Duke and Progress to buy Santee-Cooper’s Summer nuke?

I erred in saying Duke owns nuclear Summer Station in North Carolina: it’s actually owned by SCANA and Santee Cooper. But I wasn’t as wrong as I thought. It looks like somebody’s been pressuring Duke and Progress, the two utilities currently maybe merging, to buy Summer.

In preparing comments on the Duke-Progress merger on behalf of the NC Waste Awareness and Reduction Network (NC WARN), we came across several reports that South Carolina officials, including the South Carolina Public Service Commission, were pressuring the utilities to purchase the State-owned Santee Cooper’s shares of the V.C. Summer Nuclear Generating Station.

Santee Cooper owns one-third of the present reactor and 45% of the proposed units 2 and 3. Based on the recent cost estimate of $9.8 billion, buying Santee Cooper’s share would add about $4.5 billion to the cost of the merger. But those are low-ball estimates; other nuclear units in the Southeast are projected to cost roughly twice as much. Realistically, purchasing Santee Cooper’s share would likely add much more to the cost of the merger.

We were unable to find any filings in either the South Carolina or North Carolina dockets regarding the V.C. Summer Station. If a purchase of nuclear units in South Carolina has been made a condition to the merger, it should be part of the public record, and not as some backroom negotiation.

AP nuclear slant through omission

What's missing in AP's reporting and analysis of nuclear cost overruns?

AP published this Tuesday, News Guide: Nuclear industry facing cost pressures, perhaps as a companion to its story of the same day, Building costs increase at US nuclear sites. Like that story, the news guide is full of accurate and useful information about nuclear cost overruns, and even this good bit of analysis:

Q: Why do building costs matter to customers?

A: Because customers ultimately pay for the construction costs as part of their monthly power bills. The more a plant costs, the more customers will pay.

Yep, Georgia Power customers are already paying through that stealth tax, the construction work in progress (CWIP) charge for new nuke electricity they won't get for years if ever.

Yet something is missing. Can you spot it?

Q: How does that compare with building coal- or gas-powered plants?

Good question, and AP correctly answers that nuclear plants are far pricier than coal or gas plants.

But are those three the only sources of energy? Where is the comparison to solar and wind power?

Well, maybe AP won't do it, but here it is already, Georgia Power deploys 1 MW solar; could have done 330 MW by now. Short version: for less than the amount of federal loan guarantees for Plant Vogtle, Southern Company could have built Georgia more solar energy production per capita than Germany, the world leader, has.

Why are we letting Georgia Power and the Southern Company pour our money down that pit near the Savannah River when they could be spending it to deploy solar and wind for more jobs, energy independence, and more profit for Georgia Power and SO? Oh, and clean air and plenty of clean water, too.

Southern Co. nuclear cost overruns expected? Let’s build solar and wind on time and on budget!

So if Southern Company expected cost overruns at Plant Vogtle, why didn’t they make a better estimate in the first place? What incentive do they have not to continue running up the cost and delaying completion, since they get to keep charging Georgia Power customers for construction, including for cost overruns, while floating $8.3 billion in federally guaranteed loans? Where is the financial integrity in all that?

AP reported yesterday, and even Fox News carried it, Building costs increase at US nuclear sites. They’re not talking about housing prices near the sites, either.

America’s first new nuclear plants in more than a decade are costing billions more to build and sometimes taking longer to deliver than planned, problems that could chill the industry’s hopes for a jumpstart to the nation’s new nuclear age.

Licensing delay charges, soaring construction expenses and installation glitches as mundane as misshapen metal bars have driven up the costs of three plants in Georgia, Tennessee and South Carolina, from hundreds of millions to as much as $2 billion, according to an Associated Press analysis of public records and regulatory filings.

Those problems, along with jangled nerves from last year’s meltdown in Japan and the lure of cheap natural gas, could discourage utilities from sinking cash into new reactors, experts said. The building slowdown would be another blow to the so-called nuclear renaissance, a drive over the past decade to build 30 new reactors to meet the country’s growing power needs. Industry watchers now say that only a handful will be built this decade.

