The most contentious case at the Greater Lowndes Planning Commission on August 29, 2022, was, at 28 minutes, Lowndes County REZ-2022-15 Gary O’Neal, 2547 US 84 West, 0089-094 and 095, 3.24 Acres, Current Zoning: R-21 (Medium Density Residential) Proposed Zoning: C-H (Highway Commercial). This was the only split vote. For that past case and for the Lowndes County Commission decision this time, see Packet: redo 2 rezonings, 3 extraterritorial water & sewer, $438,537 RR crossing, $2,542,586 Griner Park @ LCC 2022-09-12.

Agenda: 6 Remerton, 4 Valdosta, 1 Hahira, 1 Lowndes County cases @ GLPC 2022-08-29

Update 2022-09-21: Videos: 6 Remerton, 4 Valdosta, 1 Hahira, 1 Lowndes County cases @ GLPC 2022-08-29.

I wonder if the developer at Wainwright Drive in Valdosta knows about the repeated sewer leaks on One Mile Branch? And will Valdosta ever fix those before something else is built near there, putting more load on the sewer system?

[Both pages of the agenda]

Almost all of the four Remerton cases are variances, because Remerton does its own variances without going through Zoning Board of Appeals (ZBOA).

Hahira has a partly commercial rezoning northeast of I-75 Exit 29.

Lowndes County has one rezoning from residential to highway commercial.

Board packet and LAKE videos will follow.

Here is the agenda:

Remerton at almost 28 minutes was far the longest item at the Greater Lowndes Planning Commission Monday. Second was for Hahira, at 12 minutes. Everything else breezed through.

The sound is not so good because the county has still not fixed the audio in the room.

Below are links to each LAKE video of each agenda item, with a few notes by Gretchen Quarterman, followed by a LAKE video playlist.

See also the Lake Park packet item, which Loretta Hylton of the Southern Georgia Regional Commission sent, saying she heard I was looking for it. It’s now on the LAKE website (PDF). Also, she said “The attorney pulled the Dasher item before submitting it to the Planning Commission.”

We still don’t have the Remerton item. The Valdosta and Hahira items were already on the LAKE website, previously sent by City Planner Matt Martin. We still don’t have the Remerton items. There were no Lowndes County packet items. Continue reading

Update 2022-04-25: Hahira subdivision proposed near Big Branch of Franks Creek @ GLPC 2022-04-25.

The one big rezoning on the agenda for this evening’s meeting of the Greater Lowndes Planning Commission is HA-2022-06, Sweet Bay Properties, 7440 Union Road, 0024 024, 72 acres, R-15 to R-6, on the site of Guthrie Lumber Company.

Staff recommendation is “Find R-10 zoning consistent with the Comprehensive Plan and the Standards for the Exercise of Zoning Power (SFEZP), and recommend approval of R-10 zoning (instead) to the City Council.”

Rezonings

Here is the agenda. The Hahira and Valdosta items, sent by City Planner Matt Martin, are on the LAKE website. The Dasher, Lake Park, and Remerton items are not; LAKE will send Lowndes County an open records request. The minutes of the previous GLPC meeting are not on the county’s website yet, so they are also not included on the LAKE website yet. Continue reading

Hahira, Valdosta, Lowndes County rezonings @ GLPC 2022-02-28

At the February 28, 2022, Regular Session of the Greater Lowndes Planning Commission, the Valdosta annexation and rezoning requests, 10. VA-2022-02 11. VA-2022-02 Murray Staten Farms, LLC, were both withdrawn by applicant.

All the other requests were unanimously recommended for approval, some with conditions. The various elected bodies will decide.

[Radney]
Radney

In the longest time at nineteen minutes, Four citizens spoke against 5. REZ-2022-04 Radney, 5761 Long Pond Road. Donna Weldon, the President of the Long Pond Property Owners Association, agreed that with the revised conditions accepted by the applicant, the rezoning would be acceptable. Glenn Gregory, the last speaker, emphasized that still more duplexes could be built in that heavy traffic hazardous area. GLPC modified the conditions to retain the conditions prohibiting mobile homes and duplexes, and to add a minimum heated size. Unanimous recommendation for approval with conditions.

Below are links to each LAKE video of each agenda item, followed by a LAKE video playlist. See also the agenda. LAKE will publish the board packet as soon as we get the Hahira and Valdosta items from Matt Martin. It is now well over the statutory three days since LAKE sent the GORA request.

Videos: Many objections at Comprehensive Plan Stakeholder Meeting @ LCC Comp Plan 2021-09-28

Update 2021-11-08: Videos: Comprehensive Plan Update Public Hearing 2 @ LCC 2021-10-26.

All of the speakers at the Comprehensive Plan Stakeholder Meeting were opposed to moving the Suburban Area line farther north on the Character Area Map. They presented cogent reasons, such as they live up there and aren’t going to sell, there are already 750 lots available for sale while it took a decade for Nelson Hill’s 500 lots to sell, and the county should be looking out for its people and preserving much of the county for the next 50 years.

Most of the Commissioners acted like further development northwest in the county is a force of nature over which they have no control, and expressed more concern for developers and investors than for the room full of people in front of them or the 900 petition signatories opposed.

Here are links to each LAKE video of each speaker with copious notes, followed by a LAKE video playlist. There was no agenda. The lowndescounty.com online calendar had only a title, Comprehensive Plan Stakeholder Meeting, date, time, and place, with no agenda. The draft minutes are sketchy, omitting key points such as the Dorfman report, but you can find that report below. Continue reading

Videos: Leadershp Lowndes, KLVB, ZBOA, Library board, three rezonings @ LCC 2019-07-09

Twenty-two minutes, quite long for the Lowndes County Commission, with four minutes on the ZBOA appointment with a split vote, and most of the rest on the three rezonings, with five and a half minutes on 6a. REZ-2019-09 Mark Courson, 5761 Long Pond Rd. R-1 to R-10.

The Chairman held forth about Leadership Lowndes at the end of the meeting. It’s like he’s not running again and is getting the most out of his time up there.

Commissioner Clay Griner was not present.

Videos: Appointments to KLVB, ZBOA, Library board, three rezonings @ LCC 2019-07-08

Yesterday morning’s Work Session took eleven minutes. They vote this evening.

The three rezoning cases took the longest, simply due to time for Planning Technician Molly Stevenson to read them out. Only one Commissioner had one questions on one of them. Longest at 2 and a half minutes was 6c. REZ-2019-11 Stewart, 4151 Stewart Circle R-1 to C-H which is for establishing a new metal working business with rail access. Second at almost two minutes was 6a. REZ-2019-09 Mark Courson, 5761 Long Pond Rd. R-1 to R-10, which was for subdividing into two lots; this one had the quesion. Third at a minute and a half was 6b. REZ-2019-10 Ballard, Madison Hwy E-A to C-C and R-A for a boat repair service and a single residence.

None of the appointment candidates appeared. Surprisingly there were questions on two appointments, to Continue reading
