Videos: Church, Personal Care Home, RV vendor, Lake Park Zoning Ordinance @ GLPC 2021-08-30

Almost half an hour on the church on Woodlawn Drive (sidewalks and building size), eleven minutes on the personal care home on Slater Street, and three minutes each on the RV sales expansion and the Lake Park Zoning Ordinance amendments. That was a slack evening for the Greater Lowndes Planning Commission (GLPC), at 47 minutes total.

Update 2021-09-13: LAKE videos.

For Monday evening it’s a light agenda for the Greater Lowndes Planning Commission.

One curious item is REZ-2021-14 LAR Properties of Lake Park, 5359 Mill Store Rd., 0200 292A, ±12.76 ac., P-D to C-H, County Utilities. That appears to be a vacant lot behind an RV store.

Google maps thinks the RV store is Day Bros RV, and their own website agrees. But if you go to google streetview, the sign out front says Alliance Coach RV Sales & Service.

According to the Lowndes County Tax Assessors, Day Bros RV Sales LLC sold both lots Continue reading

Update 2020-12-15: Board packet is on the LAKE website.

A million and a half dollars, mostly for insurance, on the agenda for the final Lowndes County Commission session of 2020, and that’s not counting the many-years-long ramifications of rezoning for new subdivisions and acquiring right of way for a new road.

[Rezonings: REZ-2020-17 3833 Inner Perimeter Road; REZ-2020-19 3435 Bemiss Knights Academy; REZ-2020-20 6712 Clyattstone Road]

Lowndes County Development Authority Terms are up for Brooks Akins, Gary Cannon, and Jerome Tucker. Cannon and Tucker want reappointment, and the Commission almost always reappoints.

Resolution Rejection Quitclaim Deed; Affidavit Regarding Title- Branch Point. The County has laid out the right-of-way for a county road known as Fender Road between Williams School… Trading a parcel to William Q. Touchton, Jr. for another parcel for the road.

REZ-2020-20 Ballyntyne 6712 Clyattstone Road (0071 008) R-1 to R-10, Water & Sewer, ~40.3 acres . For 105+ house lots. In 2006, for a more complicated plan on the same site, GLPC recommended denial 7:0, County Commission denied 2:0. What did GLPC vote this time? And how about factoring in all the costs of paving Clyattstone Road over many previous Commission meetings? Continue reading

Appoint Tax Assessors, 3 water, 3 road, 1 pandemic, 1 software @ LCC 2020-09-21

Applying this morning for Board of Tax Assessors are Mr. Gene Felts and Mrs. Gretchen Quarterman. The Lowndes County Commission will vote tomorrow (Tuesday) at 5:30 PM. That and almost $4 million in water, road, software, and fire items.

Cost What
$1,681,770.84Grading, Drainage, Base, and Paving of Clyattstone Road and Simpson Lane.
$1,417,333.98Clyattstone Water Main Extension
$489,310.00Motorola SUAII (Evergreen)
$128,075.58Firefighter Personnel Request
$41,217.6.00Foxborough Lift Station Pump

$22,500.00FY2021 Joint Funding Agreement with USGS
$19,800.00Land Application System (LAS) Expansion Agreement
$3,834,177.28Total

Apparently paving does not solve all problems, because one of the four water items is Drainage Improvements to Brinson Lane and Oak Hill Drive to “eliminate flooding issues as a result of the paving of Oak Hill Drive.”. The other three water items are FY2021 Joint Funding Agreement with USGS for the Folsom Bridge (GA 122 Little River & Skipper Bridge (Withlacoochee River) USGS gauges, Foxborough Lift Station Pump, and Land Application System (LAS) Expansion Agreement.

In addition to Brinson Lane, there are two more road items: Grading, Drainage, Base, and Paving of Clyattstone Road and Simpson Lane (how much have they spent on that project combined so far?) and Acceptance of Infrastructure for Val Del Villas. The latter is listed as no cost, despite the Brinson Lane episode.

Received in response to a LAKE open records request, the board packet is on the LAKE website. Here is the agenda.

Update: rezonings w. Tiger Creek, whose communications tower? @ LCC 2020-09-08

Here are the answers to these questions from Saturday:

  1. Why is the owner of the planned 300-foot communications tower off US 84 a secret?
  2. Why does the agenda sheet for REZ-2020-11 Bella Mill Plantation, 8450 Ousley Rd., next to Tiger Creek and a short distance upstream from the Withlacoochee River, make no mention of sewage or the size of the septic system relative to the number of expected attendees at the planned event facility?

[Proposed interior sketch]
Proposed interior sketch

  1. TWR 2020-02 is by Diamond Communications and AT&T.
  2. REZ-2020-11: the Department of Public Health determines septic system sizes. That Department won’t issue a septic system permit until they are satisfied.

These answers came from JD Dillard, Lowndes County Planning and Zoning Director. I called him yesterday before the Regular Session Tuesday, and he called back with the answers.

How does the Department of Health determine septic system sizes? Partly by Continue reading

The longest time, almost 16 minutes, was for Pregnancy Support Clinic of Valdosta at 2203 N. Oak St., followed at 14 minutes by REZ-2020-03 Wetherington Property, Val Del Road RA to PD, with 12 minutes for the Jon Nijem rezoning and Planned Development at 406 & 410 Baytree Road, in a relatively short February meeting of the Greater Lowndes Planning Commission.

Videos: Deannexation, Rezonings, Right of Way, Software, Health Insurance, Road Repairs @ LCC 2020-02-24

The longest item of those I videoed (yes, I was late to this Work Session) was 6.f. Deannexation of Ganas Property by Lake Park, which apparently doesn’t cost the county anything. Directly, at least. Maybe even net positive, due to property taxes.

Deannexation

Videos: COVID 19 briefing by Lowndes Health and GA-DPH 2020-03-12

Update 2020-03-13: Presentation Slides and More information on the DPH website.

Dr. William R. Grow, Director, Georgia’s South Health District, said he had never seen anything like this in his 40 year medical career. Handwashing is the single best prevention for the novel coronavirus and the COVID-19 disease it causes.

[Crowd]
Crowd

Status at this meeting, 9AM Thursday March 12, 2020, was one case from South Georgia Medical Center (SGMC) tested positive when he went to a Florida hospital, SGMC is scrubbing itself, and Moody Air Force Base had one positive case of the virus.

There is no GA DPH recommendation yet on large meetings other than if you’re ill stay home. The Mayor of Savannah has postponed St. Patrick’s Day, and Ireland, Chicago, and Boson have cancelled theirs. So far Azalea Festival in Valdosta says it will go on, with multiple hand-washing stations.

Here are the main parts of the meeting, which was at South Health HQ on Savannah Ave. in Valdosta, Georgia.

Since that meeting, Continue reading

Val Del Wetherington, Baytree Nijem, Pregnancy Clinic @ GLPC 2020-02-24

Neither of the two Valdosta cases at Monday evening’s Planning Commission Regular Session looks controversial, although you never know. Jon Nijem wants to rezone and then get approval for a Planned Development at 406 & 410 Baytree Road. And Pregnancy Support Clinic of Valdosta wants to rezone for office space at 2203 N. Oak St.

In Lowndes County, yet another Val Del Road subdivision, REZ-2020-03 Wetherington Property, is proposed diagonally northeast across the road from Nelson Hill, which makes even clearer why the county wants to pave Clyattstone Road, going from Val Del Road between those two west to Old US 41 North (see below).
