Packet: Appointments to ZBOA, Library Board, Hunter rezoning again, alcohol, insurance @ LCC 2022-07-25

Update 2022-07-25: Videos: Seven minutes, mostly insurance @ LCC Work 2022-07-25.

Back this morning on the Lowndes County Commission agenda, after being tabled two weeks ago because of confusion over 2 or 7 acres, and over road frontage without rezoning signs, the packet pages for REZ-2022-13 Hunter Property are the same as last time, except for a better scan of the survey plat.

John Hogan wants to be reappointed to the Valdosta-Lowndes County Zoning Board of Appeals (ZBOA) and J. Elveta Miller wants to be reappointed to the South Georgia Regional Library Board (SGRLB). There’s a beer and wine license.

And the big-dollar item is $898,852.00 to the Association of County Commissioners of Georgia (ACCG) for property and liability insurance.

At 22 minutes, that was probably the fastest Greater Lowndes Planning Commission meeting ever, on June 27, 2022.

The cases were so uncontentious that Chair Vicki Biles greeted the audience with “Welcome, lady and gentleman.” The lady was Gretchen Quarterman with the LAKE video camera. Lowndes County Commissioner Joyce Evans also arrived.

Nonetheless, there was one split vote.

One big Dasher, two small Lowndes County rezonings @ GLPC 2022-06-27

Update 2022-07-11 Packet: the two Lowndes County Rezonings @ GLPC 2022-06-27.

The big Dasher item is to split out a couple of parcels for children, at the Greater Lowndes Planning Commission (GLPC) Regular Session Monday evening, June 27, 2022.

One of the two Lowndes County cases looks like they want to build a store. The other is a rare case of rezoning to more rural.

Videos: 4 long Lowndes County cases + 2 long Valdosta cases @ GLPC 2022-05-23

Update 2022-06-14: Agenda, 4 rezonings, 2 xourts, 1 appointment, and a big ARPA-funded water project @ LCC 2022-06-16

An overflow crowd, some in the lobby, came for the four Lowndes County cases at the Greater Lowndes Planning Commission, May 23, 2022. Two of the Valdosta cases were also contentious. The whole meeting took more than three hours, so long there was griping about people getting hungry. The door alarm went off at 8 o’clock, but they plowed ahead with three remaining cases. When they adjourned at 8:52 PM, nobody was left in the audience but Gretchen Quarterman with the LAKE video camera.

One county and one city case were on James Road. The county case got a unanimous recommendation to deny, moved by famously pro-development Franklin Bailey. The Commissioners really did not seem to like “speculative commercial use on the subject property.” Continue reading

5 Valdosta rezonings, 1 Hahira ordinance amendment, 4 Lowndes County rezonings with without packets @ GLPC 2022-05-23

Update 2022-06-03: 4 long Lowndes County cases + 2 long Valdosta cases @ GLPC 2022-05-23, including the board packet materials for the county cases and the minutes for the previous meeting.

Everything from a pair of personal care homes to a fraternity to a church to the Salvation Army wants rezoning or variances at this evening’s Greater Lowndes Planning Commission (GLPC) meeting.

LAKE has no materials for the Lowndes County items, and no copy of the draft minutes from the previous meeting, because Lowndes County has not yet sent them in response to a LAKE open records request.

Videos: Camelot Crossing subdivision tabled for two weeks @ LCC 2022-04-12

The Camelot Crossing subdivision, with no currently-planned outlet on Val Del Road, was tabled for two weeks at the request of the opponents, who filled the room. The county also still has an issue with a chokepoint through which both exits route, as mentioned by Commissioner Clay Griner, who made the motion to table, seconded by Demarcus Marshall. Commissioner Mark Wisenbaker said there was an outlet onto Old US 41 North, and he voted against tabling.

Commissioner Scott Orenstein mentioned that the YMCA still plans to build “an aquatic center” on its nearby property.

The other two subdivision rezonings were approved unanimously, as were all the other voting items.

Videos: Camelot Crossing subdivision tabled for two weeks @ LCC 2022-04-12.

An updated plan that no longer has any egress onto Val Del Road arrived Friday for 6.b. REZ-2022-07 Hayden Park. Nonetheless, the turn lanes on Val Del Road were already scheduled as a T-SPLOST project, expected to be completed in 2023. Not clear whether there are two egress points in the current plan.

The county’s sound system is working, so the LAKE video camera was plugged into it at yesterday morning’s Lowndes County Commission Work Session.

Thanks to Joe Brownlee of Georgia Power for getting Lowndes County to agree to Electric Vehicle Charging Stations at the county palace.

REZ-2022-06 Kinderlou Forest aims to go pretty close to Spring Branch and the Withlacoochee River.

The agenda item for REZ-2022-07 Hayden Park, Camelot Crossing & Val Del Rd says “BUDGET IMPACT: N/A” for “a mixture of residential and commercial sites for development in various stages.” Yet the Lowndes County Commission board packet contains 52 pages of traffic study for the intersection of Val Del Road and North Valdosta Road. Staff notes “Plans for two left-turn lanes from Val Del to North Valdosta Road are anticipated to be complete by 2023.” The applicant’s Letter of intent says, “Lowndes County has been wise to pro-actively invest in infrastructure here, anticipating and preparing for new growth.” Continue reading

Two Hahira variances, two Lowndes County rezonings, four Valdosta rezonings and an annexation @ GLPC 2022-02-28

Update 2022-03-07: LAKE videos.

Two small lot variances in Hahira, two small lot rezonings in Lowndes County, three small rezonings in Valdosta, and one big annexation and rezoning by Valdosta, 35 acres for Murray Staten Farms, LLC, 3550 Lake Laurie Drive, all on the agenda this evening for the Greater Lowndes Planning Commission (GLPC). GLPC recommends, and the elected bodies decide. For an annexation, the Lowndes County Commission will have to state whether it objects before the Valdosta Mayor and Council decide.

There’s no parcel listed for 3550 Lake Laurie Drive by the Lowndes County Tax Assessors. Why the agenda can’t just tell us which parcels is mysterious.
