Update 2024-10-17: Packet: ULDC text amendments, Loch Winn LTD rezoning, adoption of millage rates, USGS stream gauges, sprayfield expansion, watermain interconnection @ LCC 2024-10-14.

As Chairman Bill Slaughter said they would in the preceding Millage Public Hearing, they adopted the roll back millage rate of 7.356 rather than the advertized rate of 7.804. Last year (2023) the rate was 8.778.

The Fire District Millage Rate is continuing at 2.5 mil. The commission plans to continue this rate for 5 years from the start date. This is probably year 3, so apparently 2 more years.

They actually did table the 5.a. TXT-2024-03 ULDC Text Amendments and the rezoning 5.b. REZ-2024-15 Loch Laurel – Carroll Ulmer so the Planning Commission could hear them at the October 28 meeting and then voted on at the November 12 Lowndes County Commission Regular Meeting.

There was quite a bit of discussion between Commissioners and Lowndes County Manager Paige Dukes and Utilities Director Steve Stalvey about the Sprayfield Expansion. Continue reading

Videos: Appointments to DFACS & VLPRA, Beer and Wine, Pump Station and Forklift @ LCC Regular 2024-08-13

The County Manager gave an electrical fire report, and said Chairman Slaughter would be sworn in on August 19 to the Georgia state Board of Behaioral Health and Developmental Disabilities. She mentioned 14 Lowndes County animals had been transported to Kentucky by the Humane Society.

EMA Director Ashley Tye gave a weather report about Hurricane or Tropical Storm Debby: it wasn’t as bad as it could have been, and not as bad as our Florida neighbors to the south.

Three citizens spoke about a need for improved policies for animal control.

The Lowndes County Commissioners approved all the regular agenda items unanimously, with no discussion about anything but the Utilities Forklift at their Regular Session, August 13, 2024.

They reappointed Lonnie Denton to the Lowndes County Division of Family and Children Services (DFACS).

They reappointed Bubba Highsmith to the Valdosta-Lowndes County Parks and Recreation Authority (VLPRA).

Regarding the Love’s Travel Stop Beer and Wine license, no public hearing is necessary if the license is for consumption off premises.

Andrew Toussaint gave a report about the Small Business Administration and EMA Director Ashley Tye gave reports on hurricane assistance and local disaster group COAD, in this Lowndes County Commission Regular Session of September 26, 2023. Because of those reports and a second recognition of Leadership Lowndes (they showed up late), the meeting took 49 minutes.

Like the previous morning, Commissioners were unusually chatty.

Commissioner Scottie Orenstein had some questions and comments about 5.a. Quiet Pines Golf Course Ezgo Golf Cart Lease Agreement. and 5.b. Mental Health Model Resolution for ACCG. Commissioners Clay Griner, Demarcus Marshall, County Manager Paige Dukes, and Chairman Bill Slaughter discussed which statehouse bills the mental health resolution mentions, and that it does not support any particular current bill, specifically not HB 520. Lowndes County Commissioners were unusually chatty in yesterday morning’s Work Session, about 5.b. Mental Health Model Resolution for ACCG, in which they sounded like prison reform advocates.

Also about 6.a. Grove Point Lift Station Access Road, 5.c. Purchase of Wetland Credits for Shiloh Road Bridge Project, and 5.a. Quiet Pines Golf Course Ezgo Golf Cart Lease Agreement.

They had no questions about the almost $4 million dollar item, 6.b. TIA 2023-05 Briggston Road Grading, Drainage, Base, and Paving Bids, which leads to Wild Adventures.

We have not yet received a response to the LAKE open records request for the board packet.

Sure, I only sent that request Sunday. But it is stil mysterious why Lowndes County does not put its board packets on its own website, like many counties smaller and larger in Georgia and Florida have been doing for years. Continue reading

Videos: Clyattstone Road Paving, Bids, Lease, Appointments, nothing for Fire Dept. @ LCC 2020-01-14

Maybe it was “custom fit” that caused Commissioner Clay Griner to ask for postponement of approval of purchase of firefighting equipment until after the county’s retreat. All five Commissioners voted for tabling. More detail below in the notes on that item.

Bob Dewar has discovered the county wants an 80-foot right of way to pave Clyattstone Road, “What we do not want is a highway. It’s a quaint county road.” Well, that’s not why the county paves roads. More in the item notes below.

Everything else was passed with little or no discussion.

Videos: Water quality testing, Bids, Leaase, Appointments @ LCC 2020-01-13

Not on the agenda, Chairman Bill Slaughter at the end of the meeting said Utilities Director Steve Stalvey had been testing water quality on the Withlacoochee River. On December 31, bacterial counts were acceptable. But on January 6, 2020, counts were quite high, so the county made and posted some warning signs at Knights Ferry, Nankin, and State Line (GA 31) Boat Ramps.

Videos: Tower, appointments, sewer main, boat ramp, water trails, Paddle Georgia @ LCC 2019-05-14

All three rezonings breezed through, except slightly the longest was the tabling of the proposed 300′ communications tower off of US 84 East. The tower had the most people: those sitting in the back.

Surprisingly, one of the two Authority appointments was not the incumbent. None of the candidates were introduced, and none spoke.

One Citizen spoke, me, on behalf of WWALS, thanking them and inviting them.

Commissioner Clay Griner was not present. The other four voting Commissioners unanimously approved everything, including the one tabling. At least two staff speakers were not introduced, one not named except by last name, and one never named at all.
