Survey, petition, letters, speak against conmmercial development on GA 122 at Skipper Bridge Road

Update 2023-01-21: Packet: Dollar General rezoning again, VLDA appointment, 2 subdivision infrastructure, special assessment rate, DA VOCA, server blades @ LCC 2023-01-23.

If you do not think “commercial and shopping options in Lowndes County” should include a development foothold in an agricultural and forestry area, here are ways you can oppose it: a survey, a petition, letters, call your Commissioner, and speak in the Public Hearing.

Somebody identified only as “Joe w/ WG Research” is sending text messages with a survey that includes this question:

4. Would you be in favor of a new and architecturally enhanced Dollar General in North Lowndes County located on GA Hwy 122?

No doubt they want to hear from everybody. So please answer the survey and get friends and relatives who oppose that rezoning to answer it.

Public Notice: Rezoning REZ-2022-20, GA 122 @ Skipper Bridge Road for a Dollar General 2023-01-08

Update 2023-01-13: Survey, petition, letters, speak against conmmercial development on GA 122 at Skipper Bridge Road.

That’s sixteen days before the January 24th Public Hearing about the proposed rezoning for a Dollar General at GA 122 and Skipper Bridge Road by the Lowndes County Commission.

[Public Notice and Future Development Map, REZ-2022-20, GA 122 @ Skipper Bridge Road]
Public Notice and Future Development Map, REZ-2022-20, GA 122 @ Skipper Bridge Road

Which appears to be sufficient notice according to O.C.G.A. 36-66-4(a): “A local government taking action resulting in a zoning decision shall provide for a hearing on the proposed action. At least 15 but not more than 45 days prior to the date of the hearing, the local government shall cause to be published within a newspaper of general circulation within the territorial boundaries of the local government a notice of the hearing. The notice shall state the time, place, and purpose of the hearing.”

The notice says opponents of the rezoning have to file a disclosure report about campaign contributions. The same law, O.C.G.A. 36-67A-3 (2010) says the applicant must also file a disclosure report. I will include a request for that in the LAKE open records request before the January 24th Public Hearing.

Packet: Three appointments, lease, ULDC, roads, grant, insurance @ LCC 2023-01-09

Update 2023-01-22: Videos: Three appointments, lease, ULDC, roads, grant, insurance @ LCC Work 2023-01-09.

Both Work Session and Regular Session are Monday, January 9, 2023, for the Lowndes County Commission. Both will probably be brief, because it’s a short agenda of mostly routine items.

The rezoning at Skipper Bridge Road and GA 122 for a Dollar General is NOT on this agenda. However, those interested may want to show up and be seen by the Commissioners, to remind them that people care and will be there on January 24th at the Public Hearing.

They pretend as always that taking over more subdivision streets and water and sewer lines will not cost the county taxpayers anything.

The dollar items listed in the packet are small. Continue reading

Videos: Redo rezonings and a citizen paving request @ LCC 2022-09-13

Two weeks agao the Lowndes County Commission at its Regular Session recognized Fire Chief Lloyd Green for finishing second in his age class in a recent road race.

Then they unanimously approved the previously-rejected O’Neal James Road rezoning, after applicant’s attorney Bill Langdale pointed out the code infractions would have to get fixed regardless of the rezoning decision.

Rezonings and Citizens To Be Heard, Lowndes County Commission Regular Session 2022-09-13

On the previously-decided Campus Howell Road rezoning, they voted twice to invalidate their previous vote. because first they forgot to hold the public hearing. Twice because the Chairman first forgot to hold the Public Hearing. In the Hearing, several citizens spoke against the rezoning. The actual rezoning decision will be taken somewhere between six and nine months later, after the other Public Hearing held just after this Public Hearing.

In the other Public Hearing, they took no vote, since the vote will be sometime between March and May 2023. The rezoning may also go before the Planning Commission again before then. One citizen spoke against, asking why bother going through the Planning Commission again considering that the County Commission rejected the previous GLPC recommendation. County Chairman Bill Slaughter said GLPC will be asked if that is required for due process. Joshua Knight and Brent Moore spoke for.