“People are looking at these things very carefully,” said Richard Lester, head of the department of nuclear science and engineering at the Massachusetts Institute of Technology. Inexpensive gas alone, he said, “is casting a pretty long shadow over the prospects” for construction of new nuclear plants.

AP continues with a list of late and over-budget nuke projects, including Southern Company’s Plant Vogtle $800 million over and seven months late, TVA’s Watts Bar plant $2 billion over and 3 years late, Duke’s Plant Summer SCANA and Santee Cooper’s Summer Station $670 million over and a year late.

Southern Co. and others in the nuclear business say cost overruns are expected in projects this complex…

So why are they wasting our money on nukes when they could be deploying a lot more solar and wind on time and on budget?

…and that they are balanced out by other savings over the life of the plant. Southern Co. expects Plant Vogtle will cost $2 billion less to operate over its 60-year lifetime than initially projected because of anticipated tax breaks and historically low interest rates.

The population of Georgia has almost tripled during my lifetime, has about doubled since 1970, and has increased 18% in just the ten years from 2000 to 2010. That blip up between 1950 and 1960 is Moody Air Force Base.

That kind of growth doesn’t happen without increased resource use. If we want a livable county and region for ourselves and our descendants, we need to think about what we’re doing, with water, with transportation, and with energy, not to mention education, jobs, and pretty much everything else. We already cut down and sold off almost all the forests. Now we need better ways than using up all the resources that were here.

Hm, how about some knowledge-based jobs in energy and telecommunications and agriculture?

Speaking of Moody, the U.S. military learned in Afghanistan that shipping oil to places where you can generate solar energy produces a vulnerable supply chain. Moody is already leading in local solar energy. How about we help our base help us help them to move ahead in solar for everybody in Lowndes County and the state of Georgia?

Privatizing water: could it happen here?

Water, the next oil: many big companies have already been betting on that for years now. Do we want privatize companies controling our water supplies for their profit, running up prices at our expense? We can prevent that, and we should get on with it.

Jeneen Interlandi wrote for Newsweek 8 October 2010, The New Oil: Should private companies control our most precious natural resource?

…privately owned water utilities will charge what the market can bear, and spend as little as they can get away with on maintenance and environmental protection. Other commodities are subject to the same laws, of course. But with energy, or food, customers have options: they can switch from oil to natural gas, or eat more chicken and less beef. There is no substitute for water, not even Coca-Cola. And, of course, those other things don’t just fall from the sky on whoever happens to be lucky enough to be living below. “Markets don’t care about the environment,” says Olson. “And they don’t care about human rights. They care about profit.”

Well, that couldn’t happen here. Or could it? What about this:

Many of us have no idea where our water comes from….

Do you know what’s upstream of you, that might be getting into your water? Do you know what’s downstream of you, that your runoff migh be getting into? If you’re like me, you’ll have to look that up.

Remember what Ben Copeland said: Orlando, Jacksonville, and Tallahassee “all have their straws in that same aquifer.” The Floridan aquifer, which is the source of most of our drinking water. Our rivers and streams help replenish the Floridan aquifer, but we’re using it up faster than rain falls.

It’s only going to get hotter: time for solar power

Looks like the heat wave is going to continue for a while, according to NOAA’s maximum heat index forecasts. Reuters wrote today,

A heat wave baking the eastern United States in record temperatures is set to continue on Sunday after deadly storms killed at least 12 people, downed power lines from Indiana to Maryland and left more than 3 million customers without power….

Utilities in Ohio, Virginia and Maryland described damage to their power grids as catastrophic.

Record Georgia temperatures above 100 degrees

Driving north Friday, the temperatures kept getting hotter. John C. Griffin recorded these temperature signs, used here by permission. Friday 29 June 2012:

I can attest it was still over 100 in Macon after dark Friday.

