Lowndes County Budget Presentation, Details and Hearing @ LCC 2012-06-26

Your second (and final) chance to comment on the 2012-2013 Lowndes County budget is Tuesday, June 26th at 5:00pm. The Lowndes County Calendar indicates that the Budget Hearing will be immediately ahead of the County Commission Meeting. I suggest arriving at least 5 minutes early.

At the first hearing, on July 19th, Finance Director Stephanie Black gave a power point presentation overview of the budget. You can view a PDF of that presentation .

And, the details of the budget are available for review in the reception area of the Lowndes County Commissioners Office (3rd Floor – 327 Ashley Street) or you can check out the low quality photos I took of them after the meeting.

Appointments to four boards, road abandomnent, and community block grant @ LCC 2012-06-25

Budget amendments on the agenda for the Lowndes County Commission Work Session Monday at 8:30 AM 25 June 2012 and Regular Session 5:30 PM Tuesday 26 June 2012. See if you can find some clues to what those amendments might be in the the videos of last week’s budget hearing.

Also this week: appointments to four boards (Parks & Rec, Construction, KLVB, and Library), a public hearing on a road abandonment (Brinson Drive), and the County Manager has something to say about FY 2010 Community Development Block Grant. Ankle monitoring funded, public defender not; VLCIA and VLPRA visible: Video Playlist @ LCC Budget Hearing 2012-06-19

Ankle monitoring is fully funded this coming fiscal year, with a 2% increase, and the Sheriff’s office accounts for 35% of the county’s budget, yet the Public Defender had to beg for more funds. The state-imposed property tax assessment cap has expired, but no increases in the tax digest are yet expected. Sales tax revenues are gradually increasing. The state is fiddling with motor vehicle license fees, and nobody can predict the effect of that. The Industrial Authority and Parks and Rec are now shown in the Lowndes County budget; they and other transfers out account for about 15% of the budget, specifically about 6% VLCIA and 7% VLPRA. All that and more at Tuesday’s budget hearing.

Chairman Ashley Paulk was not there. Commissioner Crawford Powell chaired the meeting instead.

Parks and Rec’s 1.25 mil and Industrial Authority’s 1 mil are now shown along with the county’s 7.31 mils of property tax and integrated into the budget charts. They and other transfers out account for about 15% of general fund expenditures.

The socialized costs and privatized profits of waste disposal

In her response to my post about Commissioners panic about trash at undisclosed location, Barbara Stratton seems unfamiliar (like most people) with economic externalities. Here’s a definition:

A negative externality occurs when an individual or firm making a decision does not have to pay the full cost of the decision. If a good has a negative externality, then the cost to society is greater than the cost consumer is paying for it. Since consumers make a decision based on where their marginal cost equals their marginal benefit, and since they don’t take into account the cost of the negative externality, negative externalities result in market inefficiencies unless proper action is taken.

When a negative externality exists in an unregulated market, producers don’t take responsibility for external costs that exist—these are passed on to society.

Which is socializing the losses. A famous ongoing case of this is BP making record corporate profits while dumping huge amounts of oil into the Gulf of Mexico, continuing to destroy shrimping, wetlands, wildlife, and local people’s health.

And that’s what the County Commission is doing: privatizing the profits of trash pickup and socializing the losses onto landowners (who have to pay for fences and gates), onto the general public (who have to pay for law enforcement to catch dumpers), and onto those who can’t afford to pay for private dump fees (who will get stuck with fines instead). That is indeed, as Barbara says, “redistribution of wealth”: redistribution from the rest of us to the private waste pickup companies.

The Commission is ducking its responsibility to find an equitable solution that everyone can afford. Funny how they can deal with special tax lighting districts for subdivisions but they claim they can’t come up with a way to publicly fund waste collection. Could it be because all the voting Commissioners are town-dwellers who don’t understand that rural people don’t have exactly the same needs or resources as city people?

Coal EMCs: no budget for this boondoogle —Katherine Helms Cummings

I asked Washington EMC Chair Mike McCoy today after their monthly board meeting what their budget is for 2012 and this boondoggle. They haven’t got a budget. They are meeting next week with the four remaining co-ops (assuming some don’t peel off before then) and they will work on a budget then.

These videos are fantastic & I love the sequential playlist. How did you get permission to connect to the county microphones? Thanks to both of you, John & Gretchen, we citizens who can’t make all the numerous meetings have excellent access to view the proceedings. I need info on the new camera please.

I have a question. Since all meetings are open to the public & all information is accessible by open record requests why do the various entities have a habit of not publically answering questions related to money amounts publically? Very often I have noticed all local government entities share a habit of referring money & budget amounts and/or bid questions to the packets each member has in front of them instead of vocalizing them. Since the public attendees do not have access to this information I feel we are selectively being left out of the process. Citizens should not have to process & fund open record requests for information that should be part of the public meeting. Since you have more experience with local entities can you explain this practise?

If I were Superintendent in the Lowndes County School System on November 9, 2011 and I had 7700 additional students and a potential $10 Million Deficit this would be my starting list:

Winners:

  • Bus Drivers (ALL – NO supervisors, trainers or mechanics)
  • Lunchroom Staff (Until we decide which schools to close)
  • Custodial Staff (Until we decide which schools to close – no supervisor)
  • Media Specialists (Until we decide which schools to close – then I would move you down to the Losers section)
  • 2 Maintenance Workers (Heating/Air – no supervisor)
  • Academic Teachers (with good evaluations) – NOT ALL because I would raise teacher class size to the max and ask for a waiver for an additional child or two 1 Asst. Superintendent

  • Principals (Until we decide which schools to close – except Southeast, will not rebuild)

Now it took me about 15 minutes to come up with this list and it’s not near what my actually happen during the 2011-12 school year if we don’t get people out to vote against this misguided attempt to dismantle our schools. If I didn’t include you don’t thank for one second that you are safe. Remember I didn’t hire you and I don’t owe you anything, so pay your bills on time and keep your credit ratings high because you may need to rent for a while.

Georgia open records law revision

There seems to be disagreement about access to open records in civil suits, regarding changes Attorney General Sam Olens proposes to Georgia’s Open Records Act. There are other issues, as well.

Jim Galloway wrote for the AJC on 1 Sep 2011, Sam Olens, Mike Bowers at odds over change to Open Records Act,

At issue is House Bill 397, which was drafted by Olens and received its first public hearing at the state Capitol this week. One provision in the bill would prohibit those who file lawsuits against state or local governments from using the Open Records Act to obtain records for use in court.
Bowers has successfully used open records to win a lawsuit on behalf of fired librarians. The proposed law would prevent such uses. Olens said:
“What we’re trying to do is incorporate past judicial decisions so we’re all on the same page,” Olens said. “When you’re suing the government, you should have no other advantage that you would when you’re suing a private party.”
