Videos: Budget award, LMIG for Val Del Road widening, Jail addition max price, service and software agreements @ LCC Regular 2024-05-28

The Regular Session two weeks ago took 26 minutes, but 14 of that was the County Manager’s Report, 2 was the Budget award presentation, and 1 was the invocation and pledge, so 9 minutes were about business.

The Lowndes County Commissioners unanimously approved everything, including the application for state funds for the Val Del Road intersection expansion to support subdivisions and the almost $9 million jail expansion. There was some discussion about the process of moving from Code Red to RAVE Alert.

Again in the Regular Session after they did it in the Work Session: a presentation about Lowndes County having won a Distinguished Budget Award from the Government Finance Officers Association (GFOA) for the 18th year.

For the 18th year, Lowndes County won a Distinguished Budget Award from the Government Finance Officers Association (GFOA). That was the first item ihis morning at the Lowndes County Commission Work Session.

They vote this evening at 5:30 PM.

We heard some clarification about the almost $9 million dollars in jail additions. Gretchen says, “This is for the proposed new medical area at the jail. Some of the money is ARPA 2021 money.”

With the changeover from Code Red to RAVE Alert, everyone will have to sign up again, because Code Red had an option not to share personal information, which included with the county. However, Ashley Tye said the new system would provide more functionality for less price. That was the longest discussion in the meeting, at more than six minutes.

Hurricane Idalia provided incentive to look for a faster way to do damage assessment. The county is buying Crisis Track damage assessment software, which is a smartphone or table app for faster input to the Georgia Emergency Management Agency (GEMA). That was the second longest discussion, at more than five minutes.

They ended with an executive session to discuss client-attorney privilege for real estate acquisition.

The jail additions should cost less than $9 million dollars.

The state will supply $1.5 million for Val Del Road (CR 57) widening and turn lanes north from North Valdosta Road (SR 7, aka US 41), and $175,000 for restriping 35 miles of various other roads.

The county is switching from Code Red (OnSolve) to RAVE Alert (Motorola).

And the county is buying Crisis Track damage assessment software, which is a smartphone or table app for faster input to the Georgia Emergency Management Agency (GEMA).

These items will be considered at the Work Session Tuesday morning, and voted on at the Regular Session Tuesday evening, both on the same day because today (Monday) is a holiday.

Last month, they unanimously approved everything, with little discussion, in the Lowndes County Commission Regular Session, November 14, 2023. They were all present.

The entire meeting took twelve minutes, including the 3-minute County Manager’s Report.

The Commissioners who were present breezed through the agenda in a few minutes. Joyce Evans, Scottie Orenstein, Clay Griner, and Chairman Bill Slaughter had no questions on any item. Commissioners Demarcus Marshall and Mark Wisenbaker were not present.

At the Lowndes County Commission meeting this week, John Crawford wants to be reappointed to the Valdosta-Lowndes Development Authorty; it’s a joint appointment with Valdosta, and the City will be notified after the County vote.

The public does not know what was bid on for the 911 Center addition, beyond “a new storage building, renovation of four (4) offices, and resurfacing of the existing parking lot.” The Finance Department’s Bid Postings links to nothing for this item except a one-page PDF entitled “SECTION A INVITATION FOR BID”, which says, “Bidding documents may be obtained through Studio 8 Design, LLC in Valdosta, GA, 229-244-1188, email: sflythe@s8darchitects.com.”

We do know it will cost $192,780.00.

We don’t even know how much the jail addition will cost; apparently the vote before the Commission is to hire a Construction Manager, but we don’t know how much that will cost, either.

Costs are known for the Code Red renewal (same as last year) and for the VAWA Grant match (less than last time).

There are no rezonings this week, because no county rezonings were proposed at the preceding Planning Commission meeting.

We do not have the board packet yet, because I neglected to file an open records request for it, which I have now done. Why that should be necessary remains mysterious, since many other counties larger and smaller in Georgia and Florida have been posting their board packets on their own websites for years.

Everything passed unanimously at the Regular Session of the Lowndes County Commission on Tuesday, October 27, 2022. There were a few questions, but nothing contentious.

Chairman Bill Slaughter said Valdosta had supplied all the needed signatures from the City of Valdosta for the Service Delivery Agreement, although two of the smaller cities (unnamed) still needed to sign. City Manager Paige Dukes whispered to the Chairman that Valdosta City Council Andy Gibbs was in the room, and the Chairman thanked him.

The County Manager in her Report said Finance Director Stephanie Black had finished the “budget report” and it is on the county’s website for use by Commission, staff, and citizens. She didn’t say where, but I’m guessing she meant the Operating Budget, Fiscal Year 2023. She also said the county is going to update its noise ordinance to “get in line with citizens’ expectations”. On November 7th at 4-7 PM there wil be an Internet session with Windstream.

Rachel Thrasher said the county’s new videos have gotten 6,000 views in six weeks. She didn’t say where. But here’s one, on facebook, about golf cart accidents.

Robert Tracy proposed a special session of the Commission that citizens could attend, about property taxes. Apparently as the Tax Assessors catch up with a many-year backlog of appraisals, there have been some sudden rises in appraisals.

The county continues to be unhappy with the City of Valdosta about the Service Delivery Agreement.

Chairman Bill Slaughter asked to have the Patrol Car Laptop Lease tabled for further clarification.

They vote Tuesday evening at 5:30 PM on $3 million in expenditures. The agenda says that $1,839,820 for Hazard Mitigation will be “Fully reimbursed to Lowndes County (90% from FEMA 10% from Pruitt Health Corporation)”.
