Opposition started arising to Roger Budd’s request to rezone
to put another Family Dollar near Francis Lake in Lake Park,
at the
28 July 2014 Planning Commission meeting,
which voted 5 to 2 with one abstention to recommend a compromise solution.

County Planner Jason Davenport said he had received no indications of any opposition.
And one GLPC member asked the developer’s presenter whether residents
of Francis Lake had been notified.
The three Commissioners who showed up voted 2 to 1 for
a no-bid purchase of not just one but two expensive pieces
of water treatment equipment, with no bids, not on the budget, not discussed at the retreat, and not included in SPLOST VII.
The
KLVB appointment was tabled because applicant withdrew.
They finally found out
the open Board of Health slot
was only until December 2015 and the usual terms are six years.
Commissioners as usual didn’t ask any questions when County Engineer Mike Fletcher
said
yet another subdivision was ready for infrastructure to be accepted
by the county.

The Commission awarded no-bid contracts to Lovell Engineering (for
Zipperer Road

ASA Engineering
(for
Coppage Road).
Three of the seven board appointees showed up and spoke:
Sam Allen and Penelope Schmidt for
Library Board,
and
and Russell Mast for
VLPRA.
The Commission appointed all of them unanimously, including
no-shows
Terri Lupo to VLCIA,
Martha Cunningham and Matt Lawrence to
Library Board,
and
Susan Prince to
VLPRA.
Chairman Bill Slaughter consistently omitted the “Valdosta”
from the names of all these boards, even though the reason VLCIA
and VLPRA exist is a state law requirement for no overlap between
uninincorporated and incorporated area taxation for such services.
There was no public hearing for
Whitewater Road because the applicant withdrew it,
and half of
Nelson Hill
was withdrawn while the other half was tabled.
They finally posted an agenda
after the Work Session.
And they added
another item
to an
amended agenda between the Work Session and the Regular Session.

The applicant withdrew the first part of the request, for a
75-foot high communications tower for high-speed Internet access.
The second part County Planner Jason Davenport said
“dealt with some of the rezoning conditions that were ultimately approved back in 2006”; they tabled it until August.
I wonder how much of that second part involves
retroactively approving
staff variances that were made in 2009 and 2011 without any public hearings?

so today’s meeting is cancelled due to lack of a quorum:

After
no electronic copy was available,
Gretchen photographed a paper copy of the agenda,
which I’ve OCRed.
She heard that one item was withdrawn and another was requested
to be tabled for 30 days. We’ll see.
