The trash issue: what was decided? —Gretchen Quarterman @ LCC 2012-04-24

Lowndes County unincorporated area residents may or may not be forced to buy curbside trash pickup, or something, sometime, but the county isn’t answering questions about that.

In Citizens Wishing to Be Heard at the 24 April 2012 Lowndes County Commission Regular Session, Gretchen Quarterman wanted to know what had been decided at the retreat or elsewhere about the trash question. Will we have to get curbside pickup? Did the county look to see what surrounding counties do? Might the county survey citizens for their opinions? Could we have a special garbage tax district for those who wanted to use the current trash deposit areas, similar to the special lighting tax districts the county has repeatedly approved? She got no answers to any of her questions other than Commissioner Joyce Evans shaking her head at that last one.

So we don’t know what the county has decided, if anything, nor when they will decide it, nor how they are collecting citizen input (if at all).

Finance, Facilities, and Projects @ VLPRA 2012 04 19

Imagine an appointed body that likes citizen input, and even puts (some) board packet items on its website before its meetings! Parks and Rec is that body.

With 1.5 mil of our tax dollars every year, it’s good to see the Valdosta-Lowndes County Parks & Recreation Authority (VLPRA) reviewing finances:

At the end of February, the Parks and Rec had $2.69 million in cash, $541,000 in liabilities, and that leaves about $2.1 million….

For the eight months ending February 29, tax receipts $3.22 million. That’s $79,000 dollars more tax receipts than for the eight months of the previous year.

So that’s about $4.3 million per year in tax receipts, plus SPLOST money (see the video). The board didn’t have any questions about finance.

Minutes on website? @ GLPC 2012 01 30

Whatever happened to the agendas and minutes of the Greater Lowndes Planning Commission (GLPC) that used to be on the SGRC website? Gretchen asked at the January GLPC meeting whether they would be posted again. The chair said he didn't know. County Planner Jason Davenport added:

The regional commission used to do the minutes on the website for us. We have the minutes. Ms Gretchen, if you'll email us, we have the ability to email those minutes back to you, but we don't have plans right now to put those minutes back on the web.

The chair suggested "Maybe at some point in the future would be good." Jason Davenport reiterated that they had no plans to do that.

That's similar to what he told me by email back on 28 November 2011:

Last year the agreement between the SGRC and the various local governments regarding the GLPC responsibilities changed. This website is a result of those changes. I have your request and will plan on getting direction and clarification about how to deal with these types of requests.

There has been a little bit of improvement. The GLPC chair faxed LAKE the April agenda.

Transparency in Valdosta (or not): Impediments to Fair Housing @ VCC 2012 04 05

The Valdosta City Council has apparently heard of transparency, but seems unclear on how to go about it, judging by this housing analysis issue.

David Rodock wrote for the VDT Sunday, Valdosta’s quality of life: Disagreement over how to fix the issues,

In early April, Valdosta City Council members voted almost unanimously to approve the submission of a plan to HUD that would address socio-economic problems for citizens — except for District 1 council member James Wright.

“I felt as if we didn’t have enough time to review the document,” said Wright, as the 100 page document was not provided until the day before the vote.

The document in question is the “Analysis of Impediments to Fair Housing” and was prepared by a Texas firm, J-QUAD Planning Group. The study is required of any city that receives funds directly under the Community Development Block Grant (CDBG) Program though the United States Department of Housing and Urban Development (HUD), which Valdosta became eligible for in 2004.

According to the minutes of the 5 April 2012 Valdosta City Council meeting, Council Wright wanted to delay voting on the document because there was a lot of public interest in it. Mayor Gayle pointed out it was simply a pro-forma analysis required by HUD, and not a plan. Council Vickers said they could form a committee to make a plan. But the council didn’t seem to include formation of such a committee in the motion to accept the analysis that finally passed.

Here are videos of the entire March regular meeting of the Greater Lowndes Planning Commission (GLPC). I would include a link to the agenda, but they don’t publish those anymore. They don’t even have a website anymore. So you’ll need to watch and try to figure out what’s going on.

They meet again tonight. For that meeting, we’ve got an agenda.

Videos @ LCC 2012 04 10

Your county commission might have a problem with transparency when no item in a voting session takes more than a few seconds longer than the invocation and pledge. Or perhaps a public hearing in which the public is not invited to speak.

Another five minute meeting, like the previous morning’s four (Chairman’s count) or five (VDT’s count) minute work session. They did not spend even one minute on any item of the agenda.

We did get to learn that the cryptic

7.a. Seminole Circle Property

is owned by the county which wants to sell it off. Commissioner Richard Raines even read from Georgia Code the reason why the county could do that without putting it up for bids. If you did have any objection, or maybe you wanted to buy it, you’re too late, because a few seconds after we learned what it was, they sold it off. That was the longest item, at 1 minute and 20 seconds.

They didn’t mention that the subject property is apparently a splinter of a much larger 538.31 acre parcel, 0172 119, which is presumably the “land application site” they referred to. Videos @ ZBOA 2012 03 06

The Valdosta-Lowndes County Zoning Board of Appeals (ZBOA) had a somewhat unusual case to start out its March meeting, of someone wanting to revert to a previous zoning after the County Commission had approved a rezoning. The owner wants to do a development, but doesn’t have the resources in this economy, so wants to go back to agricultural zoning to make a little money while waiting. It was complicated, with issues of wetlands, costs, advice by county staff, and small business employment. Watch and see!

They also had a sign request from Denny’s, with input from the neighboring Mobil station and others.

Both of these cases were numbered 2012-01 (one from the county and one from the city). How can they be numbered 01? If I understand correctly, these were the first cases ZBOA has received this year, and this was the first ZBOA meeting this year. That could be an indication of the state of the local economy.
