Millage Hearings for Lowndes County

Even though the County Commission already voted on the budget for spending your tax money (and still hasn’t published that budget), it will have public hearings on the millage before final adoption of that number that decides how much tax you pay. While the proposed millage rate is still low compared to other counties it’s curious that while the Lowndes County Board of Education has published at least a summary of its new budget the Lowndes County Commission has not.

Lowndes School Board raises millage, balances budget, publishes summary

Not two, but three public hearings on the LCBOE higher millage rate, 10 AM and 6 PM on July 15, 6 PM on July 22. That rate still puts Lowndes in the middle of school millage for counties statewide. And they published a budget summary before the hearings.

Valdosta Budget Hearings @ VCC 2014-06-11

Hey everyone,

It is that time of year when your city government prepares its’ budget for the upcoming fiscal year. As we have experienced over the past four years, this year’s budget presents many challenges. Revenues continue to decline while expenses keep going up. Fuel alone for the city now runs around $1.7M per year and the power bill to run the city for a year is now at $3.4M. Like you have seen in your homes and businesses, these and other costs continue to rise. Major revenue sources such as the LOST tax (our largest revenue source for the General Fund) continue to decline. And the list goes on. The city has now tapped over the past several years all the reserve funds in or der to balance the budget. Those reserve funds are now gone.

Georgia Power wants more new water for Vogtle nukes than Savannah uses @ GA EPD 2014-05-08

Today is the last day to comment to GA EPD about Georgia Power’s demand for more new water for the Plant Vogtle nukes than Savannah uses. As Southern Company CEO Tom Fanning said two years ago, “water, more than air, is the issue of the future”. Check our work, esp. about the pipeline –Gretchen Quarterman @ LCC 2013-11-12

Fan of local government Gretchen suggested it “check our work” before whipsawing citizens in for items that didn’t happen or failing to schedule a public hearing even after the Chairman asked for it, plus failing do deliver what was promised in open records requests, at the 12 November 2013 Lowndes County Commission Regular Session. Today she’s checking their work at their secretive Retreat Work Session.

At the Regular Session she noted that the Sabal Trail item that was misscheduled for the previous morning caused several citizens to take off work to come in for something that didn’t happen. Third no-bid contract for same firm proposed this month @ LCC 2013-08-26

This time the County Engineer said Lovell was the only qualified consultant for an ecological and environmental study (because of what requirement we don’t know), for a land swap (for what we don’t know), not funded by the county (funded by whom we don’t know). You the taxpayers and people potentially affected by any ecological and environmental problems: do you think you might want to know? They vote tonight about what was proposed at the 26 August 2013 Work Session of the Lowndes County Commission.

6.a. Environmental Engineering Services for GDOT Land Deed for Parks and Recreation

Invisible County Engineer Mike Fletcher said he had received a proposal from Lovell Engineering Services for the 62.49 acre tract just north of the existing skate park Parks and Rec owns and just north of the old rest area.

Adjourn into trash excuses @ LCC 2013-06-11

Citizens still wanted to talk about solid waste after the Commission adjourned the Tuesday 11 June 2013 Lowndes County Commission Regular Session. Commissioners offered nothing but excuses.

Commissioner Page asked for Mr. Wright to stay behind so he could talk to him. The Chairman adjourned; I didn’t hear or see any motion or second or vote. Aren’t those required by state law?

The subsequent excuses included:

It’s not about right or wrong anymore.

Nevermind that most of the people in the room thought it was, as well as many of the citizens and voters in the county.

Why did Lowndes County do nothing about a blocked public road?

Old State Road at the Alapaha River is a county-maintained public road. How could Lowndes County not have known that it was blocked by two huge blocks of concrete at Hotchkiss Landing from late 2010 through at least early 2012? Why did Code Enforcement do nothing about it?

These blocks of concrete have to be quite heavy. This is not random litter, and no partier or hunter or 4-wheeler would have any motivation to block the road, much less with blocks this size. Who would? Why didn’t the county find out and do something about it?

Public Notice for public hearing on abandoning part of Old State Road leading to the Alapaha River

Why is there no sign on Old State Road about the proposed abandonment of the part leading to the Alapaha River like there was in 2010? There’s a clue in the letter of the law Lowndes County is citing.

NOTICE OF PROPOSED ROAD ABANDONMENT TO WHOM IT MAY CONCERN: YOU ARE HEREBY NOTIFIED

ROAD ABANDONMENT
TO WHOM IT MAY CONCERN:

YOU ARE HEREBY NOTIFIED that pursuant to O.C.G.A. 32-7-2(b)(1) the Lowndes County Board of Commissioners has determined that a section of Old State Road (CR # 16) has ceased to be used by the public to the extent that no substantial purpose is served or by it that its removal from the county road system is otherwise in the best public interest. The section of Old State Road that is proposed for abandonment lies .85 miles to the east of Good Hope Road (CR # 126) and travels approximately .17 miles before termination at the Alapaha River.

YOU ARE ALSO HEREBY NOTIFIED that pursuant to said Code section the Lowndes County Board of Commissioners will hold a public hearing for the purpose of determining whether to declare the subject section of the subject road abandoned. The public hearing will be at 5:30 P.M. on February 12, 2013, at the Lowndes County Administration Building located at 327 North Ashley Street, Valdosta, Georgia.

Any citizen of Lowndes County or any person wherever residing may be heard by the Lowndes County Board of Commissioners during the aforesaid public hearing.

Note that last part: “or any person wherever residing may be heard by the Lowndes County Board of Commissioners during the aforesaid public hearing.” That means you do not have to be a citizen or resident or taxpayer of Lowndes County to speak at this public hearing.

There’s no public hearing sign on the affected portion of that road. Why is that? Here’s O.C.G.A. 32-7-2(b)(1):

Petition the Commission: Keep County Road 16 leading to the Alapaha River open to public access

Lowndes County Commission: Keep County Road 16 leading to the Alapaha River open to public access.

This access to the Alapaha River is the only remaining public access within Lowndes County. It has great historical significance to the Naylor community. It continues to be used by boaters, fishermen and families for recreation.

The Commission decided 26 October 2010 to keep that road open but because they think they have new information have scheduled it for another public hearing and vote apparently at their next Regular Session, which is next Tuesday, 12 February 2013.
