Give back what I’ve had for 37 years –Lamar Clements @ LCC 2013-05-14

A Lowndes County resident asked for school bus safety and his land back that the county took; this was in the Lowndes County Commission Regular Session Tuesday:

I was asked to do this for the benefit of our community. Lamar Clements is my name, and my wife Winona. We live at 5138 Coppage Road, out in Hahira. So you’d know, we’re not new residents out there. We’ve lived there 37 years. We’ve seen a lot of change.

Coppage and Griffin Roads My concern is the corner of Coppage Road and Griffin Road. I know Mike Fletcher has been recently, visited that location. I want to report that I have seen personally as a resident; I’ve seen two county school buses that could have been a fatal accident because of the structure around it. My concern, it needs to be eliminated; that will, bottom line save lives.

Secondly, I live on the corner, and the county has progressively moved the road over to the west, which is literally taking my some of my yard. All I ask is: give back what I’ve had for 37 years. And for goodness sake, when I saw those two school buses that makes a chill go down your spine when you’ve got that many children in danger.

Who’s inaccurate: VDT, Valdosta, GEFA, Chamber, County?

Both Chamber of Commerce Chair Myrna Ballard and Lowndes County Manager Joe Pritchard say the VDT is inaccurate. The VDT took offense at Ballard’s assertion. Which do you believe? I believe I’d like to see the evidence, not just the VDT’s assertions. And this junior high school cat fight the VDT insists on is not helping fix the real problem with water and wastewater in Valdosta and Lowndes County: the widespread and longterm damage to our watersheds that turned a normal rain in 2009 into a 700 year flood, and caused another flooding of the Withlacoochee Wasterwater Treatment Plant this year. I’m all for investigative reporting, but I have not yet once seen the VDT investigate the real underlying issues of longtime clearcutting and building of roads subdivisions, and parking lots without adequate consideration of water flows.

The VDT front page today has yet another story attacking the City of Valdosta, Loan info from GEFA contradicts City: $11 million awaits disbursement, loan amounts don’t match. I can’t make much sense out of it, because while Jason Shaefer has dug up a lot of interesting information, he doesn’t include dates for much of the financial detail he attributes to GEFA. Let’s see the VDT publish the documents they are referring to. The city does publish its Comprehensive Annual Financial Reports. The VDT has a website, and could publish whatever records it got from GEFA, which after all were produced using our tax dollars, and are therefore public records. Or if the documents are somewhere on GEFA’s website, the VDT could publish links to the specific documents. The VDT did publish a timeline of correspondence with the City about loans, so it could just as easily publish the GEFA documents and its own page-by-page and chart-by-chart comparison so we could all see for ourselves.

The VDT prepended this blurb to its timeline:

It has come to the attention of the Times that the Chamber of Commerce has called a special meeting on Tuesday to address what COC Pres. Myrna Ballard terms as “damage to our community’s reputation” due to the stories that have appeared in the newspaper. The invitation for the 9 a.m. meeting at the Chamber office was extended to only a select group of Chamber members, no media, and states that Mayor John Gayle and City Manager Larry Hanson will explain the city’s financial status. The Times takes very seriously the implication that the newspaper has written anything that is “inaccurate,” as stated by the Chamber. As such, the Times has chosen to show the public the information provided to the newspaper in response to questions posed to the City, with no editing, to allow citizens the opportunity to see for themselves if what the Times has written is an “inaccurate” portrayal of the city’s financial status.

What was that again?

The Times takes very seriously the implication that the newspaper has written anything that is “inaccurate,” as stated by the Chamber.

Georgia Trend Propagandizes for T-SPLOST

When did state tax policy become a plaything for companies, instead of a source of services for taxpayers? There’s a lot of fudging in the T-SPLOST article in the current Georgia Trend. I guess that’s not surprising when it’s mostly about the viewpoint of the CEO of the Georgia Chamber of Commerce.

Ben Young wrote for Georgia Trend June 2012, Transportation Game Changer: July’s statewide referendum will determine Georgia’s economic future. There’s a lot at stake for all 12 regions.

“The reason our port is the fastest growing is because our road and rail network is so efficient,” says Chris Cummiskey, commissioner of the Georgia Department of Economic De-velopment, another top RTR advocate. “If Zell Miller and other former administrations hadn’t done something to make the port more of a growth engine, we would now have little to no success in advanced manufacturing.”

Yet the rest of the article is all about roads, with little or nothing about rail, except for metro Atlanta and Charlotte as a comparison. Where are the rail projects linking Valdosta to Atlanta and Savannah, or the Valdosta MSA commuter rail or bus system? Nowhere in T-SPLOST.

It is also unclear how Georgia can sustain growth in logistics-related sectors that depend on moving goods quickly and efficiently — sectors believed to be leading us out of the recession — without strengthening the highway network, which has suffered due to lower gas tax revenues. Without an additional tax, there is no way to keep up what we have, much less build anything new, proponents say.

Um, then maybe the governor shouldn’t have refused to extend Georgia’s gas tax by 8/10 cent (almost as much as proposed the 1 cent T-SPLOST tax, but on gasoline, not on everything including food). And note “believed to be” and “proponents say”. Later in the same article:

People are desperate for more transportation funding and the improvements it will bring, but the referendum itself is complex.

Who are these unnamed “people”? The same “proponents” by whom things are “believed to be”? Isn’t it wonderful to base tax policy on hearsay?