All the extraterritorial water and sewer extensions passed, but both the Valdosta ones by split votes.

Commissioner Mark Wisenbaker voted against the Griner Park work, saying it is not a top priority and later they might get more than one bid. It passed anyway.

Everything else passed unanimously.

Update 2022-09-26: Videos: Redo rezonings and a citizen paving request @ LCC 2022-09-13.

Update 2022-09-21: Videos: 6 Remerton, 4 Valdosta, 1 Hahira, 1 Lowndes County cases @ GLPC 2022-08-29.

Other than the seven-minute not-on-the-agenda Georgia Forestry presentation by Lowndes County Chief Ranger Mike Williford, the highest-dollar item got the most discussion: Griner Park, at the corner of Webster and Ashley Street.

There was no discussion of the items about redoing their botched rezoning decision.

They did kvetch about each of the extraterritorial jurisdiction items for water and sewer, alleging it was all somebody else’s fault. But why did the county not catch these earlier?

That was at the Work Session yesterday morning. The Lowndes County Commission voted this evening at their Regular Session.

Some Commissioners seemed unclear on why they were spending so much on Griner Park. Here’s Gretchen’s take: Continue reading

Lowndes County will approve spending almost $3 million this week, on a downtown Valdosta park and a railroad crossing, but you wouldn’t know that from the agenda.

Fortunately, the board packet, received in response to a LAKE open records request, is on the LAKE website.

Maybe Lowndes County could put board packets on its own website, like other counties large and small in Georgia and Florida have been doing for many years.

Cost What
$2,542,586.00 Griner Lot Improvements
$438,537.00 Briggston Road Paving Project Agreement with Valdosta Railway, L.P.
$2,981,123.00Total

The county will also redo two rezoning decisions for which the the Chairman previously decided split votes.

Plus three extraterritorial jurisdiction water and sewer requests, one from Hahira for a sprayfield, and two for commercial properties by Valdosta.

And the county is accepting infrastructure for a subdivision, while as usual pretending that won’t cost the taxpayers anything.

Here is the agenda. See also: Continue reading

Alcohol, Public Defender, ULDC, Whitewater Road Lift Station Pump @ LCC 2021-02-08

Why does the county need a consultant to help revise its Unified Land Development Code (ULDC), to the tune of $39,370.00? On the agenda for discussion Monday morning 8:30 AM and voting Tuesday 5:30 PM by the Lowndes County Commission, February 8 and 9, 2021.

The Utilities Department wants a pump for its Whitewater Road Lift Station before it fails, which is a good thing: preventive maintenance.

Public Works wants to buy a lift instead of renting one. Probably this will reduce overall expenditures for “building maintenance, maintaining banners in the parking lots and for Christmas decorating.”

Cost What
$39,370.00 ULDC Revision – Agreement with Goodwyn Mills Cawood (GMC)
$39,261.63 Bid for a Lift for the Public Works Department
$39,158.7.00 Whitewater Road Lift Station Pump
$117,790.33Total

The annual 2021 Public Defender Contracts are up for renewal. While this is a good thing, it’s curious that it’s listed as having no effect on the budget, despite costing money.

And there are two alcohol licenses to vote on. Curious that those show no effect on the budget. Is there no fee for an alcohol license?

The entire board packet is on the LAKE website, received Friday in response to a LAKE open records request. Here is the agenda.

Videos: 3:2 county:city family ties, family residential, 3 setbacks @ ZBOA 2017-06-06

Last thing last Tuesday, they approved a newspaper insert to commemorate former ZBOA member Mike Hill, who recently died.

ZBOA granted 5:1 a request in VAR-2017-06 for lots smaller than in the county’s Family ties requirement. Again 5:1 they granted the VAR-2017-07 request for a barn setback. For each of those cases, one person spoke for.

Here’s the agenda for the January 2015 meeting, which is still not on the City of Valdosta website. I added a few notes and some links into the one big video.
