Florida sinkholes spreading real estate effects in same Aquifer as under Lowndes County

Florida real estate effects of sinkholes in the same Floridan Aquifer that underlies Lowndes County would be worth looking at before rushing to build Moody Housing around a sinkhole on Val Del Road. It’s not just the sinkhole that may widen, it’s housing prices that may drop.

Sinkholes may be as old as the earth itself, but the increase in sinkhole activity is new. The rush to reason why has put scientists, engineers and real estate developers at odds.

Some geological experts believe the sinkhole activity is increasing because developers are pumping more water out of the ground for new projects or for agricultural use. While acid in the water itself is what causes the limestone under much of Florida to dissipate and create the holes, the water also acts as a support. Add water from heavy rains on the top soil, and you’ve got a bigger problem.

It is even beginning to weigh on the recovering real estate market in Florida.

No mold or unpaid contractors this time for Moody Housing @ GLPC 2013-07-29

Unlike Moody AFB’s last go at privatizing housing, no mold or unpaid contractors this time, or so we’re told. But not so solid assurances that local contractors will be used. And what if this new thing turns into something radically different like Nelson Hill did only a short way up Val Del? GLPC Voting

Speaking for that proposed privatized Moody housing on Val Del Road, Lawyer Tom Kurrie said this was “an opportunity for our community”. He spelled out that the proposal was “90 homes for off-base houses, for enlisted personnel, non-commissioned officers, and officers”, with gates. He went on about Balfour Beatty‘s experience in building such housing, and their option to build Phase II, although at the moment they’re only requesting Phase I. He said “the unfortunate issue that took place with the prior development” would not occur with this one.

I can guess he’s referring to the mold issue, Beth Mahoney detailed in Little Rock Military Families Examiner 6 April 2009.

Or since he lauded Balfour Beatty’s credit rating, maybe he was referring to the nonpayment of subcontractors, as Kari L. Sands wrote for VDT, 4 March 2007, Military housing woes: Non-payment forces work on military housing project to stop.

Gated Moody housing on Val Del Road, REZ-2013-09 @ GLPC 2013-07-29

Only 81 of 396 proposed units have been built at current Moody Family Housing on Roberts Road. Why should we build more on Val Del Road?

At the 29 July 2013 Greater Lowndes Planning Commission meeting, County Planner Jason Davenport said that in addition to the initial materials for GLPC, he’d provided an update about Magnolia Grove, which was Phase I of Moody Family Housing. The real reason for the rezoning wasn’t stated in the initial materials given to GLPC. In the materials obtained through open records request, we can see that the GLPC agenda item contained the boilerplate “The general motivation in this case appears to be so that the subject property can be developed at a greater residential density.” In the update it’s assumed that the real reason is housing for Moody personnel, since Magnolia Grove is the existing Moody housing off of Roberts Road. Which isn’t even built out yet, as you can see in this map from the county Tax Commissioners, so why does Moody need more housing?

TRC and GLPC recommended subdivision that doesn’t improve traffic or safety, REZ-2013-09

What is so important about yet another subdivision of 360,910 square feet in 173 houses when we have a glut of houses that the TRC unanimously recommended it despite significant defects and omissions? According to Technical Review Committee (TRC) analysis, REZ-2013-09 Moody Family will not lessen congestion in the streets or secure safety from fire, panic, and other dangers. TRC also said the application didn’t meet ULDC standards and in somewhat tortured language: “although not a proposed condition, it should be noted on this request that a future traffic study will be required.” Why not require these things before even sending the application to the Planning Commission?

In email to the Greater Lowndes Planning Commissioners of 23 July 2013, forwarded to the applicants 29 July 2013, July 29th GLPC Lowndes County Rezoning Materials,

2) REZ-2013-09 Moody Family, 0072 191, Val Del Rd, 64.92 ac., 2 lots, R-1 to Residential PD, County Utilities

a) The TRC recommended approval of the request unanimously.

b) Additionally, although not a proposed condition, it should be noted on this request that a future traffic study will be required. Acceleration lanes/Deceleration lanes and/or a dedicated left turn lane may be required.

