Videos: farewell Jason Davenport, approval limits, CALEA, personal care home @ LCC 2018-09-11

The county held a ceremony for departing Lowndes County Planner Jason Davenport. I asked the person sitting in his former seat, Engineering/Planning Technician Molly Stevenson, if she was confirmed yet. She would only say it was confirmed that she was sitting there right then.

They also had a 911 CALEA Re-Accreditation Presentation and the Chairman recognized Leadership Lowndes.

Citizens Bob Harlan and Fred E. Blanton Jr complained about road conditions. I thanked Utilities Director Steve Stalvey for sending information about recent Lowndes County sewage spills (two in July), and I thanked him advance for sending the NPDES-permit-required followup testing (not yet received).

Videos: fire truck, radios and phones, Hahira annexation, prison details @ LCC 2018-08-14

The most exciting thing last month was the new fire truck, on display outside, seen here driving off with its lights flashing:

This was the most recent Regular Session, because the Lowndes County Commission meetings for the end of August were cancelled.

County Manager Joe Pritchard again said he wanted higher staff approval limits for items in the budget. There was some question about campaign contributions on the Hahira rezoning and annexation; they didn’t know, but they approved it anyway. The longest discussion was on the Intrado phone system, which will have Lowndes County be the first south of Atlanta with text to 911. A suprising number of and variety of Commissioner questions on the 911 radios. The only question on the three utilities items was whether they were in the budget; they are. As usual, they rubberstamped the three Valdosta State Prison work details, with the only question being whether they were getting enough for the money. A: Yes, because prisoners work cheap.

Setbacks and family ties @ ZBOA 2018-09-11

ZBOA has on its agenda for Tuesday setbacks for the same Stovall property at 6002 N. Oak Street Ext., Valdosta, that is on the Lowndes County Commission agenda the same day for removal of the prohibition on personal care homes.

Church, manufacturing, subdivisions, Hahira annexation @ GLPC 2018-08-27

The Hahira annexation and rezoning from the Lowndes County Commission meeting two weeks ago (and see comment below) was on the agenda for the Greater Lowndes Planning Commission (GLPC) last night, along with another subdivision, a church expansion, and some industry, in Valdosta and Lowndes County. I did not go, and Gretchen is out of the county, so there is no LAKE video.

You may ask yourself, as I do: why doesn’t the county video GLPC meetings? Or the city of Valdosta? Both have the facilities to do so.

Hahira annexation, Orvis McNeal Estate, 2018-08-01 @ LCC 2018-08-14

The board packet materials for the proposed Hahira annexation and rezoning of the Orvis McNeal Estate on US 41 at the north edge of Hahira are on the LAKE website. Sabrina Denson sent them at 2:18 PM today. All I asked for was before the County Commission meeting today, so this is what County Clerk Paige Dukes agreed to do when I asked her yesterday morning.

The big news is that Lowndes County Planner Jason Davenport is leaving his position at the county for another opportunity.

GLPC welcomed its new member, Calvin Graham, Sr., who only said “Thank you,” to replace Celine Gladwin, who declined to be reappointed. See previous post for some background.

Longest at 2.5 minutes: appointment to Parks and Rec. Commissioner Scottie Orenstein was not present at this Regular Session of the Lowndes County Commission.

New Member and blood bank @ GLPC 2018-07-30

Since Celine Gladwin declined to be reappointed, GLPC has a new member, Calvin Graham, Sr., who ran for Valdosta City Council District 2 in 2013, when he said he was an Army veteran who subsequently worked for the Department of Defense. Sandra Tooley won, and is still on the Valdosta City Council.

Videos: 2 KLVB appointments, lift station pump, 2 rezonings @ LCC 2018-07-10

Scottie Orenstein and Mark Wisenbaker were absent, so they barely had a quorum with three Commissioners: Joyce Evans, Mark Wisenbaker, and Clay Griner, plus Chairman Bill Slaughter, who does not vote unless there is a tie. Spoiler: they passed everything unanimously, except one item.

They took almost 2.5 minutes (less than the five minutes I predicted) on the KLVB appointments. Remember, Tracy Chapman asked for her name to be withdrawn. See previous post about the Work Session for that and what applicant Regina Kimbrough said. And see the agenda post for more about the applicants.

Slightly longer and longest at 2:49 was 6.b. REZ-2018-14 Coventry Villas, Mulligan Rd, followed by 1:32 for 7.d. Ordinance Adopting Current Board of Health Rules, which did not go as planned, and then 1:49 for the other rezoning, 6.a. REZ-2018-13 Sims, Beaver Lane.

Videos: Developments on Mulligan Road and North Oak St. Ext. @ GLPC 2018-06-25

Tonight the Lowndes County Commission will be voting on two rezonings that were considered a few weeks ago in the June 2018 Planning Commission meeting.

GLPC took 3/4 of an hour (by far the longest) on 4. REZ-2018-14 Jerry Stoker – Mulligan Road R-A and R-1 to P-D and 8 minutes on 2. REZ-2018-13 Sims, Sims, Jackson Beaver Rd E-A to R-1, before recommending both unanimously.

Second longest at 16 and a half minutes was the Valdosta case, 6. VA-2018-10 ADCO Investments – 3320 North Oak Street Ext – R-15 to R-P.
