Videos: 6 Lowndes County cases, 1 Lake Park, 1 Valdosta @ GLPC 2024-04-29

Update 2024-04-10: Packet: Hospital Authority appointment, 6 rezonings, paving and resurfacing, subdivision infrastructure, probationers @ LCC 2024-05-13.

For an hour and 42 minutes the Greater Lowndes Planning Commission discussed and recommended for or against eight rezoning cases.

Two Lowndes County Commissioners attended: Scottie Orenstein and Joyce Evans. The Lowndes County Commission will hear these cases this week, or so we assume, since they have no agenda posted yet.

At the Planning Commission, nobody spoke against most of the cases on the agenda, and the Commissioners unanimously recommended approval of those, sometimes with conditions.

Only two cases were very slightly controversial.

Update 2024-05-10: Videos: 6 Lowndes County cases, 1 Lake Park, 1 Valdosta @ GLPC 2024-04-29.

The Greater Lowndes Planning Commission (GLPC) will be busy this evening, maybe with a packed audience, to review eight rezoning cases.

Considering waterways, these cases seem unremarkable.

The Lake Park W. Marion Ave. rezoning is near Long Pond, but not on it.

The Valdosta Williams Street rezoning apparently drains into One Mile Branch, which goes into Sugar Creek and the Withlacoochee River, but is not very near that creek.

The Skipper Bridge Road rezoning near Franklinville Road is uphill from the Withlacoochee River, but not near to it. This is the one case with no utilities, but it is for a single house.

The River Road rezoning backs up onto Pebble Creek, which runs into Crawford Branch into the Withlacoochee River, but that area is recognized as wetlands on the plat, with a detention pond.

The Dasher Grove Road and Val Del Road rezoning includes two creeks that run into Sermons Branch, into the Withlacoochee River, but at least they are recognized as wetlands and avoided in the conceptual plan.

The Old US 41 rezoning is near Sermons Branch, which runs into the Withlacoochee River.

The Whitewater Road rezoning is near creeks that end up in the Withlacoochee River.

The Carter Lane rezoning is at the top of Caney Branch, which runs into Enoch Creek, the Alapahoochee River, and the Alapaha River.

Here is the agenda.

The board packet, received in response to a LAKE open records request, is on the LAKE website.

Videos: One Lowndes County case, solar fence, Lake Park, GA @ ZBOA 2019-08-06

Nancy Hobby recused herself before the lengthy discussion of the one ZBOA case for August 2019, which was actually in Lowndes County, VAR-2019-09 — Tycor Farms (6734 Georgia Highway 376, Lake Park) Request for a variance…. or 6530 GA 376, according to a followup letter from the applicant’s representative.

There was still nothing about the wetlands around the place, leading to Enoch Creek, then into the Alapahoochee River, into the Alapaha, the Suwannee, and on to the Gulf.

However, the likely wetlands seem to be along the eastern edge of the cleared area, so one can guess the solar panels are not going there.

Videos and packet: Millage, SPLOST VIII, Wastewater, roads, bridges, mosquitos, Construction Board @ LCC 2019-08-12

County Manager Joe Pritchard said Finance Director Stephanie Black has received a millage report from the Tax Commissioner. He and she will prepare something from it for the Lowndes County Commissioners for a later meeting.

The board packet is on the LAKE website, in response to a LAKE open records request.

$1.5 mllion on wastewater, SPLOST VIII, roads, bridges, mosquitos, Construction Board @ LCC 2019-08-12

The resolution to reimpose the SPLOST tax as SPLOST VIII, was not included with the agenda for the tax-paying public to see. LAKE has filed an open records request for the entire board packet. Perhaps the county will supply it before they vote tomorrow.

Four bids were received for LAS and Pump Station Improvements with the high bid at $3.3 million, and the low at $2.5 million, but apparently the county negotiated the low bidder, Doyle Hancock & Sons, down to $1,520,858.00. This is “for improvements to the LAS [Land Application Site, aka wastewater spray field], Bevel Creek, Francis Lake, and Coleman Road lift stations.” The LAS is between Grassy Pond and Pike Pond, a few thousand feet from the GA-FL line, in the Withlacoochee River watershed. One Valdosta Lowndes County case, solar fence, Lake Park, GA @ ZBOA 2019-08-06

Update 2019-09-24: LAKE videos.

Only one case on the ZBOA agenda today: VAR-2019-09 — Tycor Farms (6734 Georgia Highway 376, Lake Park) Request for a variance….

Oops, it’s not really at that address; that’s a neighbor’s house. Also, the Technical Review Committee (TRC) changed from recommending denial due to no hardship to recommending approval. Actually it’s at 6530 GA 376, according to a followup letter from the applicant’s representative.

And it’s pretty obvious from the applicant’s aerial map that it’s next to a creek, which as it happens runs into Enoch Creek, then into the Alapahoochee River, into the Alapaha, the Suwannee, and on to the Gulf. Yet I don’t see a word about wetlands in the application.

Keep Lowndes-Valdosta Beautiful did cleanups in wetlands in both the Withlacoochee and the Alapaha River watersheds, plus at exit 22, and the general illegal trash dumping situation came up. Did the county change the speed limit on your road? The County Engineer said only in one area, but they didn’t publish the list. Also discussed were a GEMA grant application, a proposal for engineering services for Exits 22 and 29, HVAC for county buildings, and a liquor license. Here’s the agenda with links to the videos and a few notes.

Valdosta sewage into Alapaha River watershed three times in February 2015

Valdosta didn’t mention it and the Florida Department of Health doesn’t seem to know it, 300x219 Knights Creek in Valdosta, in Knights Creek, Valdosta, Georgia, by USGS Streamer, for WWALS.net, 28 February 2015 but Knights Creek is in the Alapaha River watershed. Valdosta spilled sewage into it twice in February. Plus that 16 February spill into Dukes Bay Canal also ends up in the Alapaha River. But never you mind, Valdosta also spilled into the Withlacoochee River through the usual Sugar Creek. Somehow I don’t think all these spills are not Valdosta’s fault. Seems like it’s time for Valdosta to finish fixing its wastewater problem. And since the most recent spills were due to rainfall directly on Valdosta, the levee proposed by the Army Corps of Engineers on Sugar Creek at the Withlacoochee River wouldn’t help, nor would it help at any time for spills directly into the Withlacoochee River at GA 133, nor for Dukes Bay Canal nor Knights Creek, which flow into the Alapaha River.
