No to Brookhaven rezoning @ Lake Park 2014-05-06

After the Planning Commission meeting of 31 March 2014 and the Lake Park City Council meeting of 1 April 2014, and a special public hearing, the Lake Park City Council voted 3 to 1 to deny the Brookhaven apartment building rezoning.

Mayor Eric Schindler’s statement about how the hornet’s nest of the Brookhaven rezoning LP-2014-02-26, or any rezoning, is a process and not a snap decision is well worth watching.

The City of Lake Park does not appear to have posted an agenda, or at least where I expected to find it there are no details. Below are links to the videos in the order items appeared at the Lake Park City Council Regular Session of May 6th 2014, with a few notes.

One ULDC variance @ ZBOA 2014-05-06 @ ZBOA 2014-05-06

You can see in this video that ZBOA granted the one Lowndes County ULDC variance, for lot access and road frontage.

Even though according to the Lowndes County Tax Assessors’ maps, 3041 Touchton Road doesn’t actually touch Touchton Road, or any other road, it does have a 25 foot easement through adjoining property. The owner wants to record a survey for the property, and perhaps to sell it. The question was whether that existing easement could be used instead of the usual 60 foot easement.

This was one of the briefest ZBOA meetings (14 minutes, of which two and a half were introductory material, since there was only one case, and it was quick to decide. And ZBOA does actually decide, unlike the Planning Commission, which only recommends.

Videos: church parking withdrawn @ ZBOA 2014-04-01

North Valdosta Church of God came to a decision. Plus a house variance in Lowndes County was approved unanimously, and a gas station variance got its building variance approved, but its other variance requests denided, all on a split vote. in Valdosta. Opaque Planning Commission agenda from Lowndes County @ GLPC 2014-04-28

Just in case it might work, I sent an Open Records Request to the Lowndes County Clerk before Monday’s Planning Commission meeting. The result just arrived, two days later, 47 hours after the meeting started. It is in electronic form, as I requested, but it’s a PDF of a scanned image, so turning it into HTML would require OCRing it or transcribing it, unlike the real PDF I got by another means before the meeting and posted Monday. If the agendas and minutes for the Planning Commission were posted on the web like the Lowndes County Commissions own agendas and minutes already are, this problem wouldn’t arise, and there would also be less work for county staff.

One Hahira rezoning and annexation and Two Valdosta Conditional Use Permits @ GLPC 2014-04-28

It seems unlikely the Hahira rezoning and annexation will go anywhere tonight, due to the Lowndes County Commission letter of objection of 22 April 2014, even though that may be based on a misunderstanding. Hm, somebody wants to establish a recycling center. And Langdale Ford wants to establish a minor automotive repair facility.

Videos: No you cannot speak @ LCC 2014-04-22

Two citizens from Hahira couldn’t speak in Citizens Wishing to Be Heard, but the Chairman would go into the private board room out of camera range afterwards to speak to them. The Chairman did describe a statement about the Sabal Trail pipeline.

Veterinarian Amanda Hall didn’t appear but was appointed to the Dangerous Dog Board. They objected to the Hahira annexation request. They approved a bid for an mobile emergency bypass pump on a trailer, a computer lease purchase agreement, and two Juvenile Justice grant application items, for Continuation and for Enhancement (more about that). And all four remaining voting Commissioners showed up.

Change order, KLVB, and Pipeline @ LCC 2014-04-08

$78,892.56 for an unbid change order for Val Del Road. The Board of Tax Assessors’ appeal to a Board of Equalizations decision to grand PCA an unusual depreciation was approved by the Lowndes County Commission by a rare split decision, 2 to 1. Greg Powell of Langdale Industries appointed to KLVB. And Citizen Noll recommended the Commission pass a resolution or ordinance about the proposed Sabal Trail pipeline.

Three voting Commissioners (Raines was absent and Page vacated his seat) unanimously approved three rezonings with nobody speaking for or against. They granted permission to the Sheriff’s office and to Emergency Management to apply for equipment grants. There was a weather report, and a report on an animal adoption event the previous weekend.

Videos: Brookhaven rezoning, road closing, text amendments @ Lake Park 2014-04-01

Opponents to the Brookhaven apartment building rezoning packed the room, like they did at the Planning Commission meeting the previous night. The Lake Park City Council tabled it, asking the developers to go talk to the citizens.

The annexation request discussed at length at the 10 March 2014 Lowndes County Commission Work Session was on the agenda for last night’s Planning Commission but was withdrawn. It’s still on this agenda.

And they have Citizens’ Concerns not once but twice, which resulted in several citizens praising the City Council and staff, especially for the Lake Park Rodeo parade.

Videos: Garbage falling off trucks @ LCC 2014-03-25

If the County Commission hadn’t privatized garbage collection, Frenchie could have registered his complaint about garbage falling off trucks through the new turnkey government website service once it’s online. No mention of the annexation request by the City of Hahira from the Work Session.

Commissioner Powell noted the three SPLOST VII projects were “a direct reinvestment into the community of those funds”. The road resurfacing of four roads is actually mostly from a GDOT LMIG grant, but the other three, shoulder paving on Val Del Road and Boring Pond Road and a bridge replacement on Cat Creek Road are all from SPLOST VII funds. Plus some trucks for Animal Control and tablets for the Fire Department, an alcohol license, and some alphabet-soup agreements, one of which turned out to be for a grant for a victim advocate position in the Solicitor General’s office.
