In Georgia, “competitive” is not for you!

Remember the Southern Company brags about “Our competitive generation business”. The important word there is “our”, as in the Southern Company and its subsidiary Georgia Power gets to compete, and you don’t. Unless you’re big enough.

According to the Georgia Public Service Commission:

Some retail competition has been present in Georgia since 1973 with the passage of the Georgia Territorial Electric Service Act. This Act enables customers with manufacturing or commercial loads of 900 kW or greater a one time choice in their electric supplier. It also provides eligible customers the opportunity to transfer from one electric supplier to another provided all parties agree.

This is apparently only one of twelve Georgia laws that impede a competitive solar power market. But this Territoriality Law alone might be enough of an impediment. Here’s a guide, and here’s the text of the Georgia Territorial Electric Service Act.

Because of that law, you can’t you put up solar panels on your own land and sell your power to somebody somewhere else. And you can’t get a company like SolarCity or Lower Rates for Customers to put up solar panels on your property and sell you the power ( or can you?). Georgia Power, nuclear buggy whip manufacturer

I think of Georgia Power more as like IBM when minicomputers came out. IBM built bigger mainframes. The Internet started to spread, and IBM pushed its own proprietary SNA network. (Remember SNA? I didn’t think so.) Then PCs came out, and IBM layoffs started….

Everybody except for Georgia is jumping on the wind and solar bandwagon, but Georgia Power is side-lined in a nuclear jam like a horse-buggy manufacturer at the dawning of the Ford assembly line.

The white area on that map is for states that have no standards or goals for renewable energy.

Remember Georgia Power is the biggest part of its parent, The Southern Company, and the nuclear units at Plant Vogtle (operating and planned) are actually owned by another offshoot of The Southern Company. According to Southern Company’s webpage, Megawatts and Markets,

Southern Company regulated regional electric utilities serve a 120,000-square-mile territory in Alabama, Florida, Georgia, and Mississippi. Our competitive generation business extends to markets in six southeastern states.

It’s interesting how similar the Southern Company’s markets are to the states in that white southeast no-renewable-energy-portfolio area!

Southern Company Rated Worst of Seven Major U.S. Utilities

Southern Company, Number One! In failing grades, that is. Room for improvement in renewable energy.

Green America press release dated 24 May 2011, Southern Company Rated Worst of Seven Major U.S. Utilities: Southern Gets Straight “F”s in Grading of “The Dirty Seven” Utilities, Also Home to Three of 10 Worst-Polluting Power Plants in U.S.,

On the eve of Southern Company (NYSE: SO) holding its annual meeting of stockholders in Pine Mountain, GA., the nonprofit Green America released a report today ranking the major U.S. power producer as “the United States’ most irresponsible utility.”

Titled “Leadership We Can Live Without: The Real Corporate Social Responsibility Report for Southern Company,” the Green America analysis assigns letter grades to seven major U.S. utilities on four fronts: reliance on coal; pollution; reliance on and expansion of nuclear power; and lobbying expenditures. Southern came in dead last with straight “F” grades in all four of the categories.

The PR and the report have a lot more detail, such as this:

Clean Air Task Force data shows that Southern Company’s coal-fired power plants cause 1,224 deaths, 1,710 heart attacks, 20,770 asthma attacks, and 752 cases of chronic bronchitis per year. The total annual cost of all of this damage is over $9 billion.

Hey, that’s more than the original projected cost of the new nukes! Georgians, do you like trading your health for SO’s coal plants and its nuclear boondoggle?

Or would you rather Southern Company and Georgia Power spend less for more electricity by following Austin Energy and Cobb EMC into solar power, plus wind off the coast, for jobs, for energy independence, for health, and for profit?

Saudi Arabia turns from oil to sun: $109 Billion Plan

When the world's biggest oil producer plans to shift to solar energy, maybe it's time for the rest of the world to realize there's money in solar energy.

Sarfaraz Khan wrote for Solar PV Investor 17 May 2012 Saudi Arabia, The Land of Plenty For Solar: Saudi Arabia's energy strategy plans to add 41GW to the national grid in 20 years through investments of $109B.

Ali Al Naimi, surprised the global solar stage with his grand announcement, “Saudi Arabia aspires to export as much solar energy in the future as it exports oil now.”

That was two years ago. This month Saudi Arabia held the fourth Saudi Solar Energy forum.

The summit turned out to be extremely successful, as by the end of the meeting, Saudi Arabia officially announced its ambitious solar energy strategy that plans to add 41GW to the national grid in 20 years through investments of $109B. The country currently produces just 3MW from solar. According to the plan, 25GW will be generated from solar thermal plants and 16GW from PV panels. The country aspires to generate a quarter of its total energy from the solar sector by 2032.

It seems the world's biggest oil exporter is planning for a future in which oil is much less important and the sun much more so.

And in that conference:

The companies that participated in the conference included First Solar (FSLR), Amonix, Areva Solar, Abengoa Solar, Novatec Solar, Siemens and Soitec Solar GmbH.

Not a U.S. company in that list. Of course, the U.S. doesn't need Saudi Arabia as a customer if we just get on with solar here at home. Georgia, for that matter, has two solar manufacturers Suniva of Norcross and MAGE SOLAR of Dublin) and more than 40 certified solar installers.

How Much Wind and Solar Capacity Would a Billion Dollars Buy?

Those cost overruns so far on the new nukes? How much solar and wind could that money buy?

John Hanger wrote on his Facts of the Day today, $913 Million Construction Overrun Hits Georgia New Nukes: How Much Gas, Wind, Solar Capacity Would That Buy?

Comparing the Vogtle initial $913 million cost overrun to the capital costs of gas, wind, and solar plants show just how big these cost overruns can be. The Vogtle $913 million cost overrun by itself could have paid for approximately 1,000 megawatts of natural gas generation; 450 megawatts of wind power; and 330 megawatts of solar power.

Don’t forget that’s just the first cost overruns on those nukes. When the current Plant Vogtle nukes were built, there were supposed to be four at a cost of $660 million; only two were built, at a cost of $8.87 billion. That’s a cost overrun of 1300%. How much solar and wind could $8 billion buy?

Moreover, gas, wind, and solar generation could be up and running in 3-years or less from the first day to the last day of development, as opposed to the 10 years or more needed to build a nuclear plant.

Austin Energy’s new 30 MW solar farm, for example, approved beginning of 2009, opened end of 2011, and cost less than originally projected.

Oh, and solar doesn’t leak radioactive tritium like Plant Hatch and won’t get shut down two days after an NRC clean bill of health like Plant Vogtle.

Cost overruns already starting for Georgia Power’s new nukes

Remember how Georgia Power customers get to pay for cost overruns on the new nukes? Well, the overruns have already started.

JoAnn Merrigan wrote for WSAV 15 May 2012, Environmental Groups: Plant Vogtle Reactors Almost One Billion Over Budget,

A group of nine national environmental groups says that the two new nuclear reactors being built at Plant Vogtle (near Waynesboro in eastern Georgia) are over budget by up to $1 billion dollars. The opponents say Georgia Power’s share of the cost overruns is currently $400 million and that may cost ratepayers as well as taxpayers who are guranteeing loans in the billions of dollars.

The nine environmental groups, Friends of the Earth, Southern Alliance for Clean Energy, Blue Ridge Environmental Defense League, Center for a Sustainable Coast, Citizens Allied for Safe Energy, Georgia Women’s Action for New Directions, NC WARN, Nuclear Information and Resource Service, and Nuclear Watch South, are also suing:

Powering North Carolina with wind, sun, and water

Here's some hard evidence of FERC Chairman Jon Wellinghoff's assertion back in 2009 that baseload is outdated, we don't need any new nukes or coal, because we can get all the new power we need from sun and wind. This study from North Carolina goes further: we don't need coal or nukes at all.

John Blackburn, Ph.D. wrote a report March 2010, Matching Utility Loads with Solar and Wind Power in North Carolina: Dealing with Intermittent Electricity Sources,

Takoma Park, Maryland, and Durham, North Carolina, March 4, 2010: Solar and wind power can supply the vast majority of North Carolina's electricity needs, according to a major report released today. Combined with generation from hydroelectric and other renewable sources, such as landfill gas, only six percent of electricity would have to be purchased from outside the system or produced at conventional plants.

"Even though the wind does not blow nor the sun shine all the time, careful management, readily available storage and other renewable sources, can produce nearly all the electricity North Carolinians consume," explained Dr. John Blackburn, the study's author. Dr. Blackburn is Professor Emeritus of Economics and former Chancellor at Duke University.

"Critics of renewable power point out that solar and wind sources are intermittent," Dr. Blackburn continued. "The truth is that solar and wind are complementary in North Carolina. Wind speeds are usually higher at night than in the daytime. They also blow faster in winter than summer. Solar generation, on the other hand, takes place in the daytime. Sunlight is only half as strong in winter as in summertime. Drawing wind power from different areas — the coast, mountains, the sounds or the ocean — reduces variations in generation. Using wind and solar in tandem is even more reliable. Together, they can generate three-fourths of the state's electricity. When hydroelectric and other renewable sources are added, the gap to be filled is surprisingly small. Only six percent of North Carolina's electricity would have to come from conventional power plants or from other systems."

Six percent is a small number. That means most coal plants could be shut down, and no nukes are needed.

Fixing the illusion of certainty in Georgia Power’s decision-making

Why is it so hard to get a company like Georgia Power or The Southern Company to get on with solar and wind power for clean energy, for national energy independence, and, most importantly to such corporations, for their own profit? Why instead do they keep investing in coal and natural gas and wasting our tax and customer dollars on nuclear financial boondoggles? Why did Cobb EMC back new coal plants until they had their nose rubbed in national shame about corruption and do nothing about solar until their shareholders revolted and changed a majority of their board? We don’t even need to wait for that forensic audit the new Cobb EMC board wants to get the big picture. Such companies consider what they’re used to to be low risk, and anything new to be risky. Why are they so stodgy, and how do we change that?

These companies have many decades of experience with coal and natural gas, so they consider them less financially risky. (Details like neighbors dying disproportionately from cancer cost a little bit to buy up property, but that’s nothing compared to readily predictable profits.) Even nuclear such companies consider not risky to them, since they’ve got the federal government and their own customers guaranteeing all the financial risk through Construction Work in Progress charges on their bills for power they’re not even receiving from the new nukes and agreement from Georgia PSC that cost overruns like those caused by concrete sinking into the dirt can be passed on to the customers.

The illusion of eliminating uncertainty from corporate decision-making is not merely a question of management style or personal preference. In the legal environment that has developed around publicly traded corporations, managers are strongly discouraged from shouldering any risks that they know about—or, in the opinion of some future jury, should have known about—even if they have a hunch that the gamble might pay off in the long run. There is no such thing as “long run” in industries driven by the next quarterly report. The possibility of some innovation making money is just that—a mere possibility that will not have time to materialize before the subpoenas from minority shareholder lawsuits begin to roll in.

ALEC, bills to ditch renewable energy, and the Southern Company

Got caught promoting laws that encourage people to kill people? Double down on laws to kill people through pollution! That’s what ALEC is doing. And look who’s apparently a member of ALEC: the Southern Company, parent of Georgia Power, and proprieter of several of the largest and dirtiest coal plants in the country.

Brian Merchant wrote for Treehugger Tuesday, Two ALEC Campaigns Exposed: One Kills Renewables, One Boosts Fracking,

After major corporations like Pepsi, Kraft, Proctor & Gamble, and Coke all ditched the rightwing group, ALEC announced that it would Plant Scherer abandon its drive to enact gun and voter ID laws. The group’s decision came after a couple high profile campaigns were launched decrying ALEC’s involvement in passing the ‘stand your ground’ laws.

But the group is actually stepping up its efforts in other arenas, as I noted last week. And two new reports, one from ProPublica, the other from DeSmogBlog, outline its new aims: dismantle legislation that incentivizes renewable energy generation, and preserve loopholes that allow natural gas companies to keep the chemical cocktails in their fracking fluids secret from the public.

This is the same ALEC that promotes laws like Georgia’s HB 87 that lock up more people to benefit private prison companies like CCA, which wanted to build a private prison on Lowndes County, Georgia. Traficking in human beings is not too sordid for ALEC, so poisoning people through polution doesn’t seem surprising.

Southern Company wants even more special nuke loan terms

Southern Company wants even more special loan guarantee terms for its new Plant Vogtle nukes. When that or CWIP gets revoked, maybe Southern Company will see that solar is a lot less trouble, and more profitable.

The license authorized by the NRC 9 February 2012 for the new Plant Vogtle nukes is the first one in thirty years. Harvey Wasserman wrote for CounterPunch 18 April 2012, The Big Liability,

It’s about a proposed $8.33 billion nuke power loan guarantee package for two reactors being built at Georgia’s Vogtle. Obama anointed it last year for the Southern Company, parent to Georgia Power. Two other reactors sporadically operate there. Southern just ravaged the new construction side of the site, stripping virtually all vegetation.

It’s also stripped Georgia ratepayers of ever-more millions of dollars, soon to become billions. This project is in the Peach State for its law forcing the public to pay for reactor construction in advance.

Look on your Georgia Power bill for Nuclear Construction Cost Recovery Rider, aka Construction Work in Progress (CWIP). It’s probably about 3% of your bill, for power you may never receive.

If you get your electricity from an EMC instead, remember Georgia’s Electric Member Corporations already participate in the existing Plant Vogtle nukes, so you’ll be on the hook one way or another for the new nukes.

When the project fails, or the reactors melt, the public still must pay.

And even before then, Georgia Power customers get to pay for cost overruns. Not to worry; last time nukes were built at Plant Vogtle, they only ran over budget by a factor of seven.