It would mean a lot if you can make it to the Council meeting (5:30 p.m.) as I plan to address this during Council Comments and hope that we can get input from the community regarding this statement below. The motion to table the issue is made by the Commissioners. Chairman Paulk thinks (and I agree) that this issue cannot be satisfactorily settled by December 11th and that the new Commission should take it up. It is not unusual for Chairman Paulk to weigh in on whether or not we should table an item. Often times he is in a unique position to give an informed opinion and in this case I concur.

The proposed text amendments, if approved, do not endanger Moody’s mission or survival. If I have my way, the MAZ will be strengthened in the areas closer to the base while easing development restrictions in the areas furthest away. Even a cursory glance at the ULDC and MAZ 1-3 reveals certain issues which must be addressed in an effort to be equitable.

SPLOST won in Houston County but not in Lowndes County: why?

Why did SPLOST in Houston County, Georgia win by a landslide while SPLOST VII in Lowndes County lost?

Houston County’s SPLOST passed in March 2012 by a landslide. Christina M. Wright wrote for The Telegraph 6 March 2012, UPDATE: Houston officials celebrate landslide SPLOST approval,

“This is a ‘thank you’ for the voters,” said Houston County Chairman Tommy Stalnaker as Warner Robins Councilman Paul Shealy presented the black and white sign. “They are the real victors of this thing tonight.”…

Unofficial results showed the SPLOST received 10,029 ‘yes’ votes to 4,799 ‘no’ votes. More affirmative than negative votes were cast in every precinct.

Thanks for your thoughtful and indepth answer.

Based on a conversation with the Chairman yesterday, it is my understanding that this issue will be tabled until sometime next year (Chairman-elect Slaughter will decide when to put it back on the agenda) because we are working with MAFB on a compromise as they are well aware of our mandate to balance property rights with protecting against base encroachment.

Interesting, I thought that the commissioners made the decisions about hearing or tabling an issue, not the chairman. While the chairman can set the agenda, it is my understanding that the voting members of the commission are the ones that actually get to make the decisions.

Since I’ve been on the County Commission we have made it a priority to constantly evaluate the ULDC and all zoning districts. MAZ 1-3 is no exception and must be evaluated to make sure that it is balanced and consistent.

I appreciate that.

We have discovered a few inconsistencies with the MAZ which are not practical and making adjustments will in no way put Moody Air Force Base in peril. I was recently informed that Lowndes County is the only community in the country with a MAZ, which means we have gone to greater lengths than any other community to protect against encroachment. Making minor adjustments is necessary with all ordinances and, even if the proposed changes are made, we still have the only MAZ in the country. Making minor adjustments in an effort to promote consistency and eliminate duplication is not equal to an all out assault on Moody.

I have many concerns about the continued presence of Moody AFB in our community. Moody is a $400M+ economic engine and its loss or reduction

The following is our honest responses to HUD and in response to the City of Valdosta’s 8th Year of responding to HUD CPMP Consolidated Annual Performance and Evaluation Report. This includes Narrative Responses to CAPER questions in relations to and with the Consolidated Planning Regulations and questions from the general public as highlighted on page 5, paragraph 1.


CITIZENS VIEW POINT AND RESPONSES: {GEORGE BOSTON RHYNES AND JOHN ROBNISON} after reviewing all previous CAPTER’S and the city’s responses to them, I commend the City of Valdosta for responding to HUD in an extremely professional manner on paper. One can see and feel the professional prowess involved in providing these answers the City of Valdosta has placed on paper over the city’s (long) historic past. However, when one looks deeper into the problems facing our beloved community, one will find the following to be as Paul Harvey would say the rest of——-the story!

GENERAL QUESTIONS: The City of Valdosta’s response on the issues remains the same as reported in many other CAPERS such as:

  • City attained the goal of:
  • # of homes was brought up to code.
  • Worked in conjunction with——
  • to train, resident information sessions were held that yielded nearly 30 attendees etc.
  • Staff continues to…., Overall, the city is pleased with the second Consolidated Plan Submission.
  • (3.a) The city hosted several Section 3 Information Sessions and will continue to provide more information to…. Work with local community and faith-based organizations to identify and address.
  • I could go on and on with these highly professional lines of what some see as solutions to the real problems in the City of Valdosta, Georgia. However there is another side and forgive me for not going through the complete CAPER in the above manner. I am sure your time is valuable; therefore I will cut through the chase and provide the following in response to the City of Valdosta RESPONSES. Not only to this CAPER but others we have read and taken into consideration:
