Citizen Burton Fletcher spoke for five minutes about Animal Control Funding, out of the fourteen minutes of the Regular Session of the Lowndes County Commission of August 27, 2024. That leaves 9 minutes, minus 2 minutes for the County Manager Report and a minute for the Call to Order, Invocation, and Pledge, means 7 minutes of actual business. They approved everything unanimously.

They reappointed Bill Booth and appointed Debra Ruth to the Lowndes County Library Board.

Nobody spoke for or against the 6.a. Basic Decorative Street Lighting Districts.

County Manager Paige Dukes in her Reports said staff were attending the statewide Homebuilders Association meeting. Homebuilders are “stakeholders” after all.

In Citizens Wishing to Be Heard, Burton Fletcher noted $1.5 million for the Animal Shelter didn’t actually help much, and he wondered what has happened in the year or two since groundbreaking.

Four minutes is all yesterday morning’s meeting took, the Work Session of the Lowndes County Commission.

Vice Chair Demarcus Marshall chaired the meeting in the absence of Chairman Slaughter.

The only questions were about 7.b. Annual Contract Renewal with the State of GA Department of Corrections. Public Works Director Robin Cumbus explained that the county only pays when the work details are used and that no qualified inmates have been available for some time, however having the contract in place makes it possible to use the inmates, should any become qualified.

The County Manager’s Report may or may not have been requested. In any case, she didn’t report. She usually saves that for the Regular Session.

Should be a quick meeting. Monday morning, to vote on Tuesday evening, the Lowndes County Commission will review applicants to the Library Board, approve an annual mosquito identifaction contract and an annual agreement with the state for prisoner work details, as well as two Special Decorative Street Lighting Districts, for The Landings, Ph. 3 and Quarterman Estates, Ph. 4 Sec. 2.

Videos: ULDC amendments, Voting machine security, Library Board, Boat and RV Storage, Alapaha Plantation Water, Purchase houses by Griner Park, Insurance, LMIG @ LCC Regular 2023-07-11

Commissioner Demarcus Marshall asked for clarifications on chickens being excluded from conservation in 6.a. TXT-2023-01 ULDC Text Amendments, County Manager Bill Slaughter said there were two kinds of conservation: land use and taxes, and the exclusion only applied to one of them; not clear which one.

Gretchen Quarterman spoke against the amendments being voted on without more time for the general public to review and comment, as she did at the preceding Planning Commission meeting. She pointed out she still could not find the amendments on the county’s website, there had been only one county announcement of these changes, and no listing of the changes. Nobody spoke for. The Chairman asked for rebuttal, but there was none.

Commissioners had no discussion, and voted unanimously to approve the ULDC text amendments.

This time the ULDC text amendments are on the agenda as a Public Hearing.

However, Lowndes County still has not put the proposed amendments on its website. You can see them in the board packet on the LAKE website (they are different from the draft that was in the Planning Commission packet).

But that’s only because LAKE sent an open records request for that packet and posted it. Why should the general public have to do that, when the county already showed draft amendments to the Homebuilders Association more than a month ago? We know this because the the County Manager said so in the June 12th County Commission meeting: “In addition to the Planning Commission, the amendments have also been shared with the Homebuilders Association, as our largest group of stakeholders, we’d like for them to be able to give us some feedback.” Continue reading →

Four terms expire on the South Georgia Regional Library Board (SGRLB) and all four people want to be reappointed. Plus another term will be vacant and two people want to be appointed to that: Catherine Ammons and Sarah Fitzgerald.

The Lowndes County Commission will hear these items this morning at 8:30 AM, and will vote on them at 5:30 PM tomorrow evening.

The text amendments to the Unified Land Development Code (ULDC) are on the agenda, even though the Planning Commission recommended tabling it for 30 days for the public to review. The version in this board packet is different from the version shown to the Planning Commission. Even county staff are asking for more time for the solar amendment.

The County Commissioners will vote on more than two and a half million dollars, mostly in road paving and insurance.

Plus they’re buying the houses next to where they want to make Griner Park near the county palace, and only a few blocks from where the City of Valdosta has already made Unity Park with an amphitheater.

And yet more of your tax dollars go to fix the private water system at Alapaha Plantation.

On the bright side, the land formerly rezoned for a biomass plant is now requested to be rezoned for boat and RV storage. Continue reading →

Videos: Howell Road Halfway House approved in split vote @ LCC Regular 2023-04-11

Two weeks ago the Lowndes County Commission appointed Brenda Mims to the Board of Health, Victoria Copeland and Marion Ramsey to ZBOA, and Jane Peeples to the Library Board, all unanimously.

Everything else (except one item) also passed unanimously, including 8.b. Amend 2015 Solid Waste Ordinance raising waste collection fees and reducing collection center hours, as requested by the haulers.

It became even more obvious why they tabled it a month before: All the Lowndes County Commissioners apparently already knew how they were going to vote on the Howell Road halfway house rezoning before they held the Public Hearing.

Yesterday the Lowndes County Commissioners had no discussion about what Chairman Bill Slaughter referred to as “One public hearing item that just will not go away.” That’s 7.a. REZ-2022-10 Campus Transitional Care, 2193 Howell Road, E-A to P-D. The Commissioners vote at the Regular Session this evening at 5:30 PM. They can make it go away for at least a year by denying the rezoning.

It’s back: the Howell Road halfway house rezoning, after being tabled last time, waiting for a full Commission. The Lowndes County Commission will vote on it tomorrow evening at 5:30 PM.

All the same opposition letters and petition signatures are included in the board packet. Staff still recommends approval, although the Planning Commission recommended denial by 7:3.
