Now with sound! @ LCC 2013-06-10

After the soundless 10 June 2013 Lowndes County Commission Work Session, Gretchen requested, County Clerk Paige Dukes promised and a few days later delivered, sound recordings on CDs of both that meeting and the next day’s Regular Session. LAKE thanks the County Clerk for those recordings. Gretchen has integrated the county sound with the LAKE video recordings and I have updated the Work Session blog post. But what about state open records law?

These CDs demonstrate the county does make recordings of the Commission meetings, at least of sound. The County Clerk told Gretchen the recordings are erased after the Clerk is finished with them. Hm, since such recordings are records of public meetings, wouldn’t that make them public open records? And if they are, wouldn’t destroying them be illegal?

Videos: 3 appointments, 1 rezoning, 2 wastewater @ LCC 2013-06-10

Unscheduled: Emergency Director Ashley Tye said more about the proposed juvenile justice grant; Kevin Beals announced the winners of the county’s Wellness Weightloss Challenge; and three unscheduled Library Board applicants. You can hear starting with the third of those last, but you can’t hear the few potential appointees for KLVB, VLCCCTA, ZBOA, because the county’s sound system was out (due to a consultant or lightning, depending on who you ask) and Gretchen didn’t notice and go to the camera’s mic until a few minutes in. They did talk about fixing the sewer force main that spilled into the Withlacoochee River. Nothing was said about the exclusive franchise for solid waste services. Maybe you’d like to come tonight and say a few words.

Three appointments, a rezoning, and 2 wastewater but no solid waste @ LCC 2013-06-10

No names for appointments (KLVB, VLCCCTA, ZBOA), and nothing on the agenda about solid waste collection or the public hearing they didn’t hold or why they picked Veolia’s highest bid or ADS buying more companies when its spokesman said that wasn’t forseen or how much the Commission forsees waste collection fees going up or suing a local company at the Lowndes County Commission. Wasterwater is on the agenda twice, which is good after that sewer spill into the Withlacoochee River, but nothing about a five-year action plan. Let’s listen to what the preacher Commissioners pray about: that’s usually a clue to what’s on their minds, even if they proceed to do the opposite.

Judging appointments, grants, and bids @ LCC 2013-05-28

Fast as a speeding “next” until the juvenile court judge showed up and asked for help getting a grant to save money by putting fewer children in jail. One candidate for a board showed up (late) to speak, and I continue to predict he’ll be reappointed tonight: that’s when they vote: tonight at 5:30PM in the Regular Session. Juvenile Justice grant would reduce costs more than the grant –Judge Council @ LCC 2013-05-28

Would you rather spend upwards of $91,000 a year to lock up a juvenile offender or spend less money to prevent that? Juvenile Court Judge Council advocated the former at this morning’s Lowndes County Commission Work Session.

6.a. 2013 Juvenile Justice Incentive Grant Program Application

This is about a potential new grant Emergency Director Ashley Tye said he had been working on with Judge Council, applying to the Juvenile Justice Incentive Grant Program which was approved by the legislator and governor this year. (Governor’s Executive Order of 16 April 2013 directing the assembly of the Juvenile Justice Incentive Grant Funding Committee to allocate to counties the funding of $5 million approved by the legislature.) Lowndes County would act as the applicant agent or grant administrator on behalf of the juvenile justice department, and Judge Council would serve as the implementing agency, working with several groups such as LODAC ( Lowndes Drug Action Council, Inc.). If the grant is accepted, it will be awarded quickly, running from June to June. It’s a reimbursement grant: make the expenses, submit a report, and get reimbursed from the grant.

Construction Board of Adjustments and Appeals appointment @ LCC 2013-05-28

GEMA, juvenile justice, mowing, and an appointment to the Valdosta-Lowndes County Construction Board of Adjustments and Appeals at Tuesday morning’s Work Session, with voting at 5:30PM that same evening (tomorrow) in the Regular Session. Who might they appoint? Who knows? They don’t tell the public until they meet. But I’ll guess they’ll reappoint Randy Crews; see other post for why.

Videos: Why do we need to pave those roads? @ LCC 2013-05-13

Half a million dollars for paving without any competitive bid: it’s the county way! Only one of three potential board appointees showed up. Commissioners asked a surprising number of questions, including about a water system trust indenture, but not enough. They vote this evening at 5:30 PM.

Paving questioned @ LCC 2013-05-13

Commissioners asked a few questions about the half a million for paving with no apparent competition at yesterday morning’s Lowndes County Commission Work Session. Mike Fletcher, County Engineer Maybe you have more questions; you could ask them tonight at the Regular Session. You’ll have to catch them before the session starts, because you don’t get to speak in the session until after they vote.

8. Bid – Soil cement, bituminous prime (with sand), and paving for Bayhill Drive, Pinewood Drive, Grand Pine Drive, Glenn Hill Drive, Bay Wood Drive, Bemiss Knights Academy Road North, a portion of Old Bemiss Road, Payton Place, and Dodd Road

Kari Sands, Purchasing Director Purchasing Director Kari L. Sands said staff recommendation is to award the bid to Scruggs Company for $495,845. No other bids were mentioned. County Engineer Mike Fletcher said the money was already received from the LMIG program.

Why a water system trust indenture? @ LCC 2013-05-13

Commissioners had questions when Utilities Director Mike Allen said a trust indenture was required by the state for any new water system, so if anything fails the trustee can step in and operate it, in this case for Merciful Community Center Trust. This was at yesterday morning’s Lowndes County Commission Work Session.

Commissioner John Page wanted to know if a site plan had been seen.
A: Nope.

Page also wanted to know if the indenture was for running a pipeline to the site.
A: Nope: it’s for a well.

Commissioner Richard Raines wanted to know whether the indenture was necessary because of the size of the well.
A: Because it’s for a business, not a private residence.

Appointees: Airport Authority @ LCC 2013-05-13

Only one of two potential appointees to the Airport Authority showed up.

No mic for County Manager Joe Pritchard at yesterday morning’s Lowndes County Commission Work Session, but by turning the sound way up I think he said the term of Wayne Edwards on the Valdosta-Lowndes County Airport Authority expired this month, and there were two applicants: Jeff Sykes president and CEO of First American Prescription Drugs and Kevin McCraney of Georgia Power. Jeff Sykes was present and spoke. McCraney didn’t. Maybe the Commissioners assumed everybody knows McCraney. I do; but do you? Sykes said:
