Videos: Two rezonings and a lease @ LCC 2013-03-11

A surprising number of questions were asked by Commissioners at yesterday morning’s Work Session, yet still nobody asked about the well near one of the proposed rezonings. We had a microphone failure during the first few items; sound picks up as the Commissioners start asking questions on 5.b. REZ-2013-04. Because of the sound glitch you can’t tell that for sure from the videos that nobody discussed SPLOST, but Gretchen was there from call to order to adjournment, and she didn’t hear anything about SPLOST. Maybe they’ll say something about it tonight at their 5:30 PM Regular Session, at which they vote on these rezonings and contract.

Are Augusta and Richmond County special in transparency?

So why does Augusta have the second highest high tech job growth in the country? I can only speculate, but local government transparency could be a factor. If you had a high tech company and were looking to open an office, would you go for a place where you couldn't tell what the local governments were up to, or one where you could easily find out? Augusta's combined City Council and County Commission meetings (it's a consolidated government) are on video, online. Their agendas are available in either HTML or PDF, with attachments.

Here's an example, their 5 December 2012 Commission Meeting. It includes a proposed amendment to their land subdivision code. The actual proposed ordinance is linked right into the agenda so everybody can see it.

And yes, they link attachments into their agendas before their meetings; here's Augusta's agenda for their meeting tomorrow 18 December 2012, already with attachments, such as this one about a zoning exception, which was apparently submitted on a standard agenda submittal form, and approved by the Clerk of Commission.

Meanwhile, the outgoing Lowndes County Chairman complained the Chamber of Commerce hadn't read a proposed zoning code change even though that change is not linked into the agenda (nor is anything else) and last year the same Chairman said no drafts would be published. Tuesday last week, Lowndes County Commissioners passed changes to the solid waste ordinance and to the alcohol ordinance that voters and taxpayers and business owners did not get to see before the Commission voted on them. Those ordinances seem to be on the county website now that it's too late to provide input on them: alcohol and waste. Both ordinances were revised with no public hearings. And the Chairman even forgot to hold a scheduled public hearing on special tax lighting districts. Oh, and they apparently now have property owners paying on almost $9 million in bonds for a county palace that only two years ago they said was already completely paid off out of sales taxes.

Car wash, parking, alcohol, and night flights: Videos @ GLPC 2012-10-29

GLPC Agenda 2012-10-29 The Greater Lowndes Planning Commission (GLPC) meets tonight. Here’s the agenda.

The agenda was faxed by GLPC Chairman Bill Slaughter to Gretchen Quarterman for LAKE, at her request; GLPC itself still doesn’t have agendas online, fifteen months after SGRC stopped posting them.

Videos of AAUW Candidates Forum 2012-10-24 Presumably he was referring to her appearance at the 22 October Candidates Forum 30 Club at Serenity Church and the then-upcoming 24 October Candidates Forum by AAUW at Valdosta High School. Gretchen Quarterman and Bill Slaughter are the two candidates for Chairman of the Lowndes County Commission. You can see LAKE videos of all four Candidate Forums online.

There is one Valdosta permit case on tonight’s GLPC agenda, and three rezoning cases, one from Hahira, and two from the county. I have been transcribing these faxes, but I don’t have time today, so here’s a brief summary table.

The big item at Tuesday’s Lowndes County Commission Regular Session was, same as at Monday’s Work Session, the waste management railroad, terminating in a decision. Other topics included citizen Karen Noll speaking against the charter school amendment.

    • Ken Klanicki never actually even approached the podium. After being asked by the chairman to come to the podium or leave the room, he wandered to the back of the room and was escorted out by a deputy sheriff. He called me by name as he left, but I have no idea what he was trying to accomplish. He called me later, but when I asked him that, he had no explanation.

A rezoning, wastewater pump repair, solid waste RFP, and community planning month @ LCC 2012-10-08

2974 Pecan Plantation Road A rezoning for well and septic, Bevel Creek is back with a lift station pump repair, and something about an Alapaha waterline: water, water, water. Plus a beer license, refunding revenue bonds, and the long-awaited waste management RFP. And an employee health fair, whatever that is, and apparently this is community planning month. All that at the Lowndes County Commission, Monday morning and Tuesday evening.

Rezoning denied: REZ-2012-12 Parker Place, 4842 Parker Place Rd. @ LCC 2012-09-11

After no changes since the previous morning's Work Session, the Lowndes County Commission at its 11 September 2011 Regular Session did the right thing and denied a rezoning that would have put many houses in a wet area next to many people who did not want it. One speaker against the rezoning said some of the adjoining land had been in his wife's family since her Indian ancestors.

REZ-2012-09 Copeland rezoning @ LCC 2012-06-12

How can a man with health care financial troubles make a living with a shop he’s had for decades when some of the neighbors complain about a rezoning that is now required? A controversial case that raised issues ranging from wetlands to public safety to Moody Air Force Base jets flying out of Valdosta Airport made its way through two appointed boards to a Solomonic rezoning decision by the elected Lowndes County Commission. Nobody wanted to deny a man a living, but many people wanted to limit potential commercial uses of the subject property. The Commissioners attempted to take all that into account, yet failed to incorporate two major considerations raised by neighbors, mentioning one of them only to disparage it. Even that isn’t the end of it, since it may head back to the Zoning Board of Appeals for a buffer variance. Here are videos of REZ-2012-09 Copeland at the Lowndes County Commission.

It had been to the Planning Commission for a recommendation on rezoning, it had been to the Zoning Board of Appeals for a buffer variance, Monday morning it had been to the County Commission Work Session at which we learned a bit more, and Tuesday evening it went to the Lowndes County Commission Regular Session for a vote on rezoning.

Monday 11 June 2012 Work Session

At the 8:30 AM Monday Work Session, County Planner Jason Davenport had several updates since Commissioners had received their packets the previous week.

  • An email from a Mr. Bradford in opposition.
  • Some open records requests to be filled after the work session.
  • Some opponents of the rezoning had hired a lawyer. (Those of you who watched Bill Nijem at the Zoning Board of Appeals meeting already would have guessed that. Nijem also spoke the next day at the Regular Session.)
  • Davenport had met with the applicant, Mr. Copeland, who had provided more materials because he believed there were some accusations about lack of continuous operations in the building.

Davenport summarized that he thought there were three camps:

  1. Those not supporting the case.
  2. Those supporting the case,
  3. Those supporting the case with conditions,

He said one possibility would be for he and the county attorney to meet with the opposition attorney to try to work out some conditions.
