Packet: 2 Lowndes, 8 Valdosta, 1 Hahira @ GLPC 2024-10-28

The Loch Winn Farms subdivision rezoning on Loch Laurel Road, long delayed due to the Planning Commission not meeting because of lack of quorum and then hurricane, plus in between being tabled by the Lowndes County Commission waiting on Planning Commission review, finally got that on Monday, October 28, 2024.

GLPC also heard a new Lowndes County case, REZ-2024-17 Evans Property, Bemiss Rd., 0145B 100, ~1.4 acres, R-1 to C-H, “to allow the property to be used at its highest and best potential.”

Plus six Valdosta cases from the previous month’s GLPC agenda, and one new Valdosta case (a church) and one new Hahira case (a parking lot for a restaurant).

There are no LAKE videos of this GLPC meeting, because Gretchen was out of state as was jsq.

You may wonder, as I do, why doesn’t Lowndes County video it? Or why doesn’t Valdosta do facebook live, like for Valdosta City Council meetings?

One Lowndes County Case, six Valdosta cases @ GLPC 2024-09-30

One of the two county cases from the lack-of-quorum GLPC cancellation last month is back on the agenda for tomorrow evening. The other former case was passed anyway by the Lowndes County Commission, without GLPC review.

Videos: ULDC text amendments, Hahira Personal Service Shops, Valdosta PSS and rezonings @ GLPC 2024-03-25

The ULDC text amendments were on the agenda, at the Greater Lowndes Planning Commission, 5:30 PM, Monday, March 25, 2024. However, Lowndes County never published them for the public to see, so far as LAKE knows. But LAKE obtained a previous version of them by open records request and published that version of the amendments. Nobody spoke for or against the amendments at the Planning Commission, which then voted unanimously to recommend approval.

The Planning Commission also unanimously recommended approval of almost all the other cases. Except 7. VA-2024-06 Park-Hawthorne LLC (North Forrest Street Extension) – R-6(c) to R-M, which had two votes against.

They adjourned at 6:30, making it a 50-minute meeting, which was brief for the Planning Commission.

Why does Lowndes County want the Planning Commission (GLPC) and County Commission to vote on changes to the Unified Land Development Code (ULDC) before the general public has a chance to review and comment on them?

When even the number of ULDC items changed from 10 to 7 in the week before the GLPC meeting? When somebody asked for more time for citizens to review and comment on these changes, why did the County Planning consultant toss out four straw men? Why shouldn’t the general public have such opportunity when the Homebuilders were shown draft changes weeks ago?

Lowndes County Planning consultant Jason Davenport attempted to explain the ULDC amendments and why the county had not shown them to the general county citizenry, at the Greater Lowndes Planning Commission (GLPC). He said they had a plan for six public meetings and two social media posts. However, none of that had happened before this meeting. Continue reading

A longer version of the updates to the Lowndes County Unified Land Development Code (ULDC), including chickens and solar farms, is on the agenda for Monday evening’s Greater Lowndes Planning Commission (GLPC).

Rezoning for a boat and RV storage facility is on the agenda for the site of the biomass plant that was proposed a decade ago next to Valdosta’s Mud Creek Wastewater Treatment Plant.

Lake Park has a rezoning for a climate-controlled mini-storage facility.

Valdosta has two housing rezonings and a church rezoning.

Some day Lowndes County will put GLPC board packets on lowndescounty.com so no third party has to file open records requests and post the results. Larger and smaller counties in Georgia and Florida have been doing this for years.

The eight citizens who spoke against the Dollar General rezoning at GA 122 and Skipper Bridge Road get star billing.

GLPC voted 7:1 to recommend disapproval. The actual rezoning decision will be made by the Lowndes County Commission at its Regular Session, Tuesday, December 13th, 2022, 5:30 PM. If you don’t want that store in an agricultural area, attracting still more subdivisions still farther north in the county, call or write your county commissioner or come speak against at that meeting. If somebody wants to start a petition, that might also help.

Or you can jump to the full meeting, in which you’ll learn the Hahira deannexation was unanimously voted against, GLPC has a new board member, Ron Bythwood, and a new Chair and Vice-Chair starting in January.

Big rezoning inside Valdosta among 5 Valdosta cases, 2 Hahira, 3 Lowndes County @ GLPC 2022-11-28

Update 2022-11-29: Dollar General, GA 122 & Skipper Bridge Road @ GLPC 2022-11-28.

Inside the City of Valdosta, something may finally happen with the Loch-Winn Farms property off of James Road and Riverside Road, near the Withlacoochee River that has been becalmed since 2008. The inland part of the property may be rezoned for 130 house lots.

Hahira may get a Red Owl drive-through coffee shop with indoor and outdoor seating. And a landowner on Hagan Bridge Road wants to deannex some property from Hahira.

Lowndes County may get a subdivision way out west of Snake Nation Road, near the Little River: REZ-2022-18 Hilton, Chug A Lug Road, 0033 023B, ~8.3 acres.

In a milestone for Valdosta’s ongoing upgrades to its sewer system, tonight the Mayor and Council will approve the last two of 37 emergency standby generators for lift stations.

BUDGET IMPACT/FUNDING SOURCE: User Fees

HISTORY: To ensure continued sewage lift station operations during power outages and to satisfy the Georgia Environmental Protection Division requirements, the Utilities Department developed a scope of work to purchase two emergency standby generators. These generators are needed to prevent lift station failures due to power outages from storms or other unexpected causes. Several years ago, the City initiated a program to purchase standby generators or emergency standby diesel pumps for all of its existing sewage lift stations. These are the final two generators needed to complete the Program. Once they are installed, all 37 of our lift stations will have some form of dedicated emergency backup capability from generators and/or backup diesel pumps. Additionally, this will complete Condition 18 of the EPD Consent Order which requires the installation of fixed generators and/or backup pumps at all lift stations by September, 2023. Moving forward, all new City lift stations will include a dedicated emergency backup capability as part of their construction.

Hahira, Valdosta, Lowndes County rezonings @ GLPC 2022-02-28

At the February 28, 2022, Regular Session of the Greater Lowndes Planning Commission, the Valdosta annexation and rezoning requests, 10. VA-2022-02 11. VA-2022-02 Murray Staten Farms, LLC, were both withdrawn by applicant.

All the other requests were unanimously recommended for approval, some with conditions. The various elected bodies will decide.

In the longest time at nineteen minutes, Four citizens spoke against 5. REZ-2022-04 Radney, 5761 Long Pond Road. Donna Weldon, the President of the Long Pond Property Owners Association, agreed that with the revised conditions accepted by the applicant, the rezoning would be acceptable. Glenn Gregory, the last speaker, emphasized that still more duplexes could be built in that heavy traffic hazardous area. GLPC modified the conditions to retain the conditions prohibiting mobile homes and duplexes, and to add a minimum heated size. Unanimous recommendation for approval with conditions.
