Some answers and some remaining questions about the Comprehensive Plan

When I spoke at the Greater Lowndes Planning Commission (GLPC) about the Short Term Work Projects (STWP) document on Monday, November 28th, I had questions about several sections, and many of the deleted or modified items. The next day I met with Lowndes County Planner Jason Davenport to discuss my questions. Some of my questions were answered to my satisfaction, some I still had concerns about, and some are still unanswered because they were not actually in his area of expertise.

The document covers all the cities in Lowndes County as well as the unincorporated area. I did get some questions about Valdosta projects answered by Valdosta City Planner Matt Martin in a telephone conversation.

Local state legislative delegation at the Country Club

At the State Legislative Luncheon at the Country Club yesterday, sponsored by the Rotary Club and the Chamber of Commerce, I found it more interesting what the legislators didn’t mention than what they did.

Frequent attendees told me the audience was much larger than in previous years, and one attributed that to the recent school consolidation referendum. Sitting side by side were Chamber Chair Tom Gooding and FVCS President Sam Allen.

Jeff Hanson introduced the legislators. He’s the Chair of the Chamber’s Government Affairs Council (GAC). He said they are seeking more participants. Hm, they have an Energy and Environment Policy Committee that’s chaired by someone from Georgia Power….

Tim Golden announced that the local delegation’s highest priority was to get $32 million for a Health Science Center for VSU. VSU Interim President Dr. Levy was there, as was former president “Dr. Z” as Tim Golden called him.

I was just talking to someone from SGMC in the food line about how it would be nice if the Industrial Authority would promote healthcare industries more. It’s good that the legislators are doing that, although it’s not clear that there are not other things that should be even higher priority.

Private prison profits buying more laws to lock people up

Another report about money and private prisons (in addition to the ACLU’s Banking on Bondage), this one Public Campaign and PICO National Network, Unholy Alliance: How the Private Prison Industry is Corrupting Our Democracy and Promoting Mass Incarceration. It establishes that the “kids for cash” scandal, in which two judges accepted kickbacks in exchange for locking up juveniles, was just the tip of the iceberg.
Yet the reality is that private prison lobbyists regularly buy influence with state and federal officials, not only to win lucrative contracts, but also to change or preserve policies that increase the number of people behind bars. Private companies have made huge profits off the mass incarceration of non-violent drug offenders, and are now turning their attention to increasing the detention of Latino immigrants—the newest profit center for the prison industrial complex. Ultimately there is no way to reverse the costly trend toward mass incarceration without reducing the influence of these companies and their money in our democracy.

Earlier this year in Louisiana, a plan by Gov. Bobby Jindal (R-LA) to privatize prisons narrowly failed in a legislative committee by a vote of 13 to 12. The 12 members of the House Appropriations Committee who voted to approve the prison privatization plan have received more than three times more money from private prison donors than the 13 members who voted against the plan, according to an analysis of data from the Louisiana Ethics Administration and the National Institute on Money in State Politics. Gov. Jindal himself has taken nearly $30,000 from the private prison industry.

The private prison game: Banking on Bondage

Just a decade ago, private prisons were a dying industry awash in corruption and mired in lawsuits, particularly Corrections Corporation of America (CCA), the nation’s largest private prison operator. Today, these companies are booming once again, yet the lawsuits and scandals continue to pile up. Meanwhile, more and more evidence shows that compared to publicly run prisons, private jails are filthier, more violent, less accountable, and contrary to what privatization advocates peddle as truth, do not save money. In fact, more recent findings suggest that private prisons could be more costly.

So why are they still in business?

In a recently published report, “Banking on Bondage: Mass Incarceration and Private Prisons,” the American Civil Liberties Union examines the history of prison privatization and finds that private prison companies owe their continued and prosperous existence to skyrocketing immigration detention post September 11 as well as the firm hold they have gained over elected and appointed officials.

How to read Comprehensive Plan documents

I’m always getting a civics lesson, learning more and more about how our local and state governments work. Most recently, I had the opportunity to have explained two documents related to the Lowndes County Comprehensive Plan: the Short Term Work Projects (STWP) and the Report of Accomplishments (ROA). In the spirit of information exchange, I share what I learned with you.

The state of Georgia requires a Comprehensive Plan and collects and approves them through the Department of Community Affairs (DCA). The current plans for all of Georgia are available at the DCA Planning Site.

The current STWP documents that are being reviewed locally are the projects that the local governments and agencies expect to actively work on in the next five years. The ROA documents report on what was done in the past five years: what was completed, or will no longer be pursued. Many municipalities and counties file separate reports. Locally, because there is significant cooperation among the cities and Lowndes County there is one document with all the projects included and a place that indicates which agency is participating in the project. However, their input documents are filed separately, and LAKE has collected them on the LAKE web pages. Also, each local municipality holds its own public hearings.

Reading the STWP and ROA can be a bit tricky but once I understood the format, the process became much easier. The overall topics are prescribed by the state and are in general categories like “Population”, “Economic Development”, “Housing” and “Land Use”. There are sub-categories in each of the ten major categories, like “Secure High-Wage Jobs” and “Address Workforce Adequacy” in the “Economic Development” major category. Then, under each of these items are one or more specific projects that will be done in the next five years to help achieve each goal.

