Outside money fueling charter school amendment referendum

Why does Alice Walton want, to the tune of $250,000, for Atlanta to be able to force charter schools on local areas that don't want them?

Out-of-state money is fueling the campaign of a group trying to convince Georgia voters to change the state constitution so more charter schools can be approved.

Families for Better Public Schools has raised $486,750, campaign disclosure forms show. About 96 percent of that money has come from donors outside of Georgia.

Donors include Wal-Mart heiress Alice Walton, politically well-connected law firms and for-profit companies that are operating charter schools in Georgia.

Here's the Georgia campaign finance report for Families for Better Public Schools, which shows Alice Walton of Bentonville AR in for $250,000, K12 Inc. of Herndon VA in for $100,000, Charter Schools USA of Ft. Lauderdale FL in for $50,000, also J.C. Huizenga and National Heritage Academies, both of Grand Rapids MI, each in for $25,000. That's $450,000 from those five biggest donors, all out of state.

What about opposition money; where's it coming from?

A coalition of groups opposing the amendment, Vote Smart, has raised $80,951, mostly from traditional school officials like teachers, principals and superintendents who say more charter schools and more state money for them would threaten the funding of already cash-strapped traditional public schools.

So we have big out-of-state money funding demolishing our public schools, and public school people spending some of what little money they have defending them. I know which side I choose. Which side are you on?

Do we want to turn our public schools into private corporate fiefdoms? If not, vote No on the charter school amendment in November.

Q: Why are so many states pushing charter schools now? A: ALEC

Michigan, Massachusetts, and New Jersey, plus Georgia. Why are so many states attempting pro or con charter school referendums this year? Because many states have a push for charter schools, especially Louisiana. Where’s that coming from, at the same time in so many states? ALEC, that’s where.

Ed Anderson wrote for The Times-Picayune 12 January 2011, Gov. Bobby Jindal says charter school proposal is based on Florida initiative,

Jindal said his proposal will be fashioned on a Florida law known as “Charter-Schools-in-the-Workplace Initiative” which also has been introduced in 14 other states.

Excuse me? Which “also has been introduced in 14 other states”? Then it’s not just a Florida law, is it? And who introduced it?

Louisiana, the poster child for private school privatization

The poster child for charter school privatization is Louisiana. It started in New Orleans after Hurricane Katrina, but the man-made education disaster has spread to the whole state.

Louisiana Governor Bobby Jindal has wasted no time this legislative session in pushing wide-reaching education reforms designed to expand the charter school footprint, while opening the door to vouchers and tying teacher tenure to student test results. In the early hours of the morning on March 23rd, after a marathon session, the Louisiana State House passed two bills that form the core of a wide-reaching education reform agenda designed to expand the charter school footprint, while opening the door to vouchers and tying teacher tenure to student test results. Governor Bobby Jindal wasted no time in pushing these reforms through in the first weeks of the legislative session, and the urgency with which he has advanced this agenda has infuriated teachers and left even some charter-school advocates alarmed. “The governor’s expression of urgency for these bills is specious at best. [They] did not have to be passed under cover of darkness,” says Louisiana Federation of Teachers (LFT) president Steve Monaghan. Even Senator Mary Landrieu, a Democrat who has been an avid charter school advocate, criticized the Governor’s haste: “I am by no means naïve, and know full well the Administration’s political advantage of pushing legislation through with as little debate as possible.” With these bills, Louisiana is set to join Florida, Ohio and Minnesota amongst the states that have enacted the most far-reaching of these school reforms. This marks the latest wave in a concerted nation-wide effort by right-wing advocacy organizations and their corporate supporters to ravage the public sector.

While “reform” usually has connotations of “making better”, in this case, “better” means more profit for private school companies, not better education for students.

What other states have had charter school referendums?

Thanks to Jim Galloway, we learned that charter school proponents say “No other state has had a positive outcome for a charter-positive ballot initiative.” OK, what other states have had any sort of charter school referendums? Such ballot initiatives have at least been tried in Massachusetts, Michigan, and Washington.

BallotPedia records some state charter school referendums.

Massachusetts

In Massachusetts, charter school proponents couldn’t even get enough signatures to put a pro-charter school referendum on the ballot this year.

The measure would have removed limits on number of charter schools, their funding, and enrollment. Other changes would have been made in laws that governed charter schools, including requiring approval of qualified applications for charter schools to be in districts where there was low student performance.

Michigan

In Michigan, a referendum to ban for-profit charter schools may be on the ballot in November:

Charter school preamble biased like T-SPLOST?

T-SPLOST proponents are up to their old tricks again, starting with the preamble to the charter school referendum. And Bert “Little Goose” Brantley, formerly of Lowndes County, defends that wording.

Here we go again, apparently another ballot issue with questions about whether it’s worded fairly.

First, it was the July 31st transportation sales tax issue, known as T-SPLOST, which Georgia voters rejected overwhelmingly.

Opponents howled when they found out the ballot preamble wording promised to “create jobs” and “relieve traffic congestion”.

Now, opponents of a November ballot question are also crying foul.

They’re upset over the preamble wording for the Charter School Commission Amendment.

It reads, “Provides for improving student achievement and parental involvement through more public charter school options.”

How can the preamble say that?

