Clean green jobs for community and profit

Tell me who doesn’t want clean jobs for energy independence and profit?

“Environmental sustainability… can lead to more and better jobs, poverty reduction and social inclusion,”

The above quote is Juan Somavia in an article Stephen Leahy wrote for Common Dreams 1 June 2012, For an Ailing Planet, the Cure Already Exists,

Germany’s renewable energy sector now employs more people than its vaunted automobile industry.

No wonder, when German solar power produces more than 20 nuclear plants. How many jobs? According to Welcome to Germany 13 April 2012, Renewable Energies Already Provide More Than 380,000 Jobs in Germany, which cites a report from the German government,

The boom in renewable energies continues to create new jobs in Germany. According to a recently published study commissioned by the Federal Environment Ministry, the development and production of renewable energy technologies and the supply of electricity, heat and fuel from renewable sources provided around 382,000 jobs in 2011.

This is an increase of around 4 percent compared to the previous year and more than double the 2004 figure.

“Current employment figures show that the transformation of our energy system is creating entirely new opportunities on the job market,” said German Environment Minister Norbert Röttgen.

“It is the major project for the future for German industry. This opens up technological and economic opportunities in terms of Germany’s competitiveness as an exporter and location to do business.”

Wouldn’t we like some of that here in sunny south Georgia, a thousand miles south of Germany?

Globally, the renewable energy sector now employs close to five million workers, more than doubling the number of jobs from 2006-2010, according to a study released Thursday by the International Labor Organization (ILO).

The transformation to a greener economy could generate 15 to 60 million additional jobs globally over the next two decades and lift tens of millions of workers out of poverty, concluded the study, “Working towards sustainable development”.

In Georgia, “competitive” is not for you!

Remember the Southern Company brags about “Our competitive generation business”. The important word there is “our”, as in the Southern Company and its subsidiary Georgia Power gets to compete, and you don’t. Unless you’re big enough.

According to the Georgia Public Service Commission:

Some retail competition has been present in Georgia since 1973 with the passage of the Georgia Territorial Electric Service Act. This Act enables customers with manufacturing or commercial loads of 900 kW or greater a one time choice in their electric supplier. It also provides eligible customers the opportunity to transfer from one electric supplier to another provided all parties agree.

This is apparently only one of twelve Georgia laws that impede a competitive solar power market. But this Territoriality Law alone might be enough of an impediment. Here’s a guide, and here’s the text of the Georgia Territorial Electric Service Act.

Because of that law, you can’t you put up solar panels on your own land and sell your power to somebody somewhere else. And you can’t get a company like SolarCity or Lower Rates for Customers to put up solar panels on your property and sell you the power ( or can you?). Southern Company Rated Worst of Seven Major U.S. Utilities

Southern Company, Number One! In failing grades, that is. Room for improvement in renewable energy.

Green America press release dated 24 May 2011, Southern Company Rated Worst of Seven Major U.S. Utilities: Southern Gets Straight “F”s in Grading of “The Dirty Seven” Utilities, Also Home to Three of 10 Worst-Polluting Power Plants in U.S.,

On the eve of Southern Company (NYSE: SO) holding its annual meeting of stockholders in Pine Mountain, GA., the nonprofit Green America released a report today ranking the major U.S. power producer as “the United States’ most irresponsible utility.”

Titled “Leadership We Can Live Without: The Real Corporate Social Responsibility Report for Southern Company,” the Green America analysis assigns letter grades to seven major U.S. utilities on four fronts: reliance on coal; pollution; reliance on and expansion of nuclear power; and lobbying expenditures. Southern came in dead last with straight “F” grades in all four of the categories.

The PR and the report have a lot more detail, such as this:

Clean Air Task Force data shows that Southern Company’s coal-fired power plants cause 1,224 deaths, 1,710 heart attacks, 20,770 asthma attacks, and 752 cases of chronic bronchitis per year. The total annual cost of all of this damage is over $9 billion.

Hey, that’s more than the original projected cost of the new nukes! Georgians, do you like trading your health for SO’s coal plants and its nuclear boondoggle?

Or would you rather Southern Company and Georgia Power spend less for more electricity by following Austin Energy and Cobb EMC into solar power, plus wind off the coast, for jobs, for energy independence, for health, and for profit?

ALEC, bills to ditch renewable energy, and the Southern Company

Got caught promoting laws that encourage people to kill people? Double down on laws to kill people through pollution! That’s what ALEC is doing. And look who’s apparently a member of ALEC: the Southern Company, parent of Georgia Power, and proprieter of several of the largest and dirtiest coal plants in the country.

Brian Merchant wrote for Treehugger Tuesday, Two ALEC Campaigns Exposed: One Kills Renewables, One Boosts Fracking,

After major corporations like Pepsi, Kraft, Proctor & Gamble, and Coke all ditched the rightwing group, ALEC announced that it would Plant Scherer abandon its drive to enact gun and voter ID laws. The group’s decision came after a couple high profile campaigns were launched decrying ALEC’s involvement in passing the ‘stand your ground’ laws.

But the group is actually stepping up its efforts in other arenas, as I noted last week. And two new reports, one from ProPublica, the other from DeSmogBlog, outline its new aims: dismantle legislation that incentivizes renewable energy generation, and preserve loopholes that allow natural gas companies to keep the chemical cocktails in their fracking fluids secret from the public.

This is the same ALEC that promotes laws like Georgia’s HB 87 that lock up more people to benefit private prison companies like CCA, which wanted to build a private prison on Lowndes County, Georgia. Traficking in human beings is not too sordid for ALEC, so poisoning people through polution doesn’t seem surprising.

Southern Company has 3 biggest CO2 plants in U.S.

