Car wash, parking, alcohol, and night flights: Videos @ GLPC 2012-10-29

The Greater Lowndes Planning Commission made recommendations on cases involving buffering a car wash, sizing parking spaces, alcohol at a corner store, and a development inside the Moody exclusion zone, all at its 29 October 2012 Regular Session.

Alcohol at the corner store? @ GLPC 2012-10-29

The old store at the corner of GA 122 and Cat Creek Road was the subject of debate over alcohol at the Planning Commission’s 29 October 2012 Regular Session. Here’s a playlist.

The County Commission continues to do the peoples’ business in secret. The solid waste exclusive franchise agreement was tabled for a month, due to some mysterious new information, and two citizens pleaded with the Commission to reconsider the whole thing. The developer who got to speak at Monday’s Work Session asked for his development to be tabled for a month, and the Commission did so. After the meeting, three people from Moody AFB trooped into a side room with the Chairman.

Also, if it’s a privilege to serve and an honor to be appointed, why does the Lowndes County Commission not tell us who they are appointing? In the Work Session they muttered some proposed names unintelligbly, and in the Regular Session they didn’t say anything about who some of the new appointees are, and none of the appointees spoke. As near as I could tell, only one bothered to show up: VLCIA reappointee Mary Gooding.

Update 2012-11-20: Jody Hall reminds me he was there as an appointee. He says he was ready to speak, but nobody asked him to.

Appointments to five boards, two rezonings, and a solid waste ordinance @ LCC 2012-11-12

Monday morning the Lowndes County Commission considers and Tuesday evening votes on members of five appointed boards. Who are the candidates? The agenda doesn’t say. The two rezonings are the same ones the Planning Commission recently considered. Presumably the solid waste ordinance has something to do with the recent privatization decision.

The agenda was faxed by GLPC Chairman Bill Slaughter to Gretchen Quarterman for LAKE, at her request; GLPC itself still doesn’t have agendas online, fifteen months after SGRC stopped posting them.

Videos of AAUW Candidates Forum 2012-10-24 Presumably he was referring to her appearance at the 22 October Candidates Forum 30 Club at Serenity Church and the then-upcoming 24 October Candidates Forum by AAUW at Valdosta High School. Gretchen Quarterman and Bill Slaughter are the two candidates for Chairman of the Lowndes County Commission. You can see LAKE videos of all four Candidate Forums online.

There is one Valdosta permit case on tonight’s GLPC agenda, and three rezoning cases, one from Hahira, and two from the county. I have been transcribing these faxes, but I don’t have time today, so here’s a brief summary table.

Resigning from Planning Commission; suggest appoint Jody Hall —John Page @ LCC 2012-09-11

John Page, recent winner of the Republican Primary for Lowndes County Commission District 5, spoke as a citizen wishing to be heard in yesterday’s Commission meeting. He said he was resigning from his appointed post on the Planning Commission effective 31 December 2012 because he sees it as a conflict with his upcoming elected position as a County Commissioner, plus he said he does not have time to do both. (Since there is no Democratic or other candidate for District 5, Page will be the Commissioner.) Page recommended his primary runoff opponent Jody Hall as his replacement on the Planning Commission.

I commend John Page for both of his decisions, and for announcing all this in a public meeting in front of a video camera. Maybe as a County Commissioner he will support transparency. And I commend Jody Hall for being willing to serve on the Planning Commission. Maybe as a Planning Commissioner he will support transparency.

Changes to Lowndes County’s Unified Land Development Code (ULDC) @ GLPC 2012-08-27

Did you know last night’s Planning Commission meeting included a public hearing about changes to the county’s Unified Land Development Code (ULDC) related to land disturbances and water quality? You wouldn’t have found out about that in the agenda, because it wasn’t posted anywhere you’d be likely to see it. (Where does GLPC post the one physical copy of the agenda required by law, anyway?) Supposedly it was advertised in the Valdosta Daily Times, but a search of Public Notices in Statewide Database of Public Notices from Georgia’s Legal Organ Newspapers for 1 June 2012 through 27 August 2012 finds nothing.

Here’s what the agenda item for the 27 August 2012 GLPC meeting (that we only know about because Gretchen went to that GLPC meeting and asked County Planner Jason Davenport) says:

From a procedural standpoint the amendment has been advertised in the Valdosta Daily Times to fulfill legal requirements. Beyond legal requirements staff has plans to post this agenda item and draft ULDC on the Lowndes County Website at http://www.lowndescounty.com/content.asp?pid=23&id=224. Regarding staff review of the amendments, the TRC recommended for their approval at their 08/16 regular meeting.

Planning Commission meets tonight: no agenda @ GLPC 2012-08-27

This month LAKE didn’t get an agenda from GLPC, but they are meeting tonight at 5:30 PM. According to the City of Valdosta’s calendar,

Three City of Valdosta cases (two conditional use and one rezoning) and five Lowndes County rezoning cases at the Greater Lowndes Planning Commission (GLPC) Regular Session Monday 30 July 2012. The agenda was faxed to Gretchen Quarterman of LAKE by GLPC Chairman Bill Slaughter at her request.

The cases are listed below, as nearly as I can transcribe them. You may wonder, as I do, why anyone should need to transcribe them, since they were composed in electronic form in the first place before they were printed and faxed. The answer is: because both the Valdosta City Council and the Lowndes County Commission refuse to make them available online. Gretchen Quarterman and Bill Slaughter are the two candidates running for County Commission Chair, by the way.
