Bulgaria cancelled a new nuke

If Bulgaria can do it, Georgia can do it: end a new nuke boondoggle. Bulgaria started opposition when building the plant seemed irreversible, yet they reversed it. We can, too. And we can get on with solar and wind.

County quantifies some infrastructure payback times @ LCC 2012 03 31

Water and sewer take decades for return on investment, and roads and bridges probably aren’t any better. That’s worth remembering whenever solar, busses, or trains come up.

The cost of one mile of construction for water takes 23 years for a return on the initial investment; sewer takes 21.3 years.

The VDT didn’t specify the similar return times for road paving or bridge construction, but it’s a safe bet they’re at least as long. The farther water or sewer lines or roads or bridges are from population centers, the more they cost both directly in installation and indirectly in trips for fire and sheriff vehicles, and especially school busses. The county commissioned a report on that several years ago, as Gretchen reminded them last year. In the particular rezoning case on Cat Creek they were discussing then (Nottinghil), they made a decision to table which seems to have caused the developer never to come back with that particular sprawl plan. I congratulated the Commissioners at that time, and I congratulate them again on not promoting sprawl.

Sprawl costs the county, payback takes years, and longer the farther out it goes. What if we did something different? More on that later.

Judge OKs Barnes and Richardson CWIP suit against Georgia Power

Judge allows lawsuit over Georgia Power surcharge to go forward,

Fulton Superior Court Judge Ural Glanville’s ruling Thursday allows the lawsuit filed by former Gov. Roy Barnes and ex-Republican House Speaker Glenn Richardson to go forward.

The complaint said Georgia Power has improperly collected sales tax and fees on a surcharge created by a 2009 law. They say it has added up to as much as $100 million in costs to ratepayers.

This lawsuit opposes Georgia Power’s Construction Work in Progress (CWIP) that is already charging gapower customers for the Plant Vogtle nukes that won’t produce any power for years yet. If this lawsuit wins, they may not ever be built.

But you don’t have to wait for this lawsuit, or for the legislature to ban CWIP. You can oppose CWIP by paying for it in a separate check.

Maybe soon we can get rid of Georgia Power’s territoriality law so we can, like we could in 46 other states, generate our own solar or wind power and sell it to whomever we choose.

Insurgents win majority on Cobb EMC board

According to the Cobb EMC board election results, even without two runoffs, four new members were elected yesterday, so added to the 4 new members elected in November, that’s 8 out of 10 members opposed to coal plants, opposed to corruption, and for transparency.

Four more seats on the Cobb EMC board of directors are now in new hands, and two more will be settled in unprecedented runoff elections on April 21.

The winners are: Rudy Underwood, who was unopposed in Area 2; Kelly Bodner in Area 3; Bryan Boyd in Area 8; and Eric Broadwell in Area 9.

One runoff will be for Area 4, where Jim Hudson won 681 votes (42 percent) and David McClellan won 601 votes (37 percent). There were eight candidates competing in Area 4.

The other runoff will be for Area 5, where Tripper Sharp — one of the plaintiffs to the 2007 lawsuit against the EMC — got 775 votes (46 percent), and Charles A. Sevier got 502 votes (30 percent). Nine candidates were vying for that seat.

Fresh Kills Landfill Solar Farm

New York City’s new wind and solar farm will be a dump.

Who would know that an old garbage dump at Staten Island in New York City would house 20 MW of renewable power? If they succeed with their plans, “Fresh Kills landfill” will be transformed into a combined solar and wind farm that could generate enough electricity to power 6,000 average American households!

The old landfill has serviced the city for 53 years, and taken care of a whopping two billion tons of thrash, before closing early in 2011.

Solar eating fossil fuels’ cake in Germany

Why is Georgia Power still peddling misinformation about solar power instead of moving ahead with it? What’s happening in Germany could be a clue.

The first graph illustrates what a typical day on the electricity market in Germany looked like in March four years ago; the second illustrates what is happening now, with 25GW of solar PV installed across the country. Essentially, it means that solar PV is not just licking the cream off the profits of the fossil fuel generators — as happens in Australia with a more modest rollout of PV — it is in fact eating their entire cake.
So solar is taking the profits out of coal and natural gas. So sad!
Deutsche Bank solar analyst Vishal Shah noted in a report last month that EPEX data was showing solar PV was cutting peak electricity prices by up to 40%, a situation that utilities in Germany and elsewhere in Europe were finding intolerable. “With Germany adopting a drastic cut, we expect major utilities in other European countries to push for similar cuts as well,” Shah noted.

Analysts elsewhere said one quarter of Germany’s gas-fired capacity may be closed, because of the impact of surging solar and wind capacity. Enel, the biggest utility in Italy, which had the most solar PV installed in 2011, highlighted its exposure to reduced peaking prices when it said that a €5/MWh fall in average wholesale prices would translate into a one-third slump in earnings from the generation division.

You know, if the utilities got out in front and generated energy from solar and wind themselves, they wouldn’t be having this problem.

Here in Georgia, even Georgia Power could get going and do that, instead of fighting this:

11% return on solar panel investment —Paul Wolff @ Tybee 2012 02 17

Paul Wolff told us how he came to invest in solar energy:
I did the math on it ahead of time. I had a bunch of mutual funds that hadn’t done anything in a long time. I figured out given the state and federal tax credits what the payback would be, and it came out to be about eight years. So I just divided that out, and by selling mutual funds and investing that money in solar panels on my roof it’s an eleven percent return. And in this economic climate I have nothing else yielding anywhere near that. So that’s a selling point.

The one on the right is 10 SEER (he had two); the one on the right is a 17 SEER (the new one). The new one has a separate dehumidifier and a two-stage compressor. It doesn’t have to cut on full blast every time, which cut Paul’s energy cost for cooling by 40%.

Net Metering in California: Megawatts and jobs

Net metering of solar energy works fine in California, where it increasingly provides electricity to meet peak demand. Georgia has a 2001 law that requires power utilities to do a version of net metering, but it’s a weak version and there’s a low cap on how much you can sell back to the utility.

The Georgia version, according to GEFA:

Net metering is the process whereby an energy consumer produces energy and then sells some or all of this energy to the “grid”, or major energy producers in the state. Under Georgia’s net metering laws, state residents and businesses can purchase and operate green energy capital, including photovoltaics, wind energy and fuel cells, and use this energy on-site. These residents and businesses may then sell any un-used, additional energy produced on-site to their energy provider. There is a maximum of 10 kilowatts (kW) for residential applications and up to 100 kW for commercial applications.
As you can see by GEFA’s pie chart, solar energy was too small to chart as a source of energy in Georgia as of 2004. With solar, we can burn less coal and uranium.

Solar Energy Industries Association (SEIA) has a report, Solar Net Metering in California,

Protecting Net energy metering (NEM) is the top policy priority of the Solar Energy Industries Association (SEIA) for California in 2012. NEM is a billing arrangement that allows utility customers to offset some or all of their energy use (up to 1 MW) with selfgenerated renewable energy.
The definition sounds the same, except for the cap: 1 megawatt is 1000 kilowatts, so California’s current cap is 100 times the Georgia residential cap and 10 times the Georgia commercial cap, with apparently no distinction between residential and commercial.
