Videos: Academy Drive septic tank citizen request, Glenn Road, Valencia Street, Kinderlou Clyattville Road Paving @ LCC Regular 2024-06-11

Citizen Patricia Scoby doesn’t want to have to elevate her septic tank. However, the Board of Roads and Revenue, excuse me, the Lowndes County Commission doesn’t have much say over that: that’s the Health Department. But the Health Department should have taken into account the changed drainage such mounds cause.

The regular agenda breezed through unanimously at the 11-minute Regular Session. Commissioner Demarcus Marshall was absent.

Commissioner Mark Wisenbaker did want to know what are the ingress and egress points for 5.a. REZ-2024-13 Carter, 6128 Glenn Road, 4.72ac, E-A to R-1, Well – Septic. No citizens spoke for or against in its Public Hearing.

For the 6.a. Valencia Street Quitclaim Deeds, Gretchen wondered, “Personally, I’m curious why the commission abandoned that little bit (one lot’s worth) of Valencia Street.” The board packet for this latest Regular Session included the relevant excerpt from the Minutes of the September 27, 2005, Regular Session. Gretchen quoted it, but it also does not say why. In the latest Regular Session, County Engineering Services Director Chad McLeod said the adjoining landowners asked for the quitclaim deeds, but he did not say why the road was abandoned back in 2005.

FYI, the Agenda Center on lowndescounty.com only goes back to 2012. If you want to see earlier minutes, you either have to file an open records request or have already done so, as LAKE did years ago.

for 7.a. PI# 0016278 Kinderlou Clyattville Road Paving and Drainage Improvements, Chairman Bill Slaughter wanted to know if it was within the budget. Answer: no, but TIA says it’s within the inflationary amount, so TIA will cover the difference.

Commissioner Mark Wisenbaker wondered why there was a $2 million difference between the two bids for 7.a. PI# 0016278 Kinderlou Clyattville Road Paving – Drainage Improvements. Engineering Services Director Chad McLeod says it’s because Reames owns property near the site, which greatly reduces their cost to move materials there.

People might have come to see if they knew One Valdosta-Lowndes was going to present at Monday morning’s Lowndes County Commission Work Session. Instead, County Manager Paige Dukes announced it during her County Manager Report, and then OVL Executive Director Mary Beth Brownlee presented. Thanks to Mary Beth for sending LAKE her presentation slides.

At the end of the meeting, the Commissioners held an executive session to discuss personnel. There is only one personnel directly managed by the Commissioners: the County Manager.

The second longest item at 4 minutes was 5. Fire Officer of the Year – Fire Fighter of the Year Recognition.

Next longest at two and a third minutes was 7.a. Lowndes County Accountability Court Grant Approval and Cash Match.

Everything passed unanimously, including the adoption of the FY 2024 Operating Budget and the reappointments to three boards.

Once the county finishes taking over its own permitting, the 6.c. Valdosta Lowndes County Construction Board of Adjustments and Appeals won’t exist, and Lowndes County will have to appoint its own. The new one could have the same county members.

Were you invited to the stakeholder meetings the County Manager announced for “the development community”? Maybe taxpayers and citizens are not stakeholders.

Big news: One Valdosta-Lowndes has hired an Executive Director, Mary Beth Brownlee, previously with ACCG. See 8. Reports.

Almost three minutes on 5.c. REZ-2023-06 Wild Adventures, 3766 Old Clyattville Road, P-D amendment was the longest at the Lowndes County Commission Work Session yesterday morning. They vote tonight at 5:30 PM.

In her 8. Reports, County Manager Paige Dukes said for the tire amnesty starting that day (yesterday), people could take tires to either the county or city locations. Ordinary vehicle tires, not for tractors or semi-trucks.

At their Regular Session, Chairman Bill Slaughter pulled 7.a. One Valdosta Lowndes Community-Wide Initiative up front on the Lowndes County Commission agenda, because at least one of the OVL VIPs had another meeting: One Valdosta-Lowndes Co-Chairs VSU President Dr. Richard Carvajal and Georgia Power’s Scott Purvis, as well as Valdosta-Lowndes County Chamber President Christie Moore. At least one of them left immediately after the Commissioners approved $200,000 total over five years to the Chamber to support OVL.

The County’s audio feed in the back of the room was again not working, so audio is whatever the LAKE video camera could pick up.

Videos: $9 Million Courthouse renovations, Subdivision at N. Valdosta Road & Val Del @ LCC 2022-04-25

At the Lowndes County Commission Work Session this morning, by far the longest at six minutes: 7.i. Historic Lowndes County Courthouse Rehabilitation Project GMP.

Second longest at four minutes was the back-again contentious 6.a. REZ-2022-07 Hayden Park, ~149 acres, from R-1 to C-G, P-D, and R-10.

Third at two minutes was the $200,000 to 7.a. One Valdosta Lowndes Community-Wide Initiative, presumably mostly for hiring an Executive Director, though one hopes also some funding towards projects like the Troupville River Camp that was top of the list OVL presented to the County Commission back in November. Not clear whether the $200,000 is per year or for the entire five-year project. Vice-Chair Scottie Orenstein said VSU President Dr. Carvajal and Georgia Power’s Scott Purvis will be present at the Regular Session tomorrow evening. Nothing was said about the Chamber, to whom OVL is being handed, being present tomorrow evening.

Commissioner Scottie Orenstein chaired the meeting in the absence of Chairman Bill Slaughter. If the Chairman is back at tomorrow evening’s Regular Session, let’s hope Commissioner Orenstein recuses himself on the appointment of his wife to 5.a. Lowndes County Division of Family and Children Services (DFCS) Board. This morning Commissioner Orenstein appeared to speak for the developer on 6.a. REZ-2022-07 Hayden Park, ~149 acres, from R-1 to C-G, P-D, and R-10. Meanwhile, answering a question from Commissioner Demarcus Marshall, Orenstein said nobody had met with the opposition.

Packet: Back again, Camelot Crossing subdivision, Val Del Estates street acceptance @ LCC 2022-04-25

Still listed as “BUDGET IMPACT: N/A” on the Lowndes County Commission agenda for this morning and voting tomorrow evening: REZ-2022-07 Hayden Park, Camelot Crossing & Val Del Rd. Nevermind that the county has spent untold funds on a Lowndes County Traffic Engineering Report: N. Valdosta Road and Val Del Road and will spend more on actually constructing those turn lanes on Val Del Road. Nevermind that just up Val Del Road the county proposed to Adopt Resolution Accepting Infrastructure for Val Del Estates Subdivision Phase III, meaning the county will have to pay to maintain those streets, just like it will eventually for streets in this other Val Del Road subdivision.

For sure, subdivisions should be inside existing water and sewer infrastructure. But it would be nice if the county would tell the public the real costs of every subdivision. Continue reading

Second longest at almost five minutes was 8.e. Request For Cash Match Increase For VAWA ASG Salary Supplement, about the Violence Against Women Act. Third at four minutes was 7.c. REZ-2021-24 Barry Godfrey, Mt. Zion Church Road.

The likely re-appointee to the Hospital Authority did attend.

Everything else got little discussion, including the final approval of the Comprehensive Plan Update.
