Board Packet @ LCC 2014-11-11

Here is the board packet for the 11 November 2014 Regular Session and 10 November 2014 Work Session of the Lowndes County Commission.

Although the County Clerk once again provided this packet only on paper and only in black and white, we got via CD-ROM color maps for REZ-2014-17 Grand Bay Estates and REZ-2014-18 White from County Planner Jason Davenport in response to a separate Open Records Request. The request to the County Clerk also asked for electronic copy, but once again she chose not to honor that part of the request.

But who can say? Perhaps things will be different after the Open Government Symposium this Friday, 21 November 2014.

Meanwhile, I have already filed an Open Records Request for the board packet for the next County Commission meeting, which is in December.

Three citizens spoke against the unnecessary and hazardous Sabal Trail fracked methane pipeline. Several Commissioners even spoke up in Other Business, turning it into de facto Commisioner Comments. But none of them called for a resolution or ordinance against the pipeline.

The subdivision rezoning still got no objections, while the rezoning for agricultural use got massive objections and a compromise solution.

Videos: 9 consideration, 6 tax lighting, 4 appointments, 2 rezonings, 1 proclamation @ LCC 2014-10-27 LCC 2014-11-10

REZ-2014-17 Grand Bay Estates, in Lowndes County Commission Work Session, by John S. Quarterman, 10 November 2014 They vote tonight on what they discussed yesterday morning in these videos. A subdivision rezoning gets no objections while a rezoning for agricultural use gets massive objections. Also few if any of those objectors have said anything about the Sabal Trail pipeline. Do priorities around here seem odd?

The emergency security monitor replacement is, you guessed it, a no-bid contract with the same company that originally installed them. Which fits with the no-bid Alapaha Water Plant Expansion, back this time for property acquisition after twice failing to get a setback variance at ZBOA.

Only one emergency expense this time, and it’s not for a road or water treatment! It’s for security video monitors for their own palace. Presumably those are different from the big monitor behind their podium that very rarely we see in use.

Videos: budget, baords, and approvals @ LCC 2014-06-24

None of the appointees spoke, but all were appointed unanimously, and they unanimously approved a landfill expansion item without ever seeing a site plan. Ray Devery and Barry Barr to the Library Board, Sheila Wakeley to the South Georgia Community Service Board, and John Sineath to the Valdosta-Lowndes County Construction Board of Adjustments and Appeals, even though Valdosta’s web page says he’s a city appointee.

They also unanimously approved everything else: a grant for help getting a grant, re-evaluation of all rural agricultural tax assessments, the annual mosquito testing contract with VSU, and the landfill public hearing clarification item about the hearing of the public notice already posted for 17 July 2014.

The county’s response to the weekend storms (straight-line event, not tornado) was less confused than its proposed board appointments. They vote Tuesday evening at 5:30 PM, including on the budget.

Likely return of Ray Devery to the Library Board as Chairman, and reappointment of Barry Barr. Sheila Wakeley for the South Georgia Community Service Board, but even the Commissioners had no bio for her. John Sineath for Valdosta-Lowndes County Construction Board of Adjustments and Appeals, even though Valdosta’s web page says he’s a city appointee. None of the applicants spoke.

The second and last Budget Hearing is 5PM Tuesday 24 June 2014, just before the Regular Session.

But first, at the Monday morning Work and Tuesday evening Regular Sessions, 4 appointments to 3 boards, and four obscure For Consideration items about a grant, a schedule, a contract, and a landfill public hearing that may or may not be the one of the public notice already posted for 17 July 2014.

Videos: paving and suing @ LCC 2013-05-14

See how the Commission does “the people’s business” one of the Christian minister Commissioners mentioned in his invocation before another Baptist minister Commissioner expressed concerns about a different religion’s choice of location. No explanation for why county citizens can’t choose their trash service or why the county is suing a local business on behalf of New York City investors, and half a million dollars for paving without any competitive bid named while one man says the county took his property for road right of way. One more potential board appointee showed up, for 2 out of 3.

Videos: Why do we need to pave those roads? @ LCC 2013-05-13

Half a million dollars for paving without any competitive bid: it’s the county way! Only one of three potential board appointees showed up. Commissioners asked a surprising number of questions, including about a water system trust indenture, but not enough. They vote this evening at 5:30 PM.
