Videos @ LCC 2012 03 27

Here are videos of the entire 27 March 2012 Regular Session of the Lowndes County Commission (LCC). The audio feed is coming directly from the Commission’s own audio system. We don’t know why County Manager Joe Pritchard is frequently barely audible, nor why the microphone at the audience podium sometimes seems hardly to be working, nor why Commissioners ask people in the audience to speak when there is no microphone pointing at the audience.

Col. Mark A. Ruse and Moody AFB ORI @ LCC 2012 03 27

Commissioner Richard Raines noticed Col. Mark A. Ruse of Moody Air Force Base in the audience and mentioned the operational readiness inspection (ORI) then in progress at Moody. In case anybody doesn’t know this, Moody AFB is by far the largest employer in Lowndes County.

The Col. said a few words, but it’s hard to tell what they were, since there’s no mic on the audience.

A student group also said a few words, but it’s hard to tell what they were, for the same reason.

Maybe Commissioners could ask people to come to the podium to speak, or deploy a mic that works for the audience.

According to his biography at Moody:

Col. Mark A. Ruse is commander of the 23rd Mission Support Group at Moody Air Force Base, Ga. He leads a group of more than 1,450 military and civilian members providing support and services to a population of 28,000 active duty, retired military and family members. His group maintains an installation with more than 830 buildings and more than 17,500 acres, including an adjacent bombing or strafing range. He is responsible for ensuring the readiness of support forces to mobilize and deploy to build, secure, and sustain air base operations at austere bare base locations anywhere in the world.

The 23rd Mission Support Group also retains responsibility for civil engineering, environmental compliance, disaster preparedness response, fire protection, security forces, airfield navigational systems, communications-computer systems, contracting, transportation, supply, food service, housing, recreation, family and community support programs, personnel, manpower, education and training.

He has a degree in civil engineering.

Joyce Evans and Frank Morman reappointed to Land Bank Authority @ LCC 2012 03 27

We previously discovered who was on the Valdosta-Lowndes County Land Bank Authority (VLCPRA) (VLCLBA) because the state publishes that information. Lowndes County has reappointed Joyce Evans and Frank Morman. Maybe the county will also put some information about that Authority online?

Bicycles noted in appointment to VLMPO Citizens Advisory Committee @ LCC 2012 03 27

Lowndes County cares about bicycles? That’s news!

The Lowndes County Commission appointed Edward Rawls, retired professional engineer and Blake Waagner, owner of Valdosta Bike Center to the Valdosta-Lowndes County Metropolitan Planning Organization (VLMPO) Citizens Advisory Committee. Commissioner Crawford Powell surprisingly said:

I think the perspective from the bicycle group would be interesting on the MPO.
Interesting development!

Also, the Commission continued the tradition which I believe was started by Commissioner Joyce Evans of attempting to get all applicants for appointed boards to introduce themselves. I think that’s a good thing.

Conservation records @ LCC 2012-03-13

Update 21 May 2012: Fixed meeting date. See also Planning Commission discussion of this item.

An issue of conservation records came up at the 28 February 2012 13 March 2012 Lowndes County Commission meeting, regarding a rezoning at Lake Alapaha, in far northeast Lowndes County, near the Alapaha River.

County Planner Jason Davenport described the problem, which came up in a request to rezone a piece of property that was partly zoned RA (Residential Agriculture) and partly Conservation:

We did get help from the clerk’s office to try to clear up when this property was zoned and why it was zoned conservation. I just don’t have anything [unintelligible]. We have minutes that say one thing and a zoning map that says another.

He said they had had limited time to investigate, and had not been able to resolve this issue.

That issue is still on the table. I would just remind you that in the grand scheme it is a minor issue.

Commissioner Richard Raines made the motion:

For my part I’m for rezoning the entire property RA and eliminating the conservation.

And that’s what they did. Which raises issues of what we should do.

Videos @ LCC 2012 03 13

Here are videos of the entire 13 March 2012 Regular Session of the Lowndes County Commission (LCC).

See separate items on the appointment of Sheila Cook to the Division of Mental Health, Developmental Disabilities, and Addictive Diseases Region Four Planning Board and “We expect you to run a clean, quiet establishment” —Ashley Paulk.

Other notable parts of this meeting were when staff said conservation status was a small detail and and Commissioners proceeded to get rid of it in a rezoning.

At the end of the meeting, County Manager Joe Pritchard didn’t listen to Commissioner Powell’s request and proceede to recount details of road paving property signatures until Chairman Paulk nudged him that the question was about tornadoes, after which Pritchard gave a recap of Ashley Tye’s tornado report of the previous morning.

“We expect you to run a clean, quiet establishment” —Ashley Paulk @ LCC 2012 03 13

A month ago (28 February 2012), Chairman Ashley Paulk chastised the VDT for how it reported on recent changes to the alcohol ordinance. This month he singled out an applicant for an alcohol license and said:
We expect you to run a clean, quiet establishment. If not, we expect the Sheriff to enforce the law.
Sheriff Chris Prine nodded.

Appointment of Sheila Cook @ LCC 2012 03 13

Previously (28 February 2012), Sheila Cook introduced herself as an applicant for appointment to the Division of Mental Health, Developmental Disabilities, and Addictive Diseases Region Four Planning Board. At the 13 March 2012 meeting, the Commission appointed her.

I kind of like transparent government —Ashley Paulk @ LCC 2012 02 28

It’s good to know County Commission Chairman Ashley Paulk supports transparency. However, if he considers certain details important enough for the public to know, how about if the Commission puts them in its own minutes? Or publishes its own videos of its own meetings? Or even publish a list of changes that it approves when it changes an ordinance?

At the 28 February 2012 Regular Session of the Lowndes County Commission, Chairman Ashley Paulk said:

I kind of like transparent government.

He proceeded to tell VDT reporter David Rodock that

Not killing the messenger, but it was written in your paper the other day that the alcohol ordinance was kind of rushed and people were not aware of it. If you would go back to your story of May the 11th we discussed that in great depth.

He recommended that the VDT editors research their own archives. Fair enough, but how about if we look at the Commissions own archives of its own minutes?
