You can now see the proposed Alcoholic Beverage Ordinance the Lowndes County Commission intends to adopt this evening at 5:30 PM, and something about the infrastructure they intend to approve for the Camelot Crossing Commercial Development.

Raymond Conner wants to be reappointed to the Lowndes County Division of Family and Children Services (LCDFCS).

Three court grants require county matches, plus Microsoft has left little option but for shifting to Microsoft Exchange Online.

Did you know Lowndes County is going to hold two Budget Public Hearings this coming week?

One will be 9 AM Monday morning, after the Work Session. I found that one on lowndescounty.com by googling for it. Monday is actually June 22 according to every other calendar; nevermind what that notice says.

The other Budget Public Hearing will be 5 PM Tuesday evening, before the Regular Session. Gretchen found that one in the Valdosta Daily Times via a google alert.

They will both be in the Commission Chambers on the second floor of 327 North Ashley Street, Valdosta, Georgia.

Update 2026-06-19: Notice: Two Budget Public Hearings @ LCC 2026-06-22.

It would be interesting to see the Alcoholic Beverage Ordinance the Lowndes County Commission will be voting on Tuesday evening, and the infrastructure they intend to approve for the Camelot Crossing Commercial Development.

But there is nothing on the county website but the bare agenda, and the county has not yet responded to an open records request for the board packet.

We do know that Tuesday evening at the 5:30 PM Regular Session you can speak in Citizens Wishing to Be Heard.

But not at the 8:30 AM Monday Work Session, where you do get to hear staff and Commissioners discuss agenda items.

LAKE still does not have the board packet, even though the LAKE open records request went to Lowndes County at 8 AM on Tuesday, June 16. I would think Tuesday, Wednesday, and Thursday count as the three days permitted to respond to a Georgia Open Records Act (GORA) request. If so, they’re late.

I’ve included a map of Camelot Crossing from the Lowndes County Tax Assessors website. I’ve marked some well-known nearby sinkholes. I wonder how many of the other visible wetlands are also sinkholes?

Proposed Local Act for Local Homestead Option Sales Tax (LHOST) @ LCC 2026-06-09

At their June 9, 2026, Regular Session, the Lowndes County Commissioners added an item about El GHOST or something to the agenda. That turned out to be a Local Homestead Option Sales Tax (“LHOST”).

The Commissioners unanimously approved sending a draft act to the legislative delegation for the mid-June, 2026, Special Session of the Georgia General Assembly. We now have a copy of that draft Act. Which says the Act has to be approved by a two-thirds majority in both the Senate and the House, and then placed on the November ballot.

Yes means an additional one cent sales tax, for a total of nine cents, starting January 1, 2027.

That tax will apply only to the unincorporated areas of Lowndes County. Which should be interesting for chains that have stores both in unincorporated Lowndes County and in Valdosta: you’ll get to pay a penny more in the county.

The effect of this new tax would be further homestead ad valorem tax exemption for property owners, with the difference paid for by everyone who pays sales tax. This is the most regressive type of tax, in that even the poorest people have to pay it. Also, the businesses that collect this sales tax will get no benefit from it. Well, businesses in the city may get a benefit of more customers because they do em collect this tax.

Senate Bill 33 passed in 2026 authorizes a Local Homestead Option Sales Tax (“LHOST”) to fund homestead exemptions granted by local Act of the General Assembly and approved by voters by referendum.
Staff and the County Attorney have prepared the attached draft proposed local Act providing for an LHOST in Lowndes County. It is based on a sample prepared by ACCG.

Update 2026-06-15: Proposed Local Act for Local Homestead Option Sales Tax (LHOST) @ LCC 2026-06-09.

The bulk of this long meeting was not on the agenda: another one cent sales tax, a report about services at Leila Ellis, and eight citizens wishing to be heard. Well, those citizens were collectively on the agenda of the Tuesday evening Regular Session of the Lowndes County Commission, but the other two items were not.

By far the longest item at 21 minutes was added to the agenda at the beginning of
7.f. LHOST Consideration, SB 33 Special Local Homestead Option Sales Tax The title is my guess; I think Chairman Bill Slaughter just said LHOST.

We do not yet have the draft legislation the Commissioners unanimously approved sending to the Georgia legislature to enact this additional one cent sales tax, because I didn’t think to request it until this afternoon. Why the slides and the legislation are not on the county’s own website is mysterious.

They approved everything else unanimously, including reappointing James Ramsey and appointing Gary Wisenbaker to the Valdosta-Lowndes County Zoning Board of Appeals: his brother Commissioner Mark Wisenbaker recused himself.

They appointed James Warren to the Valdosta-Lowndes County Airport Authority.

They reappointed Andy Griffin and Scott Purvis to the Lowndes County Public Facilities Authority.

The longest regular item discussion at almost seven minutes was of the Industrial Authority Series 2026 Bonds.

Another long item (almost six minutes) not on the agenda occured when as part of the County Manager Report Paige Dukes asked Probation Director Ferlisha Rountree to talk about about services at Leila Ellis.

Six citizens spoke about the potential datacenter on Coleman Road: George Fisher, Jimmy LeFiles, John Smith, Amy Wiegenstein, Sarah Riggle, and Suwannee Riverkeeper John S. Quarterman.

Also, Skyler Ramen(sp?) said his paycheck increases less than rent does and Robert Willis would like speed bumps on Danieli Drive in Lake Park.

It’s a relatively light agenda for the Lowndes County Commission Work Session Monday morning at 8:30 AM and its Regular Session 5:30 PM Tuesday evening.

Nobody seems to know anything about the mysteriously withdrawn-by-applicant TWR-2026-01 Salem Church Tower.

There are appointments to three boards, a small Lake Park subdivision rezoning, an alcohol license.

The big ticket items are:

eligible project costs up to $13,252.000.00 from TIA for the Old US 41 North widening,
a GEFA loan for $2,812,500.00 for bypass pumps at all county sewage lift stations,
$2,664,355.90 from TSPLOST for Twin Lakes Road work,
$1,248,947.00 for ACCG IRMA Property & Liability Insurance Renewal.

And the county is doing a supplemental agreement for Industrial Authority Series 2026 Bonds.

The Greater Lowndes Planning Commissioners unanimously recommended approval of all the cases, except the communications tower, which was withdrawn by applicant.

They spent by far the most time (17 and a half minutes) on 5. CU-2026-03 Request by Latoyona Speed and San Antonio Graham for a Conditional Use Permit (CUP) for placement of a mobile home in a Single-Family Residential (R-6) zoning district. They even suggested orienting the doublewide parallel with the street, until they realized that would leave only half a foot setback on each end.

Yesterday we finally got half of the missing items from the board packet for the Tuesday evening Planning Commission. We got the draft Minutes of the previous meeting, but not the materials for the withdrawn communications tower item.

The Greater Lowndes Planning Commission (GLPC) almost never modifies their minutes from the initial draft. For example, for the June 30, 2025, GLPC meeting, there is no difference, other than the lack of a big slanted DRAFT marker, between the draft minutes and the approved minutes, by my visual and mechanical comparison. The approved minutes came from the Archive Center linked at the top of the Agenda Center page on lowndescounty.com.

The county could just go ahead and put the minutes of the previous meeting in the agenda center when they post the agenda for the current meeting.

The agenda also is not approved until the actual meeting, and sometimes changes. For example, for the May GLPC meeting, the TWR-2026-01 item was withdrawn after the agenda was posted.

I do not understand what advantage the county thinks it derives from lack of transparency.

We got the other Lowndes County parts of the GLPC packet for May 25 on May 22, in response to a LAKE GORA request of May 19. The City of Valdosta had already sent their items, and the other municipalities had responded saying they had none.

Videos: Coleman Road NW Paving and Drainage and Animal Shelter Build Go-Ahead @ LCC Regular 2026-05-26

The Lowndes County Commission took 23 minutes for its Regular Session, Tuesday evening, May 26, 2026.

Eleven minutes of that was Citizens Wishing to Be Heard. A minute and a half was Order, Invocation, Pledge, and Leadership Lowndes. And six and a half minutes for the County Manager Report.

So four minutes for the voting items, which all passed unanimously.

The two Citizens Wishing to Be Heard both spoke against datacenters: Jimmy LeFiles about chemical safety and George Fisher about aquifer recharge.

The County Manager reported among other things that the governor has lifted the state burn ban, which affects non-residential areas of Lowndes County. The county’s own burn ban, which affects residential areas, is still on, but may be lifted next week.
