Grants and bids, Law, Transportation, Water, and Roof Cleaning @ LCC 2019-11-11

In a session of house-cleaning (including literally), Lowndes County is updating its Revision of the County Occupation Tax Ordinance,

with detailed definitions and tax classifications for every occupation in the county.

The mysterious Joint Ordinance the Planning Commission keeps cryptically alluding to turns out to be about revising the charter of the Planning Commission to add Remerton, to note Lowndes County now handles GLPC’s budget, and other updates.

The county is applying for a Georgia Department of Transportation Local Maintenance & Improvement Grant (LMIG) for resurfacing roads, many of them in subdivisions.

And a GDOT grant for the MIDS on-call bus system.

The county is approving Approval of the Submittal Resolution for the CDBG-EIP Grant Application for Street Paving and Drainage Improvements to Support the Arglass Project, with $750,000 to come from CDBG-EIP funds, and the remainder of $325,591 from the Valdosta-Lowndes Development Authority. The county also has A Resolution to Support Eliminating Through Tractor Trailer Truck Traffic Downtown Valdosta. And it is fixing a misfiling of the deed for Chitty Park by transfering it to VLPRA for VLPRA to then transfer back to Lowndes County.

Sewage will be aided by a new Hart Road Lift Station Pump, and safety by Bids for a New Generator for 911.

Plus Bids for Lowndes County Judicial and Administrative Complex Roof Cleaning.

There are two Victims of Crime Act (VOCA) items, for the Solicitor General and for the District Attorney, and one Violence Against Women Act (VAWA) item for the Solicitor General.

The longest item was 5. Proclamation Presentation to Lowndes County Fire Rescue at two minutes. The longest actual business, one and a half minutes, was 6.f. South Regional Joint Development Authority Resolution, endorsing appointing Jason Shaw to an At Large slot. Do you ever get the feeling they already decided everything before they arrived?

Private Roads, Alcohol, and Water: Lowndes County Commission Packet @ LCC 2019-08-26

Received Wednesday, after the Lowndes County Commission voted on it Tuesday evening, the board packet is on the LAKE website. Apparently the County Clerk’s office is going to wait the full three days after an open records request to press the button to forward the packet. So we’ll be sure to send requests more than three days before the Regular Session.

“You’ll see on the attached drawing….” and “You will see in your packet….”, but you the taxpayers and voters cannot see, because the county has not put the packet on its website and has not yet returned it in response to an open records request by LAKE.

Did you know a rollback of 0.126 mills was scheduled for a 5PM meeting today, with adoption at the 5:30PM meeting?

Three Lowndes County Commission items are about water: Transfer of Drainage Easement Agreement between Lowndes County and the City of Lake Park, and two Lift Station Pumps, Francis Lake for $49,103.25 to buy a new pump and Peterson Road for $29,689.20 for repairs for lightning damage, both to Xylem. There is no mention of bids.

Lowndes County did supply the items missing from the May 14 and 15, 2019 board packet, on 11 June 2019, and those items are now on the LAKE website.

Videos: Tower, appointments, sewer main, boat ramp, water trails, Paddle Georgia @ LCC 2019-05-14

All three rezonings breezed through, except slightly the longest was the tabling of the proposed 300′ communications tower off of US 84 East. The tower had the most people: those sitting in the back.

Surprisingly, one of the two Authority appointments was not the incumbent. None of the candidates were introduced, and none spoke.

One Citizen spoke, me, on behalf of WWALS, thanking them and inviting them.

Commissioner Clay Griner was not present. The other four voting Commissioners unanimously approved everything, including the one tabling. At least two staff speakers were not introduced, one not named except by last name, and one never named at all.

Videos: Tower and online packets @ LCC 2019-05-13

As expected, the longest item was about the 300′ communications tower proposed south of US 84 E. Second was bids for rotary mowers (really). And a Commissioner wanted to know what’s a blade.

Afterwards, at 9AM, was a special appearance by Tax Commissioner Rodney Cain and his staff, which at 16 3/4 minutes, took almost as long as the entire Work Session.
