Lowndes County could stop biomass plant

VDT is not quite right when it says Only city can stop biomass. The Lowndes County Commission could do it.

According to Ashley Paulk, a few months ago VLCIA approached the Lowndes County government, asking them to ask VLCIA not to extend Sterling Planet’s contract for the biomass plant. Chairman Paulk refused to accept that hot potato and instead laudably told the community what was going on. Yet there was a bit of a good idea in what VLCIA was asking. Lowndes County could pass an ordinance such as VDT is suggesting banning the incineration of human feces.

Remember, Lowndes County rezoned the land for the plant. It’s time to review that rezoning to see if in light of new information it should be rescinded. According to the VDT, Wiregrass Power LLC supplied a fake timeline, so it wuld not be interesting to know what else they said wasn’t true?

For that matter, wasn’t the rezoning to build a certain biomass plant according to a certain plan which has no expired? Maybe the rezoning is already null and void and the Commission just needs to declare it so.

Short of that, the Lowndes County Commission could demand transparency from VLCIA:

Biomass plant land offer: Industrial Authority board meets this morning

A usually reliable source tells me that this morning at 8AM VLCIA will hold a special called board meeting to consider a specific dollar offer from Sterling Planet for the site of the proposed biomass plant. I see nothing in the public notices online. The Industrial Authority’s own online calendar has today marked, although it doesn’t say for what. The VDT’s online calendar does have it listed:

The VDT calendar doesn’t say what real estate, but the source has usually been correct before. Since it’s about real estate they’ll probably go directly into executive session, which means the public can’t attend that part. However, public can attend the public street outside.

No land for solar in Georgia?

Nelson Hawk, after an excellent panel presentation at the Georgia Solar Summit, repeated the old canard that there’s not much land available for solar in the southeast. I couldn’t stand it, and blurted out “parking lots!” And airports, and road rights of way, and, let me think: rooftops! Or waste water treatment plants, like Valdosta just used, or barns on the north edges of fields, or the acreage Georgia Power is wasting on nuclear plants, or….

Dan Corrie notes that Cobb EMC bought up 3600 acres in Ben Hill County for a coal plant. That acreage could generate quite a bit of solar power!

Why all those VLCIA special meetings?

Here’s the VlCIA board approving minutes for some of those recent meetings, although you can’t tell what they were for, since they were listed on the agenda like this:

VLCIA land accounting

Chairman Jerry Jennett is asking for an accounting of the land VLCIA has bought using their $3 million a year in dedicated 1 mil property tax and $15 million in bonds that Lowndes County guaranteed for them. And it seems that much of it is in lots too small to be useful.

While the VLCIA board was approving minutes for their 17 May 2011 regular meeting, Chairman Jennett said this:

On the last page, where we’re talking about the industrial park acreage, this is real good the way you’ve presented this, it shows Azalea West 17 acres Lake Park 10, Hahira 10, [?] 165, Miller 220, West Side 155.

Let me ask you that in future you do one more thing. That you tell me how many 100 acre sites you have, how many 50 acre sites you have, and how many 25 acre sites you have,

Then I’m going to assume that everything else is ones, fives, and tens. And my point would be that we track those, and that when someone comes with a project that and they need 200 acres, we can’t do it. But I think there might be room for at least one and maybe two 100s. I think that’s important when we think about people….

It’s good Chairman Jennett is having Col. Ricketts keep track of all this land VLCIA has acquired. He started on this project at Brad Lofton’s last board meeting, when he asked Lofton about lot sizes. I look forward to the results.

How did Lowndes County approve a contract with VLCIA that could force raising taxes?

We’ve seen that the inter-governmental contract between Lowndes County and the Valdosta-Lowndes County Industrial Authority (VLCIA) could force the county to raise taxes to pay for VLCIA’s debts. How did the county pass such a thing? Apparently in a rush, with little review.

Matt Flumerfelt wrote in the VDT 19 November 2008, County approves bond issue:

LOWNDES COUNTY — The Lowndes County Commission heard a presentation Tuesday evening from Glenn Thomson, Alston & Bird LLP regarding a bond issue the County has entered into for the purpose of providing needed funding for the Valdosta-Lowndes County Industrial Authority.

After the presentation, a vote was taken accepting the issue and Lowndes County Commission Chairman Rod Casey, County Attorney Walter Elliott and County Clerk Paige Dukes adjourned to an adjoining chamber to complete the signing of the documents that will enable the Industrial Authority to negotiate for the acquisition of property pursuant to their mission of attracting manufacturing and other businesses to Lowndes County.

Bond Counsel, Glenn Thomson, stated, “Mr. Chairman and Commission, I would like to take this opportunity to thank you for your time and brag on your staff and consultants. Your staff put this transaction together very quickly. In fact, the underwriter’s counsel remarked that he had never encountered county employees and staff that had worked so diligently and that due to their preparedness and hard work, he was able to put his information together in near record time. Their performance and that of County Attorney, Walter Elliott, who worked tirelessly on this project as well, is a tremendous credit to those responsible for managing the business of the county.”

Lowndes County has to pay Industrial Authority’s bond debts

According to the Intergovernmental Contract between VLCIA and Lowndes County:
WHEREAS, the Authority and the County propose to enter into this Contract, pursuant to which the Authority will agree, among other things, to issue the Bonds, and the County will agree, among other things, to pay to the Authority amounts sufficient to pay the debt service on the Bonds.
So it seems the Lowndes County Commission committed the county, that is, we the taxpayers, to pay the debt service on $15,000,000 in bonds issued by VLCIA.

Still, what did VLCIA want $15 million in bonds for when it already gets $3 million a year in its own tax millage?

WHEREAS, the Authority proposes to acquire and develop one or more parcels of land located in the County for potential economic development purposes (the “Project”);

Wiregrass Technical College wants to expand onto some land owned by the Industrial Authority, using SPLOST funds.

Chairman Jerry Jennett:

The point is they’re landlocked.

And so what you want to do is you want to take what your tract is now and have the ability to expand your building in the future. You want to move your training facility now and….

And what about all that land?

In addition to a news story about Brad Lofton moving on up to Myrtle Beach, the Valdosta Daily Times also had an editorial yesterday (14 March), Lofton’s leaving a void in which they make some good points, including:

While the search is on for a new director, now is the time for the city, county and industrial authority board to come together to make some decisions about the organization and what the community leadership needs and wants it to be.
Here are a few modest suggestions along those lines, including considerations such as water.
