Land Bank appointment by Lowndes County Commission @ LCC 2012 03 26-27

Two appointments at this week’s Lowndes County Commission meetings:
5.a. Metropolitan Planning Organization Citizen Advisory Committee
5.b. Valdosta/Lowndes County Landbank Authority
We know who’s on the Land Bank Authority now: Burke Sherwood, Frank Morman, James Wright, and Joyce Evans, because the Georgia Department of Community Affairs publishes that information (neither the Lowndes County Commission nor the City of Valdosta does so). Which slot is up for appointment? Who is the County Commission considering appointing?

This is tacked onto the end of the agenda:

Immediately following the Work Session, the Commissioners will receive reports from the Valdosta/Lowndes County Industrial Authority & Valdosta/Lowndes County Parks & Recreation Authority
So the Industrial Authority reports to the County Commission! That’s good news.

Also this item:

6.e. Proposals for Groundwater Sampling and Analysis at the Clyattville Landfill
And did you know they had a Special Called Meeting on 15 March 2012? Approval of minutes for that is on this agenda.

A VLMPO appointment, a rezoning, five special lighting districts, and refunding taxes? What’s this one:
7.a. Grant Re-Application for the Rural Transportation Program and Associated Resolution
Is that for T-SPLOST? Is it about the discretionary funding? Or is it about re-applying for $12 million to widen old US 41 North? Or is it a periodic update for the MIDS bus system? If they put the agenda packets on the web with the agenda, we’d know.

8. For Consideration – Contract with the Scruggs Company for Davidson Road Project
Maybe we’ll hear some answers to some of the questions raised by that project last time.

Public hearing doesn’t mean the public gets to know anything

Requesting such a hearing before January 24 would give the opportunity to have all this information presented and for questions to be asked and answered.
Except that’s not the way it works around here. Public hearing locally means the chairman or mayor or whoever says “Who wants to speak for?” and maybe somebody speaks. And then “Who wants to speak against?” and maybe somebody speaks. It doesn’t mean that the Commission or the Council or the Authority presents anything for the public to consider.

Witness the hearing the Lowndes County Commission held in December on the documents related to the Comprehensive Plan. The only reason the public knew anything about what was in those documents was that Gretchen got them from somewhere else after the Commission refused to supply them in response to an open records request. The Commission never distributed any of the relevant documents to the public. Only one citizen spoke, perhaps because nobody else knew what to speak about.

Almost none of the local municipalities or boards or authorities routinely present to the public the information that is in the packets they see before the discuss or vote. There are rare exceptions, such as the VLMPO and other organizations or projects administered by the Southern Georgia Regional Commission (SGRC). SGRC is a state agency, not a local agency. Why does Lowndes County and all its municipalities and boards avoid transparency?

What’s the VLMPO?

So you’ve heard about the Greater Lowndes Planning Commission (GLPC). What’s this Valdosta-Lowndes Metropolitan Planning Organization (VLMPO)? How is VLMPO different from the GLPC?

Well, it’s not exactly the same geographical area. GLPC is exclusively for Lowndes County, including its cities. VLMPO is for the Valdosta Urbanized Area, which does not include all of Lowndes County, but does include parts of Berrien and Lanier Counties. According to VLMPO’s home page:

In April 2003, Governor Sonny Perdue officially designated the Southern Georgia Regional Commission (SGRC) as the Metropolitan Planning Organization (MPO) for the Valdosta Urbanized Area. As the MPO, the SGRC is responsible for carrying out transportation planning in the Metropolitan Planning Area using funding received from the US Department of Transportation’s Federal Highway Administration and Federal Transit Administration, administered by the Georgia Department of Transportation. The MPO works with these and other transportation planning partners to fulfill the requirements of various federal, state and local transportation planning laws and plans.

T-SPLOST meeting in Waycross today

Update 12:30 8 September 2011: SGRC provided a fixed link to the public comment form.

The first SGRC public meeting about the T-SPLOST Draft Constrained Investment List is today in Waycross:

Wednesday, September 7, 2011; 6:00 p.m. – 8:00 p.m.; at the Southern Georgia Regional Commission Waycross Office; 1725 South Georgia Parkway West, Waycross, Georgia; presentation will begin at 6:30 p.m.
If you live near Waycross, you may want to compare your local projects in the Draft Constrained Investment List with the previous unconstrained list to see what’s still in there and if there are any 50% cost increases like the Old US 41 North widening.

The VLMPO SGRC web page includes a link to a Public Comment Form but as you can see that link gets “page cannot be found”. Doubtless that’s an accident, given that VLMPO is and SGRC are among the most devoted to transparency of local governmental organizations.

Fixed now, with this new link to the public comment form.

I’d like to point out VLMPO SGRC does T-SPLOST administration, but is not responsible for the content of the project lists; those come from your local governments and are selected by the T-SPLOST regional committee and the Georgia Department of Transportation.

The Southern Georgia Regional Transportation Roundtable has set a series of public meetings to review the Draft Constrained Investment List for the following counties, representing the Special District for a proposed transportation sales and use tax: Atkinson, Bacon, Ben Hill, Berrien, Brantley, Brooks, Charlton, Clinch, Coffee, Cook, Echols, Irwin, Lanier, Lowndes, Pierce, Tift, Turner, and Ware.

Ashley Paulk, Corey Hull, and Norman Bennett on T-SPLOST

Jane Osborn pointed us at a detailed list of T-SPLOST projects.

T-SPLOST regional executive committee chairman Ashley Paulk gave his opinion on T-SPLOST at a Lowndes County Democratic Party (LCDP) meeting a few months ago: He’s against it because he doesn’t like a law with a stick in it.

At the same LCDP meeting, Corey Hull of VLMPO explained T-SPLOST, which LAKE videoed in six parts,

Before that, Corey Hull explained T-SPLOST to VLCIA, and got a very interesting question about penalties from Norman Bennett.

VLMPO held an extended public participation period for T-SPLOST in May. Maybe some of you who went can report back on that.

Cat Creek Road closure has slipped a week

Cat Creek Road closure has slipped a week, although lots of people detouring around didn’t know that.

According to Valdosta-Lowndes Metropolitan Planning Organization:

Update: On Monday June 13, Cat Creek Rd will be closed at Beatty Mill Creek for bridge repairs. Repairs should take approximately 3 days, and a detour route will be established. Motorists are urged to use caution and to pay attention to all traffic control devices while traveling on Cat Creek Rd. If there are any questions or concerns please call the Lowndes Co. Engineering Dept. at 229-671-2424.
VLMPO had that on their facebook page hours before lowndescounty.com got around to posting it on their own website. And on lowndescounty.com it’s a a PDF, not a webpage. Maybe the county will get the hang of this web stuff eventually.
