Agenda: two appointments, a public hearing, and two grants @ LCC 2013-02-25

The county’s website, down earlier today, is back up, so we can see there is a Work Session this morning, with voting at the Regular Session tomorrow evening at 5:30 PM. The proposed abandonment of Old State Road at Hotchkiss Landing on the Alapaha River, tabled two weeks ago, is on the agenda, although the Georgia Supreme Court makes me wonder why. One of the two appointments is to the South Regional Joint Development Authority which Andrea Schruijer mentioned at the most recent VLCIA board meeting. Another is to the Southern Georgia Area Agency on Aging Advisory Council. I’m guessing one person to each agency; the agenda doesn’t say how many nor who the candidates are. Here’s the agenda. -jsq

Work Session this morning? Lowndes County web site down again @ LCC 2013-02-25

Is there a County Commission Work Session this morning at 8:30 AM? Can't find out from the county's website: it's down again. Is this a good way to demonstrate that Internet access is "one of the number one issues"?

Firefox First noticed about 7AM, http://www.lowndescounty.com/ not responding, same as three weeks ago. Once again I also tried it from somewhere far away geographically and on another ISP, with the same results as last time.

Alert!: Unexpected network read error; connection aborted.

So it looks like the Lowndes County Commission's website is down. Speaking of far away, why does it seem to be hosted in Dallas, Texas?

Well, let's see if there's any information on their facebook page. Nope; still content-free.

Speak at the work session? —April Huntley

Received Friday; she sent it to Chairman Slaughter. He didn’t let her speak at the Work Session, but he did talk to her. -jsq

Dear Mr. Slaughter,

I am writing you to follow up on a message I left with your office this morning. I would like a chance to speak at your Monday morning work session about the matter of the proposed abandonment of a portion of Old State Rd. leading to the Alapaha River and also have Mr. Connell present. I have been circulating paper and online petitions to the community to display the public use and enjoyment of this area. I do understand the concerns of some of the surrounding land owners about trash and trespassing. I am working on a project to get the community, individuals in the public, to make donations to purchase a portion of Dr. Acree’s land which will be donated to Lowndes County Parks and Recreation. The community would also like to work to resolve issues on trespassing and the trash dumping. I hope that we can work together on this issue and keep this beautiful, historic area an asset to Lowndes County. Thank you for your thought and consideration!

Surprise! Veolia, excuse me, Advanced Disposal showed up to try to defend their record so far with their new exclusive franchise solid waste contract. Also at this morning’s Work Session of the Lowndes County Commission, three rezonings, three contracts, and some new wrinkles on the proposed closing of the part of Old State Road leading to Hotchkiss Landing on the Alapaha River, revealed after the session was over. They vote Tuesday evening at 5:30 PM.

Surprise trash talk: repeat scheduled for tomorrow! @ LCC 2013-02-11

Not on the agenda, Veolia, excuse me, ADS, stood up to talk about trash collection Monday morning’s Lowndes County Commission Work Session. All of the new Commisioners had questions, some of which were answered. A repeat performance is scheduled for Tuesday evening: don’t miss it!

Dave Shepler, regional manager of Advanced Disposal (not on the agenda)

He said ADS wanted to start March 1 in order to give people time to mail in their cards and sign up, but the February 1st date was “what the county wanted to do.” About 400 accounts that had slow delivery, even though they called in very early; “coding error”. Can deliver about 200 carts a day, one crew is doing nothing but handling complaints. Some carts delivered without pickup information; he blamed that on the wind. Missed pickups. When the Bemiss center (presumably the one at Pine Grove) was closed over 3,000 people had not signed up, and there is trash on the ground that ADS is picking up. After 30 days Continue reading →

News about Hotchkiss Landing @ LCC 2013-02-11

After the Monday morning’s Lowndes County Commission Work Session was over, a couple of Commissioners indicated to inquiring citizens that they had seen a contract by which Acree Investments LTD sold land on both sides of Old State Road to the Alapaha River to Phillip Connell. This contract has not been filed with the county, and that’s why the Tax Assessors’ database doesn’t show it. I confirmed later today with Dr. Acree that he had sold 16 acres to Phillip Connell several years ago. Very interesting; if it is even Old State Road they’re considering closing (see below).

Public Hearing sign on Old State Road What sort of public hearing is it going to be tomorrow evening when this new information was not revealed to the public even in the Work Session, and the only way the public could find out was by going and asking a Commissioner personally?

Hotchkiss Landing Road Closing, 3 rezonings, 3 contracts @ LCC 2013-02-11

Monday morning and voting Tuesday evening at the Lowndes County Commission, three rezonings, three contracts, and the proposed closing of the part of Old State Road leading to Hotchkiss Landing on the Alapaha River, with all its complications such as why did Code Enforcement do nothing about that road being blocked for many months? And why was there no public hearing sign on the road until (I hear) it suddenly appeared late yesterday?

Where is the speed zone ordinance? @ LCC 2011-01-10

Lowndes County won’t install speed control devices: policy or ordinance or “decision”, by whom and when? And where is the speed zone ordinance they passed in January 2011, according to the Work Session Minutes of 10 January 2011:

Adoption of the Revised Speed Zone Ordinance,

County Engineer, Mike Fletcher, presented the Commission with a revised speed zone ordinance in accordance with Georgia Department of Transportation (GDOT) requirements. Mr. Fletcher added that 2 once approved, staff would send the document back to GDOT for execution. Commissioner Evans questioned the speed limit on Boring Pond Road. Mr. Fletcher explained that since the road has been paved, the new ordinance will allow for the new speed to be posted at 45 mph and 55 mph. Mr. Fletcher added that prior to the road being paved, the speed limit was 35 mph. Commissioner Raines asked if the document was a county ordinance. Mr. Fletcher replied yes, adding while the county can make certain recommendations, GDOT prepares the draft in accordance with their regulations.

Chairman Paulk asked Mr. Fletcher to provide those in attendance with a short explanation of speed control devices. Mr. Fletcher explained that in the 1990’s a previous Commission made the decision that speed control devices would not be allowed on county roads due to maintenance and safety issues. Mr. Fletcher added that over time that decision has become policy.

Commissioner Powell stated he had received a request from citizens to increase the speed limit on portions of Old Clyattville Road to 55 mph. Mr. Fletcher replied that due to the curb and gutter installed on the road, he would not recommend it. Mr. Fletcher added he would be glad to check with GDOT to see what the state’s recommendation might be. Commissioner Powell asked Mr. Fletcher to move forward with contacting GDOT.

When “in the 1990’s” was this Commission decision made? In which minutes can we see the vote and the text of this decision?

And how is policy made? By the Commission in an open meeting, or by the staff at some unspecified “over time”?

Plus, where is this speed zone ordinance?

Special assessment: ordinance or policy? @ LCC 2011-01-10

Ordinance or policy? In the Work Session Minutes of 10 January 2011 the special assessment rate is set “in accordance with Lowndes County’s financial policies”:

Special Assessment Rate for 2011,

Finance Director, Stephanie Black, presented the proposed special assessment rate at 5.25% (two percent above prime), in accordance with Lowndes County’s financial policies. Commissioner Raines asked if the rate would fluctuate through the year in the event the prime rate adjusted. Ms. Black answered that the county is required to set the rate annually so the actual prime rate would not be considered again until the beginning of next year.

Yet yesterday she said:

“It’s just always been set at 2% above prime. I believe it’s in your ordinance.”

Which is it, a policy or an ordinance? Maybe it’s a policy set in an ordinance. If so, which ordinance? Is it one of the dozen on the county’s website or is it one of the many more that are not?
