Videos: River Gauges, Roads, Alcohol, and Fire @ LCC 2019-10-22

The longest items at last month’s voting Regular Session were 3 minutes on 5.b. 2020 Census Resolution (due to discussion about the new initially online methods), two minutes on 5.l. Tax Assessment for the Lowndes County School District Bonds (it’s about debt service on ESPLOST), and 1:44 on 5.k. Industrial Authority Bond Issue and Funding (it’s complicated).

The 5.a. FY2020 USGS Joint Funding Agreement, which adds county funding for the Skipper Bridge Withlacoochee River USGS Gauge to the Hahira Little River Gauge the county has been funding since 2009, breezed through.

Videos: River Gauges, Roads, Alcohol, and Fire @ LCC 2019-10-21

Surprise bonds for the Development Authority and Lowndes County Schools, and a turn lane for Wiregrass Tech, plus a new Forestry Ranger about fire, in these LAKE videos of yesterday morning’s Lowndes County Commission Work Session.

The longest item was five minutes about funding the Skipper Bridge Withlacoochee River USGS Gauge in addition to the Folsom Bridge Little River Gauge, by EMA Director Ashley Tye. Valdosta apparently discovered that Skipper Bridge is not in the city limits, so Valdosta will no longer fund that gauge. But the former funding from the Suwannee River Water Management District (SRWMD) plus more from Lowndes County will cover it, if the Lowndes County Commissioners vote for it at 5:30 PM Tonight, after their discussion yesterday morning.

Georgia Forestry Ranger Randy Spell talked about the use of a vehicle in the Rural Fire Defense Cooperative Lease Agreement And MOU.

Second longest was the extremely vague Continue reading

Packet: River Gauges, Roads, Alcohol, and Fire @ LCC 2019-10-21

Lowndes County is adding funding for the Skipper Bridge Road Withlacoochee River gauge to its traditional since 2009 funding of the Folsom Bridge GA 122 Little River gauge. That’s $8,300 and $14,200, respectively, with another $5,900 for the Skipper Bridge Gauge from the Suwannee River Water Management District. The U.S. Geological Survey (USGS) puts in $900 towards each gauge, or $1800 total. Valdosta still funds the North Valdosta Road US 41 Withlacoochee River Valdosta gauge, and USGS completely funds the US 84 Quitman Withlacoochee River gauge.

The rest of the Lowndes County Commission agenda for Monday and Tuesday is dominated by roads: a resolution on criteria for taking private roads into the county public road system, and resolutions taking in roads within several subdivisions: Continue reading

Valdosta * 2, Remerton, Lowndes County * 3 @ GLPC 2019-06-24

Tonight at the Greater Lowndes Planning Commission, presumably REZ-2019-08 Knudson & Son Outdoor Activities will be skipped, since last month the Lowndes County Commission already decided that case, and ZBOA denied most of the applicants’ requested variances.

Videos: One county case: Knudson & Son Outdoor Activities @ ZBOA 2019-06-04

ZBOA granted some relief on parking, but not as much as they wanted, and not anything else: not setbacks, fencing, etc., to Knudson & Son Outdoor Activities, the only case on this month’s ZBOA agenda.

This is the case before the Lowndes County Commission today, after it Continue reading

Videos: Outdoor sports more contentious than Tower @ GLPC 2019-05-28

More than 3/4 of an hour on Knudson & Son Outdoor Activities, 28 minutes on one of the Hahira GA overlay variance requests, and 22 minutes on the Valdosta personal care home request (before the Valdosta City Council tonight), plus a bunch of shorter items, added up to a two-hour Planning Commission meeting.

One county case: Knudson & Son Outdoor Activities @ ZBOA 2019-06-04

Update 2019-06-10: LAKE video of the ZBOA meeting, in which the case didn’t look nearly so good when presented.

I have to admit I like this part, on page 9 of the one variance request, a Lowndes County case, the only case on the ZBOA agenda for today:

Requirements for variances: 9.02.03:

A. Due to the size of the property it would create a financial hardship to tear down current natural vegetation to build a fence around the activity area. Also one of the property lines goes through wetlands, and runs along a creek. I would have to disturb a considerable amount of wetlands to do a fence or wall. It would also create a hardship with my overall goals for the property. I plan to have it setup to where for the most part if you are standing at a property line you wont be able to see the field area. If I have to tear down natural buffer then it will be easier for neighbors to see the field from their property vs natural untouched woods. If we were also required to tear up an area to plant new trees and shrubs this would create a few hardships. The first would be financial as it would require several trees and shrubs due to the size of the property. The second is that it would strain the relationships with my neighbors as they will more than likely be able to see more of the recreation area vs if we left the vegetation that is currently in place.

Tower, Water, Sewer, Personal Care Home, Hahira Gateway Corridor Overlay District @ GLPC 2019-05-28

The tabled tower on US 84E is back. The Lowndes County Commission meets at the same time. Since the Planning Commission usually spends more than five minutes on Call to Order, Pledge, and reading the boilerplate about what GLPC does, and the County Commission brags about having 5 minute meetings, the County Commission could make a decision before the Planning Commission even gets that far in its agenda.

There’s also a Lowndes County request for water and sewer on Bemiss Knights Academy Road.

Valdosta has a request for conditional use for a Personal Care Home.

And two requests for Variances from the Hahira Gateway Corridor Overlay District, which is presumably the coral-colored area around W. Main St. on both sides of I-75.

A farm to subdivision, 2 Howell +3 Valdosta, 6 Nijem Remerton @ GLPC 2018-10-29

The six Joe Nijem Remerton cases are merely for public input. Wait, isn’t everything before the GLPC merely advisory? So how are these items different?

Two of the five Valdosta cases are for Michael Howell on West Gordon Street.

And then there’s Knights Landing Development, LLC, for which the Tax Assessors’ acreages don’t add up to the stated 42 acres, for the sketched out medieval street names on Hoyle Lane and the nearby property on Bemiss Knights Academy Road, off Bemiss Road.

Videos: Branham subdivision, Bemiss Knights Academy, Lake Park @ GLPC 2015-09-28

Almost half an hour on the Bill Branham subdivision on Copeland Road resulted in a split denial: the only denial in this Planning Commission Regular Session.

Slightly less time on the Charles Bennett accessory dwelling unit on Green Meadown Drive got unanimous approval with staff conditions.

Ten minutes on the Clint Joyner’s request for Knight’s Development’s 30-acre subdivision rezoning on Bemiss Knights Academy Road got unanimous approval. About the same on Tim Blanton’s rezoning of 45+ acres to residential agriculture passed unanimously. Ditto rezoning for Richard Bonner’s rezoning for a fast-growth corridor between Highway 84 and Interstate 75. Less time for Jon Nijem’s expanded parking on Baytree Road to pass unanimously.

Keith Sandlin’s Lake Park case did sail through, as did John Thomas’ rezoning for a showroom for his show car business.

Commissioner Willis’ term was coming up for reappointment.
