Why did Lowndes County do nothing about a blocked public road?

Old State Road at the Alapaha River is a county-maintained public road. How could Lowndes County not have known that it was blocked by two huge blocks of concrete Seen by google earth 2012-01-24 at Hotchkiss Landing from late 2010 through at least early 2012? Why did Code Enforcement do nothing about it?

These blocks of concrete have to be quite heavy. This is not random litter, and no partier or hunter or 4-wheeler would have any motivation to block the road, much less with blocks this size. Who would? Why didn’t the county find out and do something about it?

This access to the Alapaha River is the only remaining public access within Lowndes County. It has great historical significance to the Naylor community. It continues to be used by boaters, fishermen and families for recreation.

The Commission decided 26 October 2010 to keep that road open but because they think they have new information have scheduled it for another public hearing and vote apparently at their next Regular Session, which is next Tuesday, 12 February 2013.

The County is responsible for protecting the health and safety of the public. They have made decisions to close all the county dump sites and license one out of state waste collection company with little, if any public input. There is concern among citizens of more trash being on roadways, more expense on their part, being forced to pay for a service the county should provide and not having choice in collection companies which may put small business owners out of business while backing a large out of state company.

Get a job —Lowndes County to waste site workers

Continuing to ignore its responsibilities to protect public health, safety, and well-being, the Lowndes County government proceeded with its plan to trash rural residents’ waste collection sites, and told part time workers there to get a job.

The Lowndes County Board of Commissioners near the end of 2012 voted to approve a contract with Advanced Disposal to serve as the sole waste company to conduct curbside trash pick-up in unincorporated Lowndes County. Some citizens remain critical of the change in service, which will cost $12.80 per month, and many are trying to get their last loads to the collection/recycling centers before they close….

Full-time employees at the recycling stations, which are already employees of Public Works, said County Clerk Paige Dukes, will be moved to different positions within the department. Part-time employees will need to find new jobs.

Videos @ LCC 2013-01-07

The public defender said the county palace (that we’re still mysteriously paying on) didn’t have space for his office. The Industrial Authority request to buy some still-unspecified property “has been pulled from the agenda” by unspecified forces. The new 4-H agent spoke and a bus was discussed. One Commissioner forgot to show up until late to hear Workers’ compensation is going up and the Commission’s own schedule is being adjusted for holidays. There was little substantive discussion, and there’s no sign anything will change at the Lowndes County Commission unless enough people want it to. They vote this evening at 5:30 PM, and they do have Citizens Wishing to be Heard, although it is still at the end, after all the votes.

New Commission meets Monday morning and Tuesday evening @ LCC 2013-01-07

The Industrial Authority wants to buy some unspecified property public defender needs renewing, plus 4-H agent and school bus activity. Also workers’ compensation, and the Commission needs to approve its own schedule, since it’s a new Commission now, with two more voting members than last year, and a new Chairman.

Here’s a list of the current Commission members:

Their Commission web page still has at the top this mission statement:

“To provide an efficient, effective and responsive local government to all citizens of Lowndes County while maintaining the financial strength to meet any contingency”

The county government has apparently been pretty good about that last thing (although that $8.9 million discrepency could make some wonder). On responsiveness, not so much, considering the trash non-solution railroaded through at the last meeting of the previous Commission. Maybe this new Commission will be different.

The motion to table the issue is made by the Commissioners. Chairman Paulk thinks (and I agree) that this issue cannot be satisfactorily settled by December 11th and that the new Commission should take it up. It is not unusual for Chairman Paulk to weigh in on whether or not we should table an item. Often times he is in a unique position to give an informed opinion and in this case I concur.

The proposed text amendments, if approved, do not endanger Moody’s mission or survival. If I have my way, the MAZ will be strengthened in the areas closer to the base while easing development restrictions in the areas furthest away. Even a cursory glance at the ULDC and MAZ 1-3 reveals certain issues which must be addressed in an effort to be equitable.

SPLOST won in Houston County but not in Lowndes County: why?

Why did SPLOST in Houston County, Georgia win by a landslide while SPLOST VII in Lowndes County lost?

Houston County’s SPLOST passed in March 2012 by a landslide. Christina M. Wright wrote for The Telegraph 6 March 2012, UPDATE: Houston officials celebrate landslide SPLOST approval,

“This is a ‘thank you’ for the voters,” said Houston County Chairman Tommy Stalnaker as Warner Robins Councilman Paul Shealy presented the black and white sign. “They are the real victors of this thing tonight.”…

Unofficial results showed the SPLOST received 10,029 ‘yes’ votes to 4,799 ‘no’ votes. More affirmative than negative votes were cast in every precinct.

Thanks for your thoughtful and indepth answer.

Based on a conversation with the Chairman yesterday, it is my understanding that this issue will be tabled until sometime next year (Chairman-elect Slaughter will decide when to put it back on the agenda) because we are working with MAFB on a compromise as they are well aware of our mandate to balance property rights with protecting against base encroachment.

Interesting, I thought that the commissioners made the decisions about hearing or tabling an issue, not the chairman. While the chairman can set the agenda, it is my understanding that the voting members of the commission are the ones that actually get to make the decisions.

Since I’ve been on the County Commission we have made it a priority to constantly evaluate the ULDC and all zoning districts. MAZ 1-3 is no exception and must be evaluated to make sure that it is balanced and consistent.

I appreciate that.

We have discovered a few inconsistencies with the MAZ which are not practical and making adjustments will in no way put Moody Air Force Base in peril. I was recently informed that Lowndes County is the only community in the country with a MAZ, which means we have gone to greater lengths than any other community to protect against encroachment. Making minor adjustments is necessary with all ordinances and, even if the proposed changes are made, we still have the only MAZ in the country. Making minor adjustments in an effort to promote consistency and eliminate duplication is not equal to an all out assault on Moody.

I have many concerns about the continued presence of Moody AFB in our community. Moody is a $400M+ economic engine and its loss or reduction

Waste disposal discussions with Richard Raines —Gretchen Quarterman @ LCC 2012-10-09

Gretchen Quarterman Waste disposal issues in Lowndes County are more complex than one might think, and transparent processes could help citizens understand these stewardship issues, while helping the local government do its job.

Commissioner Raines called me yesterday evening after I had left him a voice mail and an e-mail letting him know that I had some questions.

I was particularly curious about the proposals in column “F” which asked for:

Contractor(s) agrees to provide an independent proposal option to address residential solid waste, bulky item, yard waste and recyclable materials collection, transportation and disposal, collection center management and related customer service, records, billing and payment processing services for unincorporated Lowndes County residents.

Residential solid waste, bulky item, yard waste and recyclable materials collection, transportation and disposal, collection center management and related customer service, records, billing and payment processing services.

$______________ per month/subscriber

This was an opportunity for the vendors to provide some option that the county had not asked for but used their expertise in waste disposal and offer a creative solution.

Lowndes County Solid Waste RFP Summary Sheet October 9, 2012 The prices in column “F” ranged from $8.33 to $19.95 to “Negotiate”.

Commissioner Raines briefly explained what had been submitted by each vendor and it became clear that there was not a creative winning solution proposed there. In fact, submitting a “Negotiate Rates and Program” is clearly a failure.