One reason the draft STWP is complex is that it redlines projects that were performed in the previous five years and are now being removed or modified for a variety of reasons. Many projects were completed, some moved from one stage (investigate) to another (implement or market), and still others simply lacked the staff or funding resources to continue being pursued.

The ROA document is in a similar format but the focus of it is to report the status of the STWP for the previous five years. An Explanation Column gives details on the status of each previous project. For example, it says that the “Feed the Elderly Senior Citizen Nutrition Program” has been discontinued because “Budgetary constraints have limited Lowndes County’s role in this supporting action.”.

The STWP and ROA documents are meant to be read as a pair, giving the reader an understanding of where we have been, where we are going and how we are going to get there as a community.

A renewable energy transparency law that enabled an industry

North Carolina passed a law in 2007 called the Renewable Energy and Energy Efficiency Portfolio Standard (REPS), which requires power utilities to get certain percentages of their energy from “renewable energy resources or energy efficiency measures.” To that NC added frequent, detailed, public reporting, and thus enabled a renewable energy industry.

Power utilities don’t like to reveal data about their energy sources or sales any more than Internet organizations like to reveal security problems. The key to REPS is the reporting it requires:

“Beginning in 2009, each power supplier is required to file a compliance report, detailing the actions it has taken to fulfill the requirements of the REPS.”
This is called the Renewable Energy Certificate (REC) Tracking System. It provides the data to see which utilities are providing how much of which kind of energy.

According to Ivan Urlaub of the North Carolina Sustainable Energy Association (NCSEA), REC reporting enabled the solar industry in North Carolina:

“The passage of the REPS law in 2007 and resulting success of the North Carolina’s clean energy market has created the rapid start-ups and expansions of clean energy businesses from installers to developers to manufacturers and the associated service sectors over the last few years.”
Not only is North Carolina now one of the national leaders in solar energy, but 91% of NC voters want more solar power, with wind second, and everything else far behind.

REC enabled not only a renewable energy industry, but also selection within that industry for what works.

The Civic Roundtable honored Jerome Tucker for some of the many things he has done for Lowndes County and south Georgia. And as usual he hit the nail on the head.

Dawn Castro wrote for the VDT yesterday:

In Georgia, small businesses are key to the state’s well-being. They account for a significant share of the state’s economic production and hiring. Small firms make up 97.8% of the state’s employers.

Creating economic security in any community first begins with understanding the impact of fiscal responsibility. Democrats are hosting this series of statewide seminars to build financial literacy for families, help with the information for startups and provide useful intel for existing small businesses.

CUNY’s idea of a public meeting

City University of New York’s trustees were holding a public meeting, and some of the public, namely CUNY students, attempted to attend. CUNY police and NYPD staged a welcome for them:
Carlos Pazmino, 21, a City College student who helped organize the protest, said that after students began opening doors to the auditorium where the CUNY trustees were to hold a public hearing at 5 p.m., CUNY police officers surrounded the entrances and pushed back, using their batons, and that when students formed a line to push past, the officers began hitting the students with the batons.

“I saw two people knocked down by cops,” Mr. Pazmino said. “They were arrested and one guy’s head was bleeding.”

Militarization of Police and Private Prison Profiteering: the Connection

Occupy UC Davis and the UC Davis Police have suddenly turned militarization of police from an obscure topic to a huge story with more than 3,000 stories found by google news. But what’s the connection between Mic check stops a police riot at UC Davis and CCA charges inmates five days’ pay for one telephone minute? The main cause of the militarization of police is also the main cause of the huge U.S. prison population (5% of the world’s population, 25% of the world’s prisoners: USA #1!). That cause is the failed War on Drugs.

Then came day two. Early in the morning, large contingents of demonstrators began to converge at a key downtown intersection. They sat down and refused to budge. Their numbers grew. A labor march would soon add additional thousands to the mix.

“We have to clear the intersection,” said the field commander. “We have to clear the intersection,” the operations commander agreed, from his bunker in the Public Safety Building. Standing alone on the edge of the crowd, I, the chief of police, said to myself, “We have to clear the intersection.”

Why?

Because of all the what-ifs. What if a fire breaks out in the Sheraton across the street? What if a woman goes into labor on the seventeenth floor of the hotel? What if a heart patient goes into cardiac arrest in the high-rise on the corner? What if there’s a stabbing, a shooting, a serious-injury traffic accident? How would an aid car, fire engine or police cruiser get through that sea of people? The cop in me supported the decision to clear the intersection. But the chief in me should have vetoed it. And he certainly should have forbidden the indiscriminate use of tear gas to accomplish it, no matter how many warnings we barked through the bullhorn.

My support for a militaristic solution caused all hell to break loose. Rocks, bottles and newspaper racks went flying. Windows were smashed, stores were looted, fires lighted; and more gas filled the streets, with some cops clearly overreacting, escalating and prolonging the conflict. The “Battle in Seattle,” as the WTO protests and their aftermath came to be known, was a huge setback—for the protesters, my cops, the community.

Did anybody consider informing the protesters of the issues and asking for cooperation, or checking to see if there were alternate routes for emergency vehicles, or…. Hey, I’m not a professional emergency responder, but surely there must be a plan B in case some major intersection is out of commission due to a water main blowout, natural gas leak, earthquake, or whatever.

This article was published a few days before the UC Davis pepper spray events, but the author explicitly cites what happened to Scott Olsen in Oakland and the arrests in Atlanta, saying those are continuations of the same problems he experience in Seattle in 1999.