Two Southern Company coal-fired electric generating plants near Atlanta are the biggest contributors to global greenhouse gases in the United States, and a third Southern plant in Alabama is the third-biggest emitter, an analysis of environmental data found Wednesday.

The nation’s No. 1 producer of carbon dioxide — the heat-trapping gas that is held chiefly responsible in models of global warming — is Plant Scherer in Juliette, about 65 miles southeast of downtown Atlanta, according to the Associated Press analysis of data reported to the U.S. Environmental Protection Agency for 2010.

That’s the plant that supplies most of our power in south Georgia, whether you get it through Georgia Power or Colquitt EMC.
The No. 2 producer is Plant Bowen, just west of Cartersville, about 50 miles northwest of central Atlanta, and the third-largest is Plant Miller in Quinton, Ala., about 165 miles west of Atlanta near Birmingham, the AP said.
The story also notes (as a picture caption):
Georgia Power recently installed pollution-control equipment, called baghouses, to curb mercury pollution at Plant Scherer. EPA rules that will regulate mercury likely will lead to the utility to install additional baghouses at other coal-fired plants
Hm, that’s exactly what Southern Company said it was incompetent to do. Apparently it figured out to do what other power companies already knew how to do.

Anyway, pumping out CO2 from coal plants is what Southern Company is doing instead of solar and wind.

No coal plant in Early County: LS Power withdraws all permit requests

Persistence by the local community and environmental groups has paid off in Early County, Georgia: the company that wanted to build a coal plant there has given up.

The country’s longest-running campaign against construction of a new coal plant ended today as LS Power, a New Jersey-based power company, announced that it will cancel plans to build the Longleaf Energy Station in Blakely, GA. Sierra Club, Friends of the Chattahoochee and GreenLaw have been organizing against the Longleaf coal plant since it was first proposed in 2001. This victory comes as part of a legal agreement between LS Power and Sierra Club.

This victory marks the 160th proposed coal plant canceled since Sierra Club launched its Beyond Coal campaign in 2005. This victory is particularly noteworthy because the struggle lasted for a decade and involved numerous hearings and appeals, and sustained local opposition by hundreds of Georgia residents. Longleaf was one of the very first plants proposed when, in 2001, the coal industry attempted to block clean energy development by building more than 150 new coal plants across the US, a move which would have effectively locked the nation into dependence on coal-fired electricity for the foreseeable future. Longleaf was one of the last remaining new coal projects proposed anywhere in the United States, counting 160 proposals that have now been defeated or abandoned in the past decade.

Solar: jobs, leadership, grid, independence, and health

Peak power when you need it: solar. Somebody has been studying it, and addressing problems local decisionmakers right here in south Georgia have been raising.

Solar Power Generation in the US: Too expensive, or a bargain? by Richard Perez, ASRC, University at Albany, Ken Zweibel, GW Solar Institute, George Washington University, Thomas E. Hoff, Clean Power Research. That’s Albany, New York, but it applies even more to Albany, Georgia and Lowndes County, Georgia, since we’re so much farther south, with much more sun.

Let’s cut to the chase:

The fuel of heat waves is the sun; a heat wave cannot take place without a massive local solar energy influx. The bottom part of Figure 2 illustrates an example of a heat wave in the southeastern US in the spring of 2010 and the top part of the figure shows the cloud cover at the same time: the qualitative agreement between solar availability and the regional heat wave is striking. Quantitative evidence has also shown that the mean availability of solar generation during the largest heat wave driven rolling blackouts in the US was nearly 90% ideal (Letendre et al. 2006). One of the most convincing examples, however, is the August 2003 Northeast blackout that lasted several days and cost nearly $8 billion region wide (Perez et al., 2004). The blackout was indirectly caused by high demand, fueled by a regional heat wave3. As little as 500 MW of distributed PV region wide would have kept every single cascading failure from feeding into one another and precipitating the outage. The analysis of a similar subcontinental scale blackout in the Western US a few years before that led to nearly identical conclusions (Perez et al., 1997).

In essence, the peak load driver, the sun via heat waves and A/C demand, is also the fuel powering solar electric technologies. Because of this natural synergy, the solar technologies deliver hard wired peak shaving capability for the locations/regions with the appropriate demand mix peak loads driven by commercial/industrial A/C that is to say, much of America. This capability remains significant up to 30% capacity penetration (Perez et al., 2010), representing a deployment potential of nearly 375 GW in the US.

The sun supplies solar power when you need it: at the same time the sun drives heat waves.

Biomass plant approved for Macon-Bibb County

How to get a biomass plant approved in Georgia: tack it onto an existing business. Remember to get an industrial authority to use a public bond issue to expand the private business.

Carla Caldwell wrote in the Atlanta Business Chronicle 7 June 2011, Graphic Packaging gets $140M bond deal

A deal OK’d by the Macon-Bibb County Industrial Authority provides revenue bonds for a $140 million expansion of Marietta, Ga.-based Graphic Packaging International’s Macon, Ga. mill. Improvements will include the addition of a biomass boiler and a 40-megawatt turbine generator geared to reduce emergency cost and improve profitability, reports Macon Telegraph website macon.com.

The authority approved the deal on Monday for the provider of packaging for food, beverage and consumer products. The biomass system, which is scheduled for operation by mid-2013, is expected to generate power from about 400,000 tons of logging materials, mostly the tops of trees, the Macon newspaper reports. Graphic Packaging’s (NYSE: GPK) Macon mill makes an estimated 1,600 tons of paperboard daily.

Maybe we should put some parameters on the types of industry we want around here to avoid this happening with the bonds the Valdosta-Lowndes County Industrial Authority (and the Lowndes County Commission) floats.
