A million and a half dollars, mostly for insurance, on the agenda for the final Lowndes County Commission session of 2020, and that’s not counting the many-years-long ramifications of rezoning for new subdivisions and acquiring right of way for a new road.

Lowndes County Development Authority Terms are up for Brooks Akins, Gary Cannon, and Jerome Tucker. Cannon and Tucker want reappointment, and the Commission almost always reappoints.

In 2006, for a more complicated plan on the same site, GLPC recommended denial 7:0, County Commission denied 2:0. What did GLPC vote this time? 2 Appointments, 3 rezonings, MIDS Bus, WM buying ADS, Debris Removal @ LCC 2020-11-09

Waste Management has bought Advanced Disposal Services.

Lowndes County, Georgia, is buying up three Lee Street lots north of the County Palace, adding to the county’s holdings between Ashley and Lee Streets south of Webster Street in Valdosta. They will discuss 8:30 AM Monday and vote 5:30 PM Tuesday.

Clint Joyner wants his new roads in Knights Landing Subdivision off of Knights Academy Road to be called Countess Court, Bishop Court, Duke Court, and Duchess Court.

Commissioner Joyce Evans and Michael Smith want to be reappointed to the Valdosta Lowndes County Conference Center and Tourism Authority. J.D. Rice wants to be appointed to a vacant seat on the Lowndes County Public Facilities Authority.

Videos: Verizon Country Club tower, halfway house, and Providence Missionary Baptist Church @ GLPC 2020-01-27

Surprisingly the longest item on this (possibly) longest-ever Planning Commission agenda was 5. CU-2020-01 Verizon Wireless, conditional use cell tower at Country Club, clocking in at almost an hour, accounting for almost a third of the more than three-hour meeting, and getting a denial recommendation on a split vote of 6:3:1.

Second longest at more than forty-two minutes was 6. CU-2020-02 Natalie Bailey, 4019 Forrest Run Circle – Halfway House, resulting in a very unusual unanimous recommendation for denial. The actual decision will be made at the Valdosta City Council meeting tonight.

Usually church requests sail through, but 13. HA-2020-01 Providence Missionary Baptist Church, 707 West Park Street, took more than sixteen minutes, largely to everyhone acting as a committee designing an access ramp which turned out to already be there.

Pete’s Otto had it pretty easy at nine minutes Pete’s Otto was previously at GLPC in January 2017 about establishing its business, and at the Valdosta-Lowndes County Zoning Board of Appeals (ZBOA) in in July 2019 about setbacks.

This may be the longest agenda ever for the Greater Lowndes Planning Commission, meeting tonight at 5:30 PM. Gretchen Quarterman will be there with the LAKE video camera.

2 Valdosta, 1 Lowndes, Officers, Calendar @ GLPC ZBOA 2019-11-05

In an unusual move, Valdosta Engineering and Stormwater Departments jointly wrote half a page proposing a different parking arrangement than the applicant asked for from ZBOA, on the agenda for this Tuesday afternoon.

“[V]ariances are designed to provide an opportunity for relief in circumstances beyond design’s control where it would be difficult if not impossible to meet the regulations,” said city staff, about APP-2017-07 — Messiah Lutheran Church, on the the agenda for this afternoon at the decision-making Valdosta-Lowndes Zoning Board of Appeals. Videos: Office in the woods, B&B, Church @ GLPC 2017-10-30

Well, it wasn’t all that brief, because 3. REZ-2017-11 Dasher Johnson & Howell Roads for an office far away from any similar zoning was contentious and almost 40 minutes long, with a split vote against, although later the Lowndes County Commission passed the rezoning anyway.

Second longest was 4. CU-2017-05 206 East College Street (B&B) at almost nineteen minutes. Everything else sailed through.

Videos: Inner Perimeter Overlay Zone, Personal Care, and Estate Agriculture @ GLPC 2017-04-24

The Planning Commission welcomed a new member, Mrs. Vicki Rountree representing Hahira, but neither Valdosta’s nor Lowndes County’s websites have her listed; they both still list Ted Raker for Hahira.

They unanimously recommended a split rezoning to conservation and E-A for REZ-2017-04 Jeffrey Taibl, and they unanimously recommended REZ-2017-05 Cody Califf’s rezoning of agricultural to residential development. Nobody spoke for or against either Lowndes County case, both of which are on the Lowndes County Commission agenda for this Monday and Tuesday.

The front yard was the main concern on the Valdosta case about the CU-2017-02 Personal Care Home on Hollywood Street, which they recommended unanimously after adding a condition to keep staff from parking on the street. The other two Valdosta cases involved the Inner Perimeter Road Corridor Overlay District of Valdosta’s Land Development Regulations. CU-2017-03 Flint Equipment wants to be an additional John Deere dealer, and Planning Commissioners unanimously approved their request, which had already been slightly reduced by city staff. VA-2017-07 Sapelo Sound Investments wants “signage ability like their commercial neighbors” and Planning Commissioners unanimously recommended that.

Inner Perimeter Overlay Zone, Personal Care, and Estate Agriculture @ GLPC 2017-04-24

Two of the three Valdosta cases for tonight involve the Inner Perimeter Road Corridor Overlay District of Valdosta’s Land Development Regulations. The other Valdosta case is about a Personal Care Home on Hollywood Street. The two Lowndes County cases on ‘ the Planning Commission agenda are opposite: REZ-2017-05 Cody Califf wants the usual rezoning of agricultural to residential development, but REZ-2017-04 Jeffrey Taibl wants to return to Estate Agricultural.

They also elected Gretchen Quarterman Vice-Chair since Scottie Orenstein was moving on the being on the County Commission, and re-elected Allan Strickland Chair.
