The longest items at last month’s voting Regular Session were 3 minutes on 5.b. 2020 Census Resolution (due to discussion about the new initially online methods), two minutes on 5.l. Tax Assessment for the Lowndes County School District Bonds (it’s about debt service on ESPLOST), and 1:44 on 5.k. Industrial Authority Bond Issue and Funding (it’s complicated).

The 5.a. FY2020 USGS Joint Funding Agreement, which adds county funding for the Skipper Bridge Withlacoochee River USGS Gauge to the Hahira Little River Gauge the county has been funding since 2009, breezed through.

Videos: River Gauges, Roads, Alcohol, and Fire @ LCC 2019-10-21

Surprise bonds for the Development Authority and Lowndes County Schools, and a turn lane for Wiregrass Tech, plus a new Forestry Ranger about fire, in these LAKE videos of yesterday morning’s Lowndes County Commission Work Session.

The longest item was five minutes about funding the Skipper Bridge Withlacoochee River USGS Gauge in addition to the Folsom Bridge Little River Gauge, by EMA Director Ashley Tye. Valdosta apparently discovered that Skipper Bridge is not in the city limits, so Valdosta will no longer fund that gauge. But the former funding from the Suwannee River Water Management District (SRWMD) plus more from Lowndes County will cover it, if the Lowndes County Commissioners vote for it at 5:30 PM Tonight, after their discussion yesterday morning.

Packet: River Gauges, Roads, Alcohol, and Fire @ LCC 2019-10-21

Lowndes County is adding funding for the Skipper Bridge Road Withlacoochee River gauge to its traditional since 2009 funding of the Folsom Bridge GA 122 Little River gauge. That’s $8,300 and $14,200, respectively, with another $5,900 for the Skipper Bridge Gauge from the Suwannee River Water Management District. The U.S. Geological Survey (USGS) puts in $900 towards each gauge, or $1800 total. Valdosta still funds the North Valdosta Road US 41 Withlacoochee River Valdosta gauge, and USGS completely funds the US 84 Quitman Withlacoochee River gauge.

Videos: six minutes on Lighting, Paving, and Trash @ LCC 2019-03-26

Subtract out the invocation, pledge, and approval of minutes (which you couldn’t hear anyway because the county’s sound system wasn’t working) and the Chairman’s ending comments on Youth Leadership, and your elected Commissioners spent about six minutes on the business of the county, including spending some unknown amount of money on road services.

Chairman Bill Slaughter mentioned the recent death of his predecessor Fred DeLoach. County Manager Joe Pritchard said he tried to talk Carmella Braswell out of retiring, but she has done so.

County Engineer Mike Fletcher clarified that more than one engineering firm was working on professional surveying and engineering for road projects.

Kevin Beals presented the solid waste franchises for annual renewal, and we were reminded he is also Chairman of the Deep South Solid Waste Authority that dispenses funds from their tipping fees, and which the next day announced a special called meeting for Wednesday.

Chad McLeod said the county has successfully cleaned up from a nearby closed gasoline station.

Lighting, Paving, and Trash @ LCC 2019-03-25

Update 2019-03-27: LAKE videos of Monday morning Work Session and Tuesday evening Regular Session.

A single-source no-bid contract with Lovell Engineering is on the agenda for Professional Surveying and Engineering Services for Improvements to Lester Road. The dollar amount is not given in the agenda sheet.

The Basic Decorative Street Lighting District is not the one defered last time (Walker’s Run). They want to charge $61.50 per lot per year.

No special trash collection tax district for Lowndes County, though, although state law explicitly authorizes that. Instead, once again they are renewing curbside trash pickup licenses for ADS and DSS; the latter of course only after the county sued all the way to the state Supreme Court to try to stop it.

Here is the bid sheet from 2012. You may want to compare Veolia’s bid to what its new owner ADS is charging now.

Videos: 3 for 2 VLMPO appointments, 2 – 1 rezonings, 3 water + credit cards, alcohol @ LCC 2017-02-14

Tuesday Chairman Bill Slaughter did say there will be a retreat Thursday and Friday this week, but he didn’t say where or what time of day. Yesterday afternoon they finally put on their website that it starts 8AM this morning at Quail Branch Lodge. Here’s hoping Commissioner Joyce Evans is well enough to attend.

Videos: 2 VLMPO appointments, 2 rezonings, 3 water + credit cards, alcohol @ LCC 2017-02-13

They vote 5:30 PM today. The longest item at yesterday morning’s Work Session was 6b. REZ-2017-02 Calles, Alexandria St, R-10 and CON to E-A, Well and Septic, 0213 acres, which also got the longest discussion of any county case at the recent Planning Commission meeting, where GLPC voted to recommend denial. All parties want the other rezoning, 6a. REZ-2017-01 Cone/Malone, tabled.

The second longest item yesterday morning was 7c. Request for Relief for Tuscany Palms Utility Tax District, which had a long list of staff involved in it.

They did name the three three candidates for two VLMPO vacancies, but none of them were present. At least one wasn’t even aware he was actually a candidate.

2 VLMPO appointments, 2 rezonings, 3 water + credit cards, alcohol @ LCC 2017-02-13

On the agenda for 8:30 AM this morning, three candidates for two VLMPO vacancies, and none of the candidates are incumbents, according to Valdosta or Lowndes County. Rezonings on Madison Hwy and Alexandria St, both probably uncontroversial; see the LAKE videos of the preceding GLPC meeting for those two items. Yet again Approval of Elected Officials Using County Issued Purchasing Cards and Credit Cards and as usual a Beer License. Three water items: Bevel Creek Lift Station Automatic Transfer Switch, Professional Engineering Services and Environmental Permitting for Jumping Gully Road Bridge Replacement, Drainage Improvements – Valencia Street.