And it only got worse Saturday 30 June 2012:

Strategies for Lowndes County? —John S. Quarterman

Our high schools and college graduates mostly have to go somewhere else, because jobs here are few and many of them don’t pay enough for a decent living. Should we not care enough about our families and our community to come up with strategies that grow existing businesses and attract new ones that will employ local people?

We need discussions and strategies that involve the whole community, going beyond just the usual planning professionals, to include all groups and individuals with information or opinions, whether they got here generations ago or last week: for fairness and for freedom.

Sometimes we see local strategy. Winn Roberson organized Drive Away CCA. Ashley Paulk verified there was no business case for a biomass plant in Lowndes County after many people successfully opposed it. School “unification” opponents, out-financed 10 to 1, still defeated that referendum 4 to 1.

How do we go beyond opposing things and move on to sustainable strategies that build clean industry?

The Industrial Authority focus group meeting I attended Wednesday was refreshing, because their consultants asked the opinions of people some of whom previously had to picket outside. The previous day, VLCIA Chairman Roy Copeland said this strategic planning process was a long time coming. I agree, and while nobody can say what will come of it at this point, I hope it does produce a real Economic Development Strategy.

Smart grid already in use due to heat waves

So if heat waves already require spot buys of electricity at high prices and is already enabling a market in demand responses to bring down, even while most electricity in the U.S. still comes from big baseload plants such as coal, nuclear, natural gas, and hydro, why is Southern Company saying we have to wait on a smart grid to deploy solar and wind energy?

This is from an EnerNOC Press Release of today that is all over the net:

…on Thursday, June 21, EnerNOC was dispatched by eleven grid operators and utilities across the US and Canada, including eight in Pennsylvania and New York, largely in response to a record heat wave across the northeast and mid-Atlantic regions that put strain on the grid and drove real-time energy prices in some regions to over $1,500 per megawatt hour, approximately 60 times higher than the previous week’s average prices. Demand response reduces the need for utilities and grid operators to procure additional supply at such high prices both by reducing overall demand on the grid and by targeting reductions in particularly constrained areas.

So demand response is energy conservation through energy distribution efficiency.

Well, maybe demand response duing that heat wave was on a small scale. Or not:

“Nearly 1,200 commercial, institutional, and industrial energy users in Pennsylvania, New York, Vermont, Ontario, and other constrained regions responded to Thursday’s dispatch, providing valuable capacity to the grid that helped to stabilize prices and reduce system strain,” said Tim Healy, Chairman and CEO of EnerNOC. “Our DemandSMART application, which streams real-time energy data from thousands of sites, showed demand quickly drop from the grid as our network was activated and allowed our customers to see the contribution they were making to grid reliability and reduced prices.

So sure, this is a press release from the company that’s doing this electricity dispatch. But it’s verifiable, starting with the customer company contacts in the press release.

How long until solar beats gas?

We’ve heard even German coal importers say solar beats coal. How long until clean solar beats dirty natural gas fracking?

Southern Company has already cut energy production from coal in half, from 70 or 80% to 35%. Unfortunately, SO did that mostly by shifting to natural gas. Natural gas produced through “a revolution in shale gas”, commonly known as fracking. Do we want to trade dirty water for clean air?

Unlike Johnson & Johnson and Dell (and Coke and Pepsi and Amazon and and more than a dozen more, including even Wal-Mart), the Southern Company has not cut ties with ALEC and its pro-fracking and anti-solar campaign. Why is the Southern Company betting on a dirty horse?

How long until SO CEO Thomas A. Fanning’s “one day” when renewable energy becomes economical? Sooner than his prediction of next decade, as in two years ago solar crossed nuclear, wind is already at parity with nuclear, and even Southern Company realizes coal doesn’t beat anything anymore.

How long before solar beats natural gas, relegating gas to much-reduced use as a backup for sun and wind power, as John Blackburn already projected in March 2010 can happen in North Carolina?

How long will it take for the sun and the wind, with a little water and even less natural gas, to power the world? How long? Not long.

Because the arc of the solar Moore’s Law is long, but it bends down for price per watt, while the price of fracking, no matter the quakes and dirty water for ever, does not.
