Updated Packet: Lowndes County Commission @ LCC 2019-05-14

Lowndes County did supply the items missing from the May 14 and 15, 2019 board packet, on 11 June 2019, and those items are now on the LAKE website.

Videos: Tower and online packets @ LCC 2019-05-13

As expected, the longest item was about the 300′ communications tower proposed south of US 84 E. Second was bids for rotary mowers (really). And a Commissioner wanted to know what’s a blade.

Afterwards, at 9AM, was a special appearance by Tax Commissioner Rodney Cain and his staff, which at 16 3/4 minutes, took almost as long as the entire Work Session.

Sewer main replacement, 2 Authority appointments, roads and rezonings @ LCC 2019-05-13

Appointments to two more Authorities with no prior public notice nor requests for applicants: the Hospital Authority and the Airport Authority.

About the Hospital Authority:

HISTORY, FACTS AND ISSUES: The term of Dr. Mary Richardson on the Hospital Authority of Valdosta and Lowndes County will expire on June 1, 2019. Ms. Shirley Garland, Mrs. Elsie Napier, and Dr. Mary Margaret Richardson’s names have all been submitted for appointment.

For the Airport Authority, Anthony Payton’s term is up and he wants to be reappointed.

Lowndes County Commissioners will be hearing about a bunch of purchases and bids. Two of them are water items: Georgia Department of Transportation – TIA Project Agreement – Hightower Road/Cooper Road NE Paving and Drainage Improvements and Professional Services for Coleman Road Lift Station Force Main Replacement. Look at this about that lift station:

HISTORY, FACTS AND ISSUES: Lowndes County received a Proposal from Lovell Engineering for the engineering and construction plan preparation for Coleman Road lift station force main replacement. Coleman Road force main has experienced repeated failures and is in need of replacement. Coleman Road force main is the beginning of the main trunk line that transports waste water from the north Lowndes region to the LAS. Costs will be 9% of construction.

Lowndes County is replacing a sewer main because it has failed before. Wait, is this the same main from back in October, when Commissioners approved $99,935 to fix “The 16” force main between Coleman Road lift station and James Road”?

There are two transportation items: that TIA paving and drainage project, and Professional Engineering and Surveying Services for TIA Projects.

The two rezonings and the communications tower from the recent Planning Commission meeting are on the agenda.

No, we haven’t posted the LAKE videos of that Planning Commission meeting yet. Yes, we will do so soon. Meanwhile, Lowndes County has its own video equipment and editing software and could video Planning Commission meetings, and budget meetings, for that matter.

Hahira Honeybee Festival

Once again time for the Hahira Honeybee Festival, 29 September through 4 October 2014. Starting this morning with the “Kick-Off Breakfast 7-9 a.m. Community Center- Randall St. Everyone Welcome”

This festival is not run by the City of Hahira, rather by Hahira Honeybee Festival, Inc., registered agent Melba Locher of Shiloh Road, Helen Petitjean Secretary, Melba Locher CFO, Carol Jacobs CEO, according to the Georgia Secretary of State.

According to the Festival’s history page:

The Hahira Honeybee Festival was st arted in 1981 by Mamie Sorrell and Adeline Landrum. These two ladies loved Hahira and had a vision “to liven up city” with a weekend of Arts & crafts , Entertainment, and a parade. The weekend festival has grown into a week long extravaganza. Walton Family Foundation granted $1.05 million towards GA charter schools in 2011

The total amount of Walton family affiliate money backing the Georgia charter school referendum is far larger than Alice Walton’s $250,000.

In the Walton Family Foundation’s list of 2011 Education Reform Grants, there are two Georgia organizations:

Georgia Charter Schools Association Inc. 700,000

Georgia Family Education and Research Council, Inc. 350,000

GCSA has made the news quite a bit lately, and its name makes its purpose pretty clear. According to the National Association of Charter School Authorizers (NACSA), GCSA is a NACSA member. You remember NACSA, the organization that Zaid Jilani discovered was an ALEC member, and that bailed out of ALEC two days later. That was in May 2012, after the Georgia legislature passed the bill putting the charter school referendum on the ballot.

VLCIA Payments for 6 Dec 2010 biomass “Forum”

VLCIA spent more than $17,000 on speakers and catering for their 6 Dec 2010 “Forum”, according to VLCIA’s response to an open records request. Yet local speakers against the biomass plant who would have charged nothing were not invited to be on the panel. VLCIA insists on referring to it as an “information exchange”, even though their hand-picked moderator said “we’re not going to get into debate.”

Citizens can video police in Atlanta

Ride your bicycle, have to show a drivers’ license, get your camera stolen by police? Not in Atlanta any longer!

Bill Rankin writes some good news in the AJC, APD won’t hinder citizens who videotape cops,

Faced with complaints from a citizen watchdog group, Atlanta police will stop interfering with people who videotape officers performing their duties in public, an agreement reached with the city Thursday says.
The settlement, which also calls for the city to pay $40,000 in damages, requires city council approval.
The agreement resolves a complaint filed by Marlon Kautz and Copwatch of East Atlanta, a group that films police activity with cell phones and hand-held cameras. The group has volunteers who go out on patrols and begin videotaping police activity when they come across it.
