ZBOA Reappointment, Verizon tower, Strong abandonment, closed landfill @ LCC 2016-08-08

Are they changing the speed limit on your road? The county wants to operate and maintain water treatment, wastewater, Option 1 Summary Maintain WWTP and three swimming pools at Moody AFB. And the county is re-evaluating its job descriptions.

Also on the agenda for this morning at 8:30 AM (they vote Tuesday evening at 5:30 PM): reappointing Mac McCall to ZBOA, the Verizon tower from the previous Planning Commission meeting, Abandonment of Strong Road (CR 250), and Execution of the Resolution for the Hazardous Waste Trust Fund for the closed landfill: yes the same one they signed an easement for the Sabal Trail fracked methane pipeline to go through. Four board appointments, animal tethering, bus, trash, homeland security, mutual aid, and housing @ LCC 2016-03-21

Work Session 8:30 AM this morning, and Tuesday evening finally voting on the Animal Services Ordinance including tethering, and (who knew about this?) appointing Christina Bennett to the Animal Control Board.

Renewing the annual Section 5311 Rural Transportation Program Capital Contract for the MIDS bus service is on the agenda, as is appointing three people to the Valdosta Lowndes County Metropolitan Planning Organization (VLMPO) out of these four: Ronald Skrine, Tammy Greenway, Floyd Rose, Bob Wilburs. County Manager Joe Pritchard asked the Lowndes County Commission to spend the funds the citizens of Lowndes County approved on the SPLOST VII referendum for the Naylor Boat Ramp:

Motion by Commissioner Demarcus Marshall We are proposing for the purchase of 4.35 acres of property on the Alapaha River designated for the purpose of a boat ramp. You have the documentation there before you, the warranty deed. And as you are aware, this also reserves for an easement by the current owner, a proposed easement, and the appraisal is for $24,000, as is the purchase price, and that is the consideration for the proposed easement.

Here are videos from Monday morning’s Work Session. They already met again to vote this evening. See also the previous Planning Commission agenda with the packet materials obtained by LAKE for the Withlacoochee Wastewater Treatment Plant (WWTP) condition changes, the Moody Activities Zones (MAZ) changes to the ULDC, and the Orchard at Tillman Crossing and the LAKE videos of that meeting.

Here’s the Lowndes County Commission agenda, which also includes many other items, such as the obscurely named Execution of the Resolution for Hazardous Waste Trust Fund, which is about the closed landfill at Clyattville.

Videos: Law, radio, solid waste, busses, and qualifying fees @ LCC 2015-11-10

A month ago, nobody on the County Commission or staff knew how much the extra equipment might cost for the three Sheriff’s pursuit vehicles, but they awarded the bid to Langdale Ford anyway. The automobile dealer on the Commission did have some computations on why the higher bid might be more cost-effective. “We have the bids in the room” said the County Engineer, recommending awarding $1,188,500 to the Scruggs Company for Graded Aggregate Base, Curb-and-Gutter and Asphalt. He also noted “they will come in and place the curb and gutter”. The County Engineer also announced flashing and then regular traffic lights at Tillman Crossing on Old US 41 North.

Two citizens talked about dog problems: three dogs perhaps without shelter and barking dogs and arson.

Commissioner Demarcus Marshall is holding a Town Hall December 15th.

This morning at 8:30 AM, then for voting Tuesday evening at 5:30 PM, the Withlacoochee Wastewater Treatment Plant (WWTP) condition changes, the Moody Activities Zones (MAZ) changes to the ULDC, and the Orchard at Tillman Crossing from the previous Planning Commission agenda are on this morning’s very long Lowndes County Commission agenda, along with many other items. Among them, the obscurely named Execution of the Resolution for Hazardous Waste Trust Fund is about the closed landfill at Clyattville.

Videos: Law, radio, solid waste, busses, and qualifying fees @ LCC 2015-11-09

The bid on three pursuit vehicles for the Sheriff got a question from Commissioner Scottie Orenstein about maintenance costs for which a staffer from Public Works just happened to be available to answer. Result: not the low bid. Commissioner Demarcus Marshall asked if they were going to pay $7,000 more per vehicle ongoing. Answer from County Manager Joe Pritchard: case by case. This was Monday morning 8:30 AM. They vote this evening (Tuesday) at 5:30 PM.

There was also a report from County Engineer Mike Fletcher about coordination with the railroad about traffic crossing from Old US 41 N.

Law, radio, solid waste, busses, and qualifying fees @ LCC 2015-11-09

Monday morning 8:30 AM: a million bucks for road paving (Phillips Road, Burkhalter Subdivision, Cannon Drive, and Terracewood Drive), and an unknown (but smaller) amount in a grant re-application for the county’s on-demand MIDS bus system.

$30,534 plus shipping for two “screwpeller aerators” for the county’s Land Application Site (LAS), aka spray field: the county does not have a wastewater treatment plant. I’m pretty sure that’s the county’s LAS just east of Grassy Pond, southwest of Lake Park.

It only costs $360 to qualify to run for Tax Assessor, here in the only Georgia county that elects them.

Videos: Deep South Sanitation litigation resolution, Animals, MAZ, Water, School @ LCC 2015-06-09

Not on the agenda for the 9 June 2015 Regular Session: settlement agreement for the county’s unnecessary lawsuit against Deep South Sanitation. Commissioners had no questions, but I have two:

  1. how much did the county spend on the lawsuit?
  2. how much did the county end up paying DSS?

Also unscheduled: Recognition of Leadership Lowndes Attendees.

Citizen Billy Rowland had some comments about road grading and wondered how Animal Control could come take his dog from his posted property yet not do anything when he reported barking dogs.

They approved a Scruggs Co. contract for Paving on Coppage Road, which includes curb and gutter to save some of the tree canopy. They approved a Bid for Bemiss Road Mowing even though it’s a state highway, plus a Bid for a Zero-Turn Mower for the Public Works Department from Nashville Tractor. They approved the Bid for a Fire Pumper for Lowndes County Fire Rescue and the LCSO Patrol Car Laptops Lease Purchase and tabled the Lowndes Middle School Utility Service from Valdosta utilities.

Via LAKE open records request, see the board packet item for the complicated Moody Activity Zones Text Amendments to the Unified Land Development Code that were tabled for more time at the Tuesday June 9th 2015 Regular Session of the Lowndes County Commission. See the LAKE videos of the Planning Commission meeting that considered the MAZ and the rezonings on this agenda. The Shiver and Kinsey rezonings were were approved unanimously with no speakers from the public and no Commissioner comments. The Orchard at Stone Creek rezoning discussion about a retirement home lasted for 14 minutes, including updated maps that were only provided to LAKE on paper, despite a request for electronic copy. Videos: Regular Session GEFA, road abandonment, bids, and water @ LCC 2015-05-26

Attorney had to remind Commissioners that a road abandonment such as for Buck Cato Road requires a public hearing. They declared the solid waste equipment surplus to be leased to “prospective franchisees” such as DSS; County Manager said “we have the lease agreement here”, but did not put it on the county’s website for the public to see. County agent arrived just in time to hear the Langdale bid accepted for a truck for the Extension Service. They accepted the Lee Office Supply bid for Emergency Operations Center tables and chairs. And of course they approved the Interconnection of North Lowndes and Kinderlou Water Systems and the GEFA Loan Modification for the Alapaha Water Treatment Plant. They started a minute late. At the end, after the County Manager had no report and no citizens wished to be heard, as usual they adjourned without a vote.
