Videos: Budget, Court Grants, Stream Credits, Debris, Insurance, Vac-Trailer @ LCC Regular 2024-06-25

Commmissioner Demarcus Marshall asked what were the criteria for selecting firms for the 5.e. Pre-Event Debris Removal Contracts, at the Regular Session of the Lowndes County Commission, June 25, 2024.

He also wondered about the timeline for 6.a. Bid for a Vac-Trailer for the Utilities Department.

Those and all the other items passed unanimously.

In her report, County Manager Paige Dukes said the Board of Tax Assessors had received 130 appeals for agricultural assessments.

There was one Citizen Wishing to Be Heard, Marcelle Rosbury of Enoch Lake Circle in Lake Park. She seemed to be complaining about road maintenance.

Lowndes County Commissioners had a few questions about 5.ef. Pre-Event Debris Removal/Monitoring Contracts, in their Work Session of June 24, 2024. The removal and monitoring items were presented together. FEMA requires a monitoring firm to make sure the debris removal firms do the right thing.

FYI, a Vac-Trailer is like a vac truck, but it’s smaller and can get into more places (for sucking up sewage spills).

At the end the Chairman requested an executive session to discuss personnel. That’s interesting, because as noted years ago in a Commission meeting, the Commissioners only have one personnel. Everybody else reports up to the County Manager.

A million dollars, mostly for property and liability insurance, is on the agenda for the Lowndes County Commission at its Work Session Monday morning at 8:30 AM and it’s voting Regular Session Tuesday at 5:30 PM.

That and approving the budget for the upcoming fiscal year. Since you didn’t go to the budget hearing week before last, you missed your only chance to comment to them in public before they approve the budget.

Videos: Academy Drive septic tank citizen request, Glenn Road, Valencia Street, Kinderlou Clyattville Road Paving @ LCC Regular 2024-06-11

Citizen Patricia Scoby doesn’t want to have to elevate her septic tank. However, the Board of Roads and Revenue, excuse me, the Lowndes County Commission doesn’t have much say over that: that’s the Health Department. But the Health Department should have taken into account the changed drainage such mounds cause.

The regular agenda breezed through unanimously at the 11-minute Regular Session. Commissioner Demarcus Marshall was absent.

Commissioner Mark Wisenbaker did want to know what are the ingress and egress points for 5.a. REZ-2024-13 Carter, 6128 Glenn Road, 4.72ac, E-A to R-1, Well – Septic. No citizens spoke for or against in its Public Hearing.

For the 6.a. Valencia Street Quitclaim Deeds, Gretchen wondered, “Personally, I’m curious why the commission abandoned that little bit (one lot’s worth) of Valencia Street.” The board packet for this latest Regular Session included the relevant excerpt from the Minutes of the September 27, 2005, Regular Session. Gretchen quoted it, but it also does not say why. In the latest Regular Session, County Engineering Services Director Chad McLeod said the adjoining landowners asked for the quitclaim deeds, but he did not say why the road was abandoned back in 2005.

FYI, the Agenda Center on lowndescounty.com only goes back to 2012. If you want to see earlier minutes, you either have to file an open records request or have already done so, as LAKE did years ago.

for 7.a. PI# 0016278 Kinderlou Clyattville Road Paving and Drainage Improvements, Chairman Bill Slaughter wanted to know if it was within the budget. Answer: no, but TIA says it’s within the inflationary amount, so TIA will cover the difference.

Commissioner Mark Wisenbaker wondered why there was a $2 million difference between the two bids for 7.a. PI# 0016278 Kinderlou Clyattville Road Paving – Drainage Improvements. Engineering Services Director Chad McLeod says it’s because Reames owns property near the site, which greatly reduces their cost to move materials there.

Packet: Rezoning on Glenn Road, Abandon part of Valencia Street, pave Kinderlou Clyattville Road @ LCC 2024-06-10

It’s a light agenda for the Lowndes County Commission this week, with an uncontested rezoning, a road abandonment continued from 2005, and two bids for paving a road.

The road paving is a TSPLOST project, so presumably that’s where the three and ahalf million dollars comes from.

Videos: Appointment to Land Bank Authority, Mutual Aid Agreement, SetterPointe Subdivision, grants, offsite alcohol, data center switches, and failed land sale @ LCC Regular 2024-04-23

With no discussion, the Lowndes County Commission unanimously appointed James Miller to the Land Bank Authority. Gretchen note, “I’m guessing that this was pre-discussed because there was no discussion at either the work session, nor at this meeting. How do they decide? It’s a mystery.”

At that same Regular Session of April 23, 2024, they also approved everything else unanimously.

There was some discussion of how many single-parent families would be affected by the 6.a. FY 2025 Juvenile Justice Incentive Grant.

Commissioner Clay Griner asked where are the 6.g. North Lowndes Data Center Switches. Answer from Aaron Kostyu: “I would be happy to discuss that with you offline, but it’s probably not best for us to discuss data center locations in a public meeting.”

Jeff Hardy asked in Citizens Wishing to be heard about the timeline for replacement of the Frank’s Creek Bridge on Shiloh Road and about emergency services. The Chairman said he would speak to him after the meeting. Seems to me more citizens would like to know the answers.

No rezonings were on the agenda.

At their Work Session Monday morning, April 22, 2024, the Lowndes County Commission did not reveal which of three applicants they favor to appoint to the Land Bank Authority.

They breezed through everything else, with few questions, mostly wanting to know if there would be any surprises, to which the answer was always no.

This one was not anticipated in the original agreement: 5.d. TIA Supplemental Agreement for Hightower Road/Cooper Road NE.

No rezonings were on the agenda.

They voted the next evening.

At their Work Session Monday morning and voting Regular Session Tuesday evening, the Lowndes County Commission this week will mostly consider the three applicants to the Valdosta-Lowndes County Land Bank Authority and a variety of grants, plus renewing a Statewide Mutual Aid Agreement Between Lowndes County and the Georgia Emergency Management and Homeland Security Agency, as well as with all the other Georgia counties.
