Bethany Drive & River Run Passed over GLPC recommendation, Lowndes County Commission, February 11, 2025

The longest items Tuesday evening were the same that had had opposition in the Planning Commission.

5.a. REZ-2025-01 Hurtado Property, Bethany Dr., ~6.4ac, R-A to R-1 after much opposition and discussion passed 3:1 with a condition: no more than 5 residences.

5.d. REZ-2025-04 River Run Farm, 6490 River Run, ~27ac., C-C to R-21. passed 3:2 with Chairman Bill Slaughter breaking a tie.

Commissioner Mark Wisenbaker was not present the entire meeting.

Everything else passed unanimously.

For 5.c. REZ-2025-03 Thomas Linville, 4888 Break Thru Rd., ~16.3ac, R-1 to E-A the applicant clarified that he does not use chemicals for fire retardant, only water, most of his work is computer work, and there will be no big light on the property.

Two items passed 3:0 because a Commissioner had stepped out of the room.

Commissioner Smith was out for 6.a. Resolution Authorizing Lowndes Co. Tax Com. to Receive Checks etc..

Commissioner Orenstein was out for 6.h. Rules and Regulations for Claims for Refunds of Taxes

For 6.f. Acceptance of Hazard Mitigation Grant for Generators Commissioner Orenstein noted that when Ashley Tye fixes a problem, it does not cost the county anything. See also 7. County Manager Report about FEMA, GEMA, and water wells.

Update 2025-02-11: Videos: Four rezonings, mobile home decals, Lift Station Pump, Tax Refunds @ LCC Work 2025-02-10.

Lowndes County Commission staff has discovered that The Crescent has its own 1975 local constitutional amendment and 1978 resolution by the County Commission making it tax exempt.

Monday morning the County Commission will review and Tuesday evening it will decide the Bethany Drive rezoning for which the Planning Commission recommended denial 8:1 and the River Run Road rezoning near the Alapaha River for which GLPC recommended approval with a condition 6:3, as well as the other two rezonings.

Video: New County Planner, Juvenile Justice, TIA Old US 41, Two Oaks at Bemiss, Hazard Mitigation @ LCC 2020-05-12

Video has appeared on lowndescounty.com of the May 12, 2020 Regular Session, and the minutes. It is 11:48 long, of which 10:48 was actual business. The video reveals there is a new County Planner, J.D. Dillard. We also learn from the video (but not from the minutes) the extent of the Old US 41 widening.

Update 2020-06-05: Lowndes County video has appeared, revealing several things not in the minutes.

LAKE did not video the May 12, 2020, Regular Session of the Lowndes County Commission, due to pandemic. There was no telephone dial-in and no facebook live. The last Lowndes County Commission video of its own meeting was February 25, 2020. So the only record will be the Minutes, which we may or may not see before their next meeting, which is this Tuesday.

We get a location map but no indication of future county tax-paid costs of upkeep for the infrastructure for Two Oaks at Bemiss.

[Location Map]

Yet we get evaluations by three different people of three proposals for the Lowndes County Hazard Mitigation RFP; winning bid $20,000.

The packet contains only the agenda sheet and a signature page for a resolution for the GDOT TIA Old US 41 Widening; the actual Resolution is missing. Continue reading

Update 2020-06-05: Lowndes County video has appeared, revealing several things not in the minutes.

Update 2020-05-23: Packet: Juvenile Justice, TIA Old US 41, Two Oaks at Bemiss, Hazard Mitigation @ LCC 2020-05-12. There are no videos.

The lightest agenda for Tuesday’s Lowndes County Commission Regular Session that I’ve seen in a while will be voted on Tuesday in the Commission Chambers with masks. No teleconference. Presumably the County will be videoing and putting that on YouTube, as they usually do with Regular Sessions. There is no Work Session.

Also less expensive than most Commission meetings:

CostWhat
$330,854CJCC Funding FY 2021 Juvenile Justice Incentive Grant Application Regular Session DATE OF MEETING: May 12, 2020
$20,000.00FEMA Lowndes County Hazard Mitigation Request for Proposal Regular Session DATE OF MEETING: May 12, 2020
$350,854Total

Even on the least expensive item this time, Lowndes County Hazard Mitigation Request for Proposal, “Lowndes County recently requested pricing proposals from qualified contractors…” The RFP is on the county’s website.

Unlike the more expensive stream monitoring project of last month’s meeting, for which there was no RFP and no bids.

This item has no cost cited, but will cost the taxpayers for road maintenance in the future: Adopt Resolution accepting Infrastructure for Two Oaks at Bemiss.

Hazard mitigation and some licenses at County Commission 24-25 October 2011

Last Monday there was a hearing about hazard mitigation plan updates which I, uh, showed up late for. Ten minutes late, which, given that nobody else showed up at all, meant that the county staff went home, so as to avoid wasting taxpayer dollars presenting to an empty room. That was the second and last public hearing So if you want to see that presentation, your last chance is Monday morning at the County Commission Work Session:
4. Hazard Mitigation Plan Update Presentation (work session only)
That is not a public hearing, so you can’t speak. They did hold two public hearings at which you could have spoken.

Other items include a beer and wine license (these are often controversial), an employee health care plan renewal (I think that’s what Section 125 is), and a telephone company site lease agreement. Plus:

7.c. Travel policy

Here’s the agenda.
