacing of four roads is actually mostly from a GDOT LMIG grant, but the other three, shoulder paving on Val Del Road and Boring Pond Road and a bridge replacement on Cat Creek Road are all from SPLOST VII funds. Plus some trucks for Animal Control and tablets for the Fire Department, an alcohol license, and some alphabet-soup agreements, one of which turned out to be for a grant for a victim advocate position in the Solicitor General’s office.

Agenda page 2 @ GLPC 2013-11-25 How would you as a citizen have known Nottinghill is on the real agenda they’re using right now in the Planning Commission meeting? What if you wanted to speak for or against in that public hearing? The one in the last post wasn’t the real agenda, and even some people who work for local governments didn’t know that.

Agenda: No Nottinghill and no county cases, 1 Hahira, 4 Valdosta @ GLPC 2013-11-25

I guessed wrong: Nottinghill is not on the agenda. Yet the County Commission decided at its November meeting to hear Nottinghill at its 10 December 2013 meeting, which will be without the Planning Commission ever having discussed this item. How is that right? If Planning Commission agendas were made public some days before the meetings, the public could point out things like this in time for them to be fixed.

REZ-2013-11 Nottinghill was tabled by GLPC 30 September 2013 and again 28 October 2013. REZ-2013-11 was also tabled by the Lowndes County Commission 8 October 2013 and 12 November 2013, specifically until the County Commission’s 10 December 2013 meeting. So if the Planning Commission doesn’t discuss Nottinghill tonight, the County Commission can vote on it in December without the Planning Commission ever having discussed it.

Here’s the agenda for tonight, supplied by an informant about an hour ago. Will anyone from the county even show up, since without Nottinghill there are no county cases on the agenda? Continue reading

Prequel of the bogus VLMPO maps! Maybe the Valdosta City Council tonight will clarify why the Industrial Authority is asking it to annex and rezone a parcel it apparently does not own. Here’s what the Planning Commission said about that, plus rezonings in Dasher (no speakers and approved unanimously) and Hahira (tabled at request of applicant; see separate post for more on that one), plus two in Lowndes County: Teramore (yes, it’s Dollar General again, and they unanimously recommended it), and Nottinghill is back and got tabled again.

Early Election returns

So far, according to Lowndes County’s online election results, SPLOST is winning more than 2 to 1, while Bruce Cain and Rose Adams are neck-and-neck for a plurality for Mayor in Hahira with incumbent Wayne Bullard a distant third and Johnny L. Stalvey trailing. Kenneth Davis is way ahead of Traci Selph Davis for Hahira City Council District 2.

In Lake Park, it looks like Bert Rutland is going to make it onto the council this time, while Eric Schindler will remain Mayor.

For Valdosta City Council, incumbents Alvin Payton (District 4) and Robert Yost (District 6) are leading, as is Sandra J. Tooley (District 2), although not by as wide a margin.

For Valdosta School Board, Lizzie Shumphard (District 2) is way in the lead, incumbent Vanassa Flucas (District 2) is even farther ahead, and incumbent Warren Sweet Lee (District 3) is sailing in unopposed.

No Runoff in Hahira: plurality will win

The Hahira rule is plurality, not 50% plus 1.

According to email to Gretchen from John Hallman with the Georgia Secretary of State, containing a forward from Jonathan Sumner, Hahira City Manager, originally copied to all the Hahira candidates, Mayor and Council, and many city employees on 25 October 2013:
