$1.5 mllion on wastewater, SPLOST VIII, roads, bridges, mosquitos, Construction Board @ LCC 2019-08-12

The resolution to reimpose the SPLOST tax as SPLOST VIII, was not included with the agenda for the tax-paying public to see. LAKE has filed an open records request for the entire board packet. Perhaps the county will supply it before they vote tomorrow.

Four bids were received for LAS and Pump Station Improvements with the high bid at $3.3 million, and the low at $2.5 million, but apparently the county negotiated the low bidder, Doyle Hancock & Sons, down to $1,520,858.00. This is “for improvements to the LAS [Land Application Site, aka wastewater spray field], Bevel Creek, Francis Lake, and Coleman Road lift stations.” The LAS is between Grassy Pond and Pike Pond, a few thousand feet from the GA-FL line, in the Withlacoochee River watershed. In their one December 2018 Regular Session, they couldn’t bring themselves to reject a rezoning, but they did require still larger lot sizes, for the Val Del Road rezoning.

That was the most elaborate series of motions I’ve seen on anything in the dozen years I’ve been following the Lowndes County Commission. It even exceeds the time somebody tried to rezone next to my west field and they denied that one by not voting.

Videos: The Settlement North on Val Del Road back again @ LCC 2018-12-10

Molly Stevenson, Engineering/Planning Technician, reminded Commissioners that the main reason for the Val Del Road rezoning is to be able to subdivide at a greater density. Then she recited the reasons to deny it.

Chairman Bill Slaughter reminded Commissioners they’d tabled it twice, and “I’d very much like to get this resolved at this meeting.” By which he meant the Regular Session this evening at 5:30 PM, not the Work Session yesterday morning at which he said that. At least one Commissioner had a question.

The second longest item was 6 m. Approval of the 2019 Commission Meeting Calendar, because of two questions by Commissioners.

Back again: The Settlement North on Val Del Road @ LCC 2018-12-10

The agenda sheet says “the applicant’s conceptual site plan is attached.” But of course we the taxpaying, traffic-affected, and water-drinking public don’t get to see it.

Why the Lowndes County Commission considering rezoning for a subdivision that its own staff says doesn’t fit the Comprehensive Plan Character Area, is outside the Urban Service Area, would add significant traffic, and many neighbors spoke against it, plus the Planning Commission recommended denial? The Commission tabled in October, and again in November, when Commissioners asked for an update, but now staff says, “There are no updates to the overall case status.”

If they can’t deny this one, what rezoning can they ever deny?

Videos: CDBG, Seago retracted, road crossing closures, CDBG, GEMA, and public safety radios @ LCC 2017-01-24

It’s great they’re talking early about the CDBG grant for Habitat for Humanity and maybe some others, but they can’t get any state or local grants until the county finishes feuding with all the cities in the county about tax distribution. They spent second most time on the Kinderlou Road CSX RR crossing closure. Seago rezoning was withdrawn by the applicant. Videos: Seago back again, road crossing closures, CDBG, GEMA, and public safety radios @ LCC 2017-01-23

Lowndes County had no fatailities or major injuries from the recent storm, but our neighbors to the west and north were not so lucky, reported Emergency Management Director Ashley Tye. They vote tonight at 5:30 PM on is no longer on the agenda, but not on the Seago rezoning, because the applicant withdrew it. They can talk about CDBG funding, because of “all the circumstances”, namely that the county is feuding with all the cities in the county about tax distribution, and can’t apply for any state or federal grants until that is resolved. They adjourned to executive session to discuss litigation: does that mean they’re going to sue the cities about tax distribution all the way to the Georgia Supreme Court again?

This morning at 8:30 AM we’ll probably hear a storm report from Emergency Management Director Ashley Tye. And back on the agenda for the third time, REZ-2016-21 Seago, 4678 US Hwy 41 S, still trying to buy a bit of adjoining land to get up to the minimum acreage: see the LAKE videos of the previous regular session, which link to all the previous stuff.

Videos: SPLOST VII Resolution, child proclamation, and appointment @ LCC 2013-09-10

They voted to put the SPLOST VII Resolution on the ballot in November, “to reimpose the tax”, with not even a hint of those town halls that never happened. They reappointed Mac McCall to ZBOA. The Proclamation was for a boy who called 911 to help an old neighbor who was trapped under a refrigerator (nope, not for South Georgia Pride). And we learned that nobody has to fear arrest or threat and everybody can speak their mind in the Commission chambers; nevermind recent history to the contrary.

Charlie Clark The big surprise in the eleven-minute meeting was they called up former County Engineer Charlie Clark to explain the Utility Director’s comment about making a profit on wastewater to Lake Park Elementary School. Yes, the SPLOST VII Resolution is to put it on the ballot in November, “to reimpose the tax”. So much for those town halls that never happened. Yep, it’s Mac McCall for reappointment to ZBOA. No Proclamation this morning, so it could still be for South Georgia Pride like Valdosta Mayor John Gayle refused to proclaim last year. And they vote tomorrow night at 5:30 PM.

SPLOST VII Resolution and mystery proclamation and appointment @ LCC 2013-09-09

Presumably the SPLOST VII Resolution is to put it on the ballot in November. So much for those town halls that never happened. I’m guessing the ZBOA appointment is for the finally-expired term of Dave Kirk; they appointed John “Mac” McCall last December to the unexpired part of Kirk’s term, so McCall would be the odds-on reappointment. Maybe the Proclamation is for South Georgia Pride like Valdosta Mayor John Gayle refused to proclaim last year. Why do we have to guess what all those items are for, anyway? Why don’t they just make the agenda items descriptive, or, even better, link the board packet items in with the agenda? The two For Consideration items are more intelligible, but would still make more sense with those board packet materials.
