Videos: 2 agreements, education, jail, alcohol, and a health care presentation @ LCC 2014-01-13

They vote tonight at 5:30PM. Probably there won’t be a repeat of yesterday morning’s presentation by District Health Director Dr. Grow. The county wants an architect for a new roof and shower in one jail pod; it’s considering two interagency agreements, one for Valdosta Inspections for Lake Park and the other for the county extension, plus setting election qualifying fees and a Special Assessment Rate for 2014. There’s a beer license and acceptance of infrastructure for part of Grove Pointe Subdivision.

We can probably guess who “Dr. Grow” is and the general topic of his presentation, but why does the county make us guess? Special assessment: ordinance or policy? @ LCC 2011-01-10

Ordinance or policy? In the Work Session Minutes of 10 January 2011 the special assessment rate is set “in accordance with Lowndes County’s financial policies”:

Special Assessment Rate for 2011,

Finance Director, Stephanie Black, presented the proposed special assessment rate at 5.25% (two percent above prime), in accordance with Lowndes County’s financial policies. Commissioner Raines asked if the rate would fluctuate through the year in the event the prime rate adjusted. Ms. Black answered that the county is required to set the rate annually so the actual prime rate would not be considered again until the beginning of next year.

Yet yesterday she said:

“It’s just always been set at 2% above prime. I believe it’s in your ordinance.”

Which is it, a policy or an ordinance? Maybe it’s a policy set in an ordinance. If so, which ordinance? Is it one of the dozen on the county’s website or is it one of the many more that are not?

Sweetheart deal for private prison site?

CCA has a contract to buy the private prison site from a private landowner. But who did that landowner get the site from? The Industrial Authority! And the sale prices involved are rather interesting: the landowner gets almost 100% profit in five years. One person I showed them to immediately said, “sweetheart deal.” What do you think?

The Valdosta-Lowndes County Industrial Authority (VLCIA) bought the site back in 1998 for $1,243,200, and sold it to the landowner in 2007 for 1,463,512, which is an increase of about 18% in almost 10 years or about 2% per year. CCA can buy it from the landowner in 2012 for $2,907,000, for an increase of 99% in about five years or almost 20% per year. Which is far more than the 20% in five years or about 4% per year shown by the assessed value. And this remarkable surge in the price of that land is during the worst real estate market since the Great Depression.