“No other state has had a positive outcome for a charter-positive ballot initiative” —former T-SPLOST proponents now pushing charter schools

The same people who pushed the failed T-SPLOST tax referendum on the July primary ballot are now pushing the charter school referendum on the November general election ballot. Four of their leaders are the same specific individuals, including one from right here in Lowndes County. They’re pushing something they admit has failed in every other state. Let’s not be the first to fall for it.

According to the Georgia Charter Schools Association (GCSA),

No other state has had a positive outcome for a charter-positive ballot initiative

So even one of the major proponents of charter schools admits no other state’s voters have thought they were a good idea. Their slides lay out a pair of statewide major money campaigns to push the referendum anyway.

Video of stealth education panel at Lowndes High last night

Here’s George Boston Rhynes’ first video from last night’s stealth education panel. The VDT covered it, but, presumably due to its bizarre policy of not covering candidates for office, the VDT didn’t even mention that J.C. Cunningham, Democrat running for Georgia House District 175, was present, even though the VDT posted pictures and quotes from the incumbent, Republican Amy Carter, who apparently organized the panel. Charter schools were discussed; see below after the video.

Solar Lowndes High?

What does the world see driving north up I-75 past Valdosta? The empty roofs of Lowndes High School. Every south-facing one of which could hold solar panels.

That would do more to put Lowndes County and Valdosta on the map as supporting solar and thus knowledge-based jobs than any amount of exit beautification.

Run out of roof space? What about those parking lots:

And it wouldn’t take a Ted Turner to do it. In all but a few states the Lowndes County Board of Education (LCBOE) could let a private company finance and install all those solar panels and then lease the electricity for a fixed rate for 20 years, greatly reducing the school’s electricity bill and promoting our local community, all without any expense to we the taxpayers.

But you can’t do that in Georgia! Because Georgia Power doesn’t want us to. Unless we get some laws changed. Follow the link for how.

PS: I haven’t forgotten Valdosta High School. All the economic advantages would apply just as well for the Valdosta Board of Education and Valdosta taxpayers. Even Valwood could do this and profit. If we get Georgia law changed to permit it.

Videos @ Joint Governments 2012 03 29

Here are videos of the entire “first annual Valdosta-Lowndes Governmental Leadership Meeting” that was held 6:30 PM 29 March 2012 in the Lowndes High School Lecture Hall. Here’s the announcement.

The meeting was introduced by Dr. Steve Smith, Superintendent, Lowndes County Schools. Lowndes County Schools had a written position statement, with everything from a broad variety of test scores and other metrics to specific examples of existing collaborations such as loaning busses to the Valdosta School System for away sporting events.

Dr. Smith clarified that:

This is not a community forum, it is not an open dialogue.
He told me before the meeting started that he was concerned that if they opened it up to questions from the audience it would take all night and it had been hard enough to get the various elected officials to show up at all without expecting them to stay for that. I didn’t see but maybe a dozen non-elected audience members, so I wonder whether that really would have happened, but I applaud the various governments for collaborating at all. He did say if you had a question you could write it down and hand it to a member of your elected government or school board. He also indicated that committees might form, not that evening, but perhaps growing out of that evening’s meeting. He reiterated this meeting was for brainstorming among the elected officials.

The elected officials included Valdosta Schools Superintendent and many VBOE members, Lowndes School Superintendent and Superintendent-elect and many LCBOE members, Valdosta Mayor, City Manager, and many city council members, and Lowndes County Manager, Clerk, and voting commissioners, but not the Chairman.

Wes Taylor, Lowndes High School Principal & Lowndes County Schools Superintendent Elect talked about finances.

Valdosta Mayor John Gayle said we’re regional now (regional hospital, regional university, etc.). He talked about how Troup County went about landing the Kia plant, which had to do with each governmental entity taking a role and collaborating. (It had nothing to do with school consolidation.)

VBOE member Vanassa Flucas said they try to put everything related to their schools on their website, in an effort of transparency for parents and students. Plus:

We noticed that since we put our strategic plan on our website approximately three years ago, it was very well received. It was very heartening; people could find the information that they wanted.

They come to school hungry; they come to school homeless — Bill Cason @ Joint Governments 2012 03 29

Breaking from the agenda of the first annual Valdosta-Lowndes Governmental Leadership Meeting, Valdosta School Superintendent Bill Cason rose above tactics and talked about vision and the root of the matter: poverty.

Supt. Cason started talking about teenage pregnancy and drug use, and then got to the heart of the matter:

They come to school hungry; they come to school homeless. Last year we identified more than 200 homeless kids in our school district. We can talk about all of these other things, but until we can address those as a group, every public entity in this room, is willing to get together as a team and address those issues, we forgot the most important thing we deal with, that is our students.

[applause]

They will be the future leaders of this community. And if you want to see Valdosta take a backwards slide, then let this problem run as it is and you will see. I’ve seen it before in other communities, and I’m seeing it here now. This is not something we can wait on; it has to be done now. So if we want to really be serious about what we’re talking about tonight, educating our children, having a viable community, having a good community, having recreational facilities everybody can use, then you need to begin to address these problems not only with our mouths, but with our money and with our resources. And until you do this, then we’re going backwards.

Poverty is the root of the matter. It’s great that the local goverments and school boards are talking, and they can tinker around the edges all they want, but until they get serious about poverty in our community, educational improvements and the future of the community will be severely limited.
