Videos: Why Emergency bridge fixes? Appoint Tax Assessors? Rush Project Max? @ LCC 2016-01-12

Citizen Billy Rowland complained about poor road grading, his dogs being shot, and misuse of Knights Ferry Landing on the Withlacoochee River. Maybe the Commission will listen to what he said this time, at last Tuesday’s Lowndes County Commissioner Regular Session. Apparently G. Norman Bennett wants Hall Web Road paved for the mile to his house at the Little River, but Julia Bass, Ralph Niehenke, and Diane Guess spoke up saying they don’t want it paved. Commissioner Mark Wisenbaker tried to ask them questions, but Chairman Bill Slaughter cut him off. Slaugher did have time earlier fo an extra announcement of a joint governmental meeting Tuesday morning. It’s not clear citizens will even get to speak there, much less get questions answered. See separate post.

They passed the resolution to ask the legislature to start the proecess to appoint rather than elect Lowndes County Tax Assessors.

They already did emergency repairs to Clyattville Nankin Road Bridge (problem discovered by a local citizen) and Jumping Gully Road Bridge (found by GDOT), and the Commissione approved payment after the fact. So two more no-bid contracts were let, this time without even a Commission vote before the work was done.

They agreed to the North Lowndes Park Quitclaim and Custodial Agreement by which Valdosta-Lowndes Parks & Rec. Authority (VLPRA) takes charge of some land west of I-75 north of Hahira for a soccer field.

A few citizens spoke about rezoning for the mysterious Project Max, but of course they passed the rezoning anyway, even though apparently none of the Commissioners know who the prospective tenant is.

Videos: Fire aid, drinking, driving, and air conditioning @ LCC 2015-03-24

One citizen got cut off just as he said the county attorney thought he could interpret state law however he liked. In addition to the Lake Park Fire Department Automatic Aid Agreement the County Manager asked at the Work Session to add to agenda, they also added Southern Region Traffic Enforcement Network (SRTEN). Plus not on the agenda there was recognition of student guests. See also the previous morning’s Work Session Keep Lowndes-Valdosta Beautiful cleanup presentation. They meet again this morning.

Also voted on two weeks ago were changes to the speed zone ordinance, a GEMA grant application, a proposal for engineering services for Exits 22 and 29, HVAC for county buildings, and a liquor license. Here’s the agenda with links to the videos and a few notes.

Keep Lowndes-Valdosta Beautiful did cleanups in wetlands in both the Withlacoochee and the Alapaha River watersheds, plus at exit 22, and the general illegal trash dumping situation came up. Did the county change the speed limit on your road? The County Engineer said only in one area, but they didn’t publish the list. Also discussed were a GEMA grant application, a proposal for engineering services for Exits 22 and 29, HVAC for county buildings, and a liquor license. Drinking, driving, and air conditioning @ LCC 2015-03-23

Is the county changing the speed limit on your road? Maybe, but they didn’t publish the list, so this is all you know:

300x388 Speed-zone-ordinance-001, in Speed Limit Ordinance, by John S. Quarterman, 23 March 2015 The Georgia DOT is in the process of updating the existing Speed Zone Ordinance for Lowndes County. Attached is a copy of the updated Speed Zone Ordinance with the changes that were requested by Lowndes County. With the execution of this Ordinance, the speed limits on these roads wili be updated. A signed copy of the Ordinance will be forwarded to the Department of Public Safety for the updated radar permit for Lowndes County.

Also on the agenda are a presentation by Keep Lowndes-Valdosta Beautiful, a GEMA grant application, a proposal for engineering services for Exits 22 and 29, HVAC for county buildings, and a liquor license.

Videos: Dr. Grow, Devine, VLPRA @ LCC 2015-02-23

Dr. William R. Grow, District Health Director, presented about the state of the Health Department, and County Manager Joe Pritchard reported revisions to both the county’s Solid Waste Ordinance and the franchise agreement for solid waste were in progress. They ended by going into an executive session to discuss real estate.

For Parks and Rec Board, former Lowndes County Commissioner Richard Raines read a prepared statement, while Scott Willis, hearing specialist with Hearing Care Resources, gave an extemporaneous presentation, including that he was formerly on the VLPRA Advisory Board, and he’s been coaching children and working with the elderly. Commissioners had no questions for either applicant.

Tonight they’ll vote on a list of goals that is in their packet but they haven’t shown you the taxpayers.

Videos: Transportation, Water, Safety, and Alcohol @ LCC 2014-09-23

300x255 2100 East Hill Avenue, in GDOT option at Clay, Hollywood, and US 84, by John S. Quarterman, 23 September 2014 Commissioner Demarcus Marshall recused himself in the Regular Session of 23 September 2014, for the Public Safety Radio System System Upgrade, in case anybody thought a Motorola VP with the same last name was related. (Update 11:10 AM: added transcription of the three-part motion.) Rental leases for the Leila Ellis Social Services Building got more discussion. They added VOCA-funded VWMAP and GDOT at Clay and Hollywood (from the previous morning’s Executive Session), that the Tax Assessor’s database says is owned by the School Board, to the amended agenda. Everything else, including the USGS water level gauge on the Little River, was breezed through with no discussion, so fast the Chairman almost forgot to ask for speakers in an alcohol license public hearing, and he didn’t bother to mention before they adjourned that nobody had signed up for Citizens Wishing to Be Heard.

GDOT public hearing on Clay and Hill intersection tomorrow

Colter Anstaett wrote for WALB 19 August 2014, Changes coming to a busy Valdosta intersection,

GDOT wants to add stop lights and turn lanes to the intersection of East Hill Avenue and Clay Road. They also want to add bike lanes to a portion of East Hill avenue near the intersection and align Clay Road with Hollywood Street on the opposite side of the road….

Rail Meeting 2 tonight in Valdosta

All aboard for the second and last rail plan meeting in Valdosta tonight. Maybe you see something missing in the current passenger rail corridor proposal pictured on the right. Maybe you’d like to suggest some changes or additions.

Striping and citing @ LCC 2013-10-08

Catching up with the Regular Session of 8 October 2013, why is the county going to pay $150/month for a traffic signal and $2200/month for offramp lighting (both at Exit 22, North Valdosta Road) when they could install solar panels and batteries once and pay nothing ongoing?

They tabled Nottinghill like the Planning Commission did. They voted to let Barrington subdivision sprawl into the county with no conditions, taking staff’s recommendation instead of one about a fence by the Planning Commission.. They voted to rotate the mostly ceremonial Vice Chairman position every eight months. They decided on a price for tentants in the Leila Ellis Building and will get around to drawing up a lease agreement. Commissioners finally did get that list of roads for striping. Fiddling changes to percentages evidence for juvenile justice and hardware and software for fining people coming off of I-75.