County quantifies some infrastructure payback times @ LCC 2012 03 31

Water and sewer take decades for return on investment, and roads and bridges probably aren’t any better. That’s worth remembering whenever solar, busses, or trains come up.

David Rodock wrote for the VDT Sunday, Commission wraps up annual retreat: Utility payments, road projects and waste disposal discussed

The cost of one mile of construction for water takes 23 years for a return on the initial investment; sewer takes 21.3 years.

The VDT didn’t specify the similar return times for road paving or bridge construction, but it’s a safe bet they’re at least as long. The farther water or sewer lines or roads or bridges are from population centers, the more they cost both directly in installation and indirectly in trips for fire and sheriff vehicles, and especially school busses. The county commissioned a report on that several years ago, as Gretchen reminded them last year. In the particular rezoning case on Cat Creek they were discussing then (Nottinghil), they made a decision to table which seems to have caused the developer never to come back with that particular sprawl plan. I congratulated the Commissioners at that time, and I congratulate them again on not promoting sprawl.

Sprawl costs the county, payback takes years, and longer the farther out it goes. What if we did something different? More on that later.

Abandoning part of Bethany Road contentious and enlightening @ LCC

Quite a few people showed up at the Lowndes County Commission public hearing about abandoning part of Bethany Road, speaking pro and con. We learned many interesting reasons for abandoning that road, which would apply to many dirt and maybe paved roads in the county, many of which are on the county’s paving list. More about that and an interesting view of the press in later posts. First, here’s what we’re talking about.

Here are the minutes:
Abandonment of a Portion of Bethany Road, County Engineer, Mike Fletcher, presented a request by citizens for the abandonment of a portion of Bethany Road. Mr. Fletcher explained that the Commission was being asked to make an initial determination that either the section of the county road system has been ceased to be used by the public to the extent that no substantial purpose is served by it, or that its removal from the county road system is otherwise in the best public interest. Mr. Fletcher added that once the initial determination was made, staff would move forward with the appropriate advertising of a public hearing at which time the Commission could make a final decision.
Here’s video in which County Engineer Mike Fletcher said the part of Bethany Road to be abandoned runs from Bethany Drive down through the Stith and Turner family properties towards Old US 41 North as far as the Rykard property, and that all residents would still have access out to other roads. Commission voted for $128,497.05 road cost overrun without discussion @ LCC 2012 Jan 10

Discrepancy? What discrepancy?

Staff presented the agenda item “7.b. Entrance Gate at Davidson and Roberts Roads”:

Lowndes County received a $2M grant from the Federal Highway Administration for construction of a new Moody AFB entrance gate, the gate to be located located at the intersection of Davidson and Roberts Roads. $477,991 of this money has already been taken for the railroad crossing improvements, leaving a balance of $1.52 million. The low bid is from Scruggs Company, $1,648,497.05.
Wait, what? The low bid is for more than the funds available? Surely somebody will explain that?

Nope, no discussion. Instead, Commissioner Crawford Powell said:

I’ll make a motion we approve the bid as presented by staff.
Commissioner Evans seconded, and they all voted for it. Hey, what $128,497.05 discrepancy?

$12M to widen US 41 N is more than $7.5M for a bus system

There is no public transit in Lowndes County, except for the tiny MIDS bus system (I like it, but it’s small). Meanwhile, the county proposes to spend more in a new sales tax to widen one road, $12 million dollars for Old US 41 North, than a bus system would cost, $7.5 million.

One short stretch of road vs. a three-line bus system to connect Wiregrass Tech, Five Points, Downtown, Moody, East Side, South Side, West Side, and the Mall.

Road and bridge proponents usually mutter that a bus system won’t pay back for years, if ever. And that’s right: bus systems usually operate at a loss because local governments subsidize them for the social and economic benefits they bring, such as these:

This project will provide mobility options for all travelers; improve access to employment; and help mitigate congestion and maximize the use of existing infrastructure by promoting high-occupancy travel.

Widening Old US 41 North: It’s Back, for $8 million T-SPLOST!

Lowndes County wants $8 million T-SPLOST to widen Old US 41 North from North Valdosta Road to Union Road, and the map shows the entire road to the center of Hahira as part of the plan.

Back in 2009, a local citizens group called car41no managed to fight off widening Old US 41 North all the way into Hahira, at least temporarily. Well, it’s back! This time, instead of asking for general GDOT money, Lowndes County is asking for funds from the proposed T-SPLOST one cent sales tax.

What is in the plan for old US 41 North between Union Road and Hahira?

It is proposed to construct bike lanes and possibly sidewalks throughout the project for the residents of this area to use.
I suspect “construct bike lanes” means paint lines on the pavement, and note that sidewalks are just “possibly”.

Expert says Valdosta lags behind Thomasville in Internet speed for business

Let’s leapfrog Thomasville in the 21st century equivalent of roads, rail, and airports: Internet speeds!

Here’s another point from Chris Miller at the 2011 Economic Summit, according to the VDT story by Dawn Castro 18 May 2011, :

“Thomasville didn’t have hi-speed internet, so the process of moving products quickly was not possible,” he said, “With Rose Net hi-speed broadband, it is now able to work 25 times faster. That one simple step boosted economic product growth, and as we all know, the technical industry creates a wage growth path.”
