The water is good now, right? –Demarcus Marshall about Alapaha Water Treatment @ LCC 2013-07-23

A County Commissioner wanted the Utilities Director to confirm that the water was already good before the county fixes the treatment plant at Alapaha Plantation, at the 23 July Regular Session of the Lowndes County Commission.

The water is good now, right? --Demarcus Marshall Regarding the letter written by Lovell Engineering to GA EPD on behalf of the county, discussed in the previous morning’s 22 July 2013 Work Session, Commissioner Demarcus Marshall asked:

I just had a question regarding the timing of the letter. I know it says eight month pilot study. And I just wanted to know for the record, that the water is good now, right? It’s drinkable, and so forth, just for the public to be aware that it’s not some public health risk out there.

The “SPLOST VII Agreement” has been drafted among the county and the local cities, but it isn’t quite done yet, you can’t see what they’re still considering, and there was no mention of any public hearings. A local engineering firm is apparently going to get two no-bid contracts, one for the Alapaha Water Treatment Plant and one for the county’s Land Application Site. A local attorney represented both a bond refinancing and Moody Housing. Many renewal contracts were presented, and the long-running juvenile justice item saw some progress. They ended with an Executive Session but didn’t say what for. Chummy lot, those Commissioners and staff and attorneys and engineers.

Moody, Moody, acre, water, and SPLOST VI @ LCC 2013-08-12

Does “SPLOST VII Agreement” mean the SPLOST lists are a done deal and there will be no public hearings? Two Moody and one small rezoning cases move from the Planning Commission to the County Commission. And that Alapaha Water Treatment Plant is back on the agenda for tomorrow morning and voting Tuesday evening by the Lowndes County Commission.

Thanks for a boat ramp & a new community center –Kristofer Graham, Naylor

State Park style trash can I just want to take a min of my time & thank you all the Lowndes county commissioners for Consideration of Proposed List for a boat ramp & a new community center in our community. This mean a lot to our community & our surrounding counties. It’s a good asset to Lowndes county. Lowndes County needs public access to the beautiful scenic Alapaha River as residents have enjoyed the river for generations. County setting parks legacy –April Huntley

I would like to inform the community that the Lowndes County Board of Commissioners has announced their “Consideration of Proposed List” for Special Purpose Local Option Sales Tax VII on July 22-23, 2013. It can be viewed on LowndesCounty.com.

The part of the budget that is most impressive to me is the allocation to Parks & Recreation. Its allocation is 3.5 million dollars. We need good recreation for our families in Lowndes County and to me this number sounds like our county commissioners take it serious.

I would also like to send out a big thank you to the commissioners for putting a Community Center in Naylor and a boat ramp on the Alapaha River as part of the purpose for the Parks and Recreation allocation.

Lowndes County needs public access to the beautiful Alapaha River as residents have enjoyed the river for generations. I hope the community will come together over this project and create a legacy for generations to come. Please send thank yous, ideas and comments to the commission about the Naylor project:

Wastewater violation on the Alapaha River @ LCC 2013-07-22

The County has another wastewater violation, this time at the Alapaha River, and is late in doing something about it. Don’t be surprised if we see an emergency change order in a future session. This was at the Monday 22 July 2013 Lowndes County Commission Work Session; they vote tonight.

SPLOST, Children’s Appointment, Prisoners, and Water @ LCC 2013-07-22

A SPLOST VII presentation, an appointment to the Department of Family & Children’s Services Board, rehiring prisoners who are cheaper than local labor, and a letter to GA EPD about an upgrade to the Alapaha Water Treatment Plant they’ve been tinkering with since 13 and 14 August 2007 at least. Is this the upgrade Reed Construction Data says is on US 84, was engineered by Lovell Engineering? If so, it’s for:

Arsenic, Outings, and Flooding: WWALS Watershed Coalition @ VLCIA 2013-04-16

Water issues strongly affect economic development, so I talked about the new WWALS Watershed Coalition at the 16 April 2013 Board Meeting of the Valdosta-Lowndes County Industrial Authority.

The VDT declined to speak, so I did. After apologizing for no okra today, I commended the Authority for talking about the missing agenda items and for mentioning due diligence and flood control.

Mostly I talked about the new WWALS Watershed Coalition, www.wwals.net, incorporated in June 2012, which is about watershed issues such as flooding, water quality, and invasive species related to the Withlacoochee, Willacoochee, Alapaha, and Little River System. I mentioned arsenic in some local well water, which the Department of Health has finally said should be tested, three years after Janet McMahan discovered it was a problem. Make sure people in my age group know who they’re voting for —Brett Huntley @ LCC 2013-02-26

Brett Huntley responded to the Commission's mysterious ruling against the public at the 26 Febuary 2013 Lowndes County Commission meeting, to close the only public access to the Alapaha River in Lowndes County. Neither County Manager Joe Pritchard nor County Engineer Mike Fletcher were paying any attention.

I would like to publicly say that I am shocked with the decision. I feel the decision was in favor of a sole person, and not in the interests of the community and the citizens. We tried to speak and explain our side of the story. And the county road has not ceased to be used. It's been being used in our county for over 100 years. I feel your guys just made a decision that will have an impact on our culture and heritage in the community that is not good. It's a bad decision, I feel.

I kind of feel hurt. I feel it's a personal thing for our community. That whole road abandonment idea stems from one sole person

Please deny the closure of County Road 16 leading to the Alapaha River —three neighbors

To the Lowndes County Commission:

It has been quite an experience dealing with the proposed closing of a portion of County Road 16. Our quaint spot on the river in Naylor, Lowndes County is something that can easily be taken for granted, but it is something that should be treasured and appreciated by the entire county. While we have learned a rich history about Naylor and the County Road proposed to be closed, we will not encumber you with these details. We will let you know in this letter the laws and reasons why the proposal should be denied.

First off, the landowner did not legally own the land when he made his request for the closing of the road. The legal date this property was deeded to Phillip Connell is February 8, 2013. The day his request was made is unknown because the letter sent had the date whited out and is an exact copy of the September 10, 2010 letter he submitted. It is known that the proposal for a public hearing was made in the Commission meeting January 22, 2013. The county should not be hearing this proposal for being misled by Phillip Connell. Why instead is the County claiming that a legal transaction for this land occurred 2 or 3 years ago and now has extended it to 3 or 4 years ago? Where is the proof for this claim?
